161. UNDP: Conference on Justice and Security Sector Reform: Coherence, Cooperation, and Comparative Strengths

Abstract:
The UNDP's Bureau for Crisis Prevention and Recovery (BCPR) has established a Justice and Security Sector Reform (JSSR) team to provide technical support and assistance to regional Bureaux and Country Offices. This Oslo conference, attended by international donors and Senior NGOs, was organised in association with the Oslo Governance Center, UNDP's Bureau for Development Policy, and the Norwegian Ministry of Foreign Affairs. The conference allowed donors to share their own experiences in the pursuit of JSSR around the world via five structured sessions including a "breakout" session dividing the conference participants into four smaller groups for closer discussion on separate topics. It also enabled informal exchanges between the key global actors in the area of JSSR.

Abstract:
The meeting was held at German House and hosted by the Germany's Permanent Mission to the UN. The agenda for the meeting and the guiding questions for each panel are attached. David Malone (IPA) and Julia Taft (UNDP) gave opening remarks with UNDP in particular stressing the need to assess whether or not the UN was correctly balancing the three components of DDR. Julia Taft also stated that significant sums of money had been promised for DDR in the DRC but had not come through. For this reason, she was anxious to hear from the donors in the group to see if they could discuss their intentions for future funding. Lastly, both the IPA and UNDP were interested in developing standards and guidelines for DDR programmes if, during the seminar, it became clear that a demand existed for the production of such materials.

163. Ethiopia and Eritrea: War or Peace?

Abstract:
The next few weeks will go far to determining whether Ethiopia and Eritrea resume a path toward war - which took some 100,000 lives between 1998 and 2000 - or solidify their peace agreement. Ethiopia must decide whether to allow demarcation of the border to begin in October 2003 even though the international Boundary Commission set up under the Algiers agreement that ended the fighting has ruled that the town of Badme - the original flashpoint of the war - is on the Eritrean side. The outcome will have profound implications for both countries and the entire Horn of Africa, as well as for international law and the sanctity of binding peace agreements and arbitration processes. The international community, particularly the U.S., the African Union (AU), and the European Union (EU), all of which played major roles in brokering the Algiers agreement, need to engage urgently to help Ethiopia move the demarcation forward and to assist both parties to devise a package of measures that can reduce the humanitarian costs of border adjustments and otherwise make implementation of the demarcation more politically palatable.

164. Congo Crisis: Military Intervention in Ituri

Abstract:
The district of Ituri, in Oriental Province of the Democratic Republic of Congo, has been the theatre of spiralling violence bordering on genocide that urgently needs to be stopped. A French-led Interim Emergency Multinational Force (IEMF) is being deployed to restore peace and order in the administrative centre – Bunia – and facilitate humanitarian relief. However, this intervention, authorised by UN Security Council Resolution 1484 of 30 May 2003, is on the face of it totally insufficient.

165. Rwandan Hutu Rebels in the Congo: a New Approach to Disarmament and Reintegration

Abstract:
While a transition government is scheduled to be installed in the Democratic Republic of Congo (DRC) in June 2003, the program of the United Nations Mission in Congo (MONUC) for voluntary disarmament and demobilisation, repatriation, rehabilitation and reintegration (DDRRR, henceforth DR) of foreign armed groups has remained a failure. Authorised by Security Council mandate on 18 November 2001 to deploy in eastern Congo, MONUC has repatriated only a few hundred Rwandan ex-rebels and has opened only one demobilisation centre at Lubero in North Kivu. The participation of South African observers in the Third Party Verification Mechanism (TPVM) established by an accord between Rwanda and Congo in July 2002, has not changed anything. MONUC has still not deployed a serious force in eastern Congo or constructed a credible DR program.

166. The Kivus: The Forgotten Crucible of the Congo Conflict

Abstract:
December 2002 witnessed the signing of a power sharing agreement between Congolese parties under the auspices of the UN Special Envoy, Mustapha Niasse, and South Africa that should lead to finalisation of the Inter-Congolese Dialogue and a transitional government. Yet, it is unlikely that the agreement alone will bring immediate peace. Serious fighting continues in Eastern Congo, particularly Kivu and Ituri Provinces, which have been the main theatres for direct and proxy confrontation between local, national and regional participants in the Congolese conflict since the cease-fire was signed in Lusaka in 1999. The population there is suffering enormously while there is an almost complete absence of international attention.

The International Peace Academy held a conference on “Responding to Terrorism: What Role for the United Nations?” on Oct. 25-26, 2002 in New York. In addition to the focus on possible UN initiatives, the conference specifically sought the insights and recommendations of experts from Latin America, Africa and Asia, parts of the world that have suffered greatly from terrorism but whose views and prescriptions are often overlooked or omitted from the debate.

Abstract:
In Sierra Leone and elsewhere, the fields of security and development are intrinsically linked and cannot be treated as separate spheres. Just as activities by security actors have an impact on development programs, development activities have security implications. More work is needed in defining a common agenda at the intersection of security and development in order to foster strategies in both areas that are mutually reinforcing. On an operational level, making development thinking part of a peacekeeping operation from the outset, both in planning and implementation should be a priority.

Abstract:
The UN does not act alone in conflict prevention. It is important for the UN to identify other actors with comparative advantages in certain aspects of conflict prevention, and to partner wisely with them. These may include regional and subregional organizations as well as local actors such as states or civil society organizations. Increased coordination between the UN and regional, subregional and civil society organizations might enable better linkages between national, regional and international conflict prevention efforts and improve planning at the field and headquarters level. Regional and subregional organizations offer important opportunities for partnering for the UN, but are quite varied in terms of resources, the political will that they can mobilize, and institutional capacity. Development of institutional capacity within nations to manage conflict peacefully can be assisted and encouraged by regional organizations and others. The Organization for Security and Cooperation in Europe's High Commissioner on National Minorities may be one example; the work of Organization of African States in democratization and human rights is also instructive. UN and World Bank development activities are increasingly being viewed through a conflict-prevention lens; their evaluations may help in not only identifying early warning signs, but also in developing strategies that mitigate the potential for violent conflict. Such analyses and approaches could be usefully adapted by regional and subregional organizations. The UN Staff College training course in early warning and preventive measures has sought to develop analytic skills in staff such that early warning can be translated into specific policy guidance. Such training will be available to some regional organization staff; the courses might usefully be adapted by such organizations for their own use.

170. The International Criminal Tribunal for Rwanda: The Countdown

Il reste officiellement un peu plus de cinq ans au Tribunal pénal international pour le Rwanda (TPIR) pour achever le mandat qui lui a été confié, en novembre 1994, par le Conseil de sécurité des Nations unies. Le TPIR se trouve donc exactement à mi-parcours de son mandat. Depuis un an et demi, plusieurs nouveaux procès ont été initiés. Toutefois malgré cette amélioration significative marquée par un fort regain d'activité, le Tribunal d'Arusha n'a pas établi, les priorités judiciaires qui lui permettraient de remplir son mandat avant 2008. En mai 2001, ICG publiait un premier rapport bilan des activités du TPIR intitulé: "L'urgence de juger". Cette urgence reste, malheureusement, toujours d'actualité.
