1. Visa Digitalization and Tourism in Cameroon: A Promising Future?

Abstract:
Cameroon is endowed with a culture rich in natural reserves and breathtaking landscapes, making it a popular destination for tourists from all over the world. However, the cost and hassle of obtaining a visa have long been one of the main obstacles to the growth of tourism in Cameroon. In order to respond to the growing interest of travelers and to make Cameroon a preferred destination for tourists, the government has recently made significant progress by switching from the manual visa procedure to the electronic visa procedure. By Decree No. 2023/147 of March 2, 2023 (1), the electronic visa application came into force on April 30, 2023, in diplomatic missions, consular posts, international airports, air, land, and sea borders. It could be a potential solution to boost tourism in Cameroon. This transition to a digital visa procedure has many advantages. This article analyses the impact visa digitalization on the tourism sector in Cameroon. In the first part, the paper will present an overview of tourism in Cameroon, and in the second part, the expected effects of visa digitalization on the tourism sector in Cameroon.

Abstract:
Given Ghana’s endowments such as attractive sites; more than 500km of beaches, and World Heritage forts and castles, tourism is seen as an important tool for promoting the socio-economic development in that it generates many economic benefits such as incomes, employment and tax revenue, both within the sector and through linkages with other sectors. This study first, analyses the factors influencing the upward trends in international tourists’ arrivals and receipts and second, quantifies the impact of the tourism sector on the Ghanaian economy. The objective of this policy brief is to inform the Ministers of Interior, Tourism and Finance that the most important factor influencing international tourists’ arrivals in Ghana is the prevailing civil liberties and political rights and that Nigeria is a significant substitute destination. Also, that the tourism sector has had the greatest impact on the whole Ghanaian economy when compared to sectors such as agriculture, industry and other services sectors. It is hoped that appropriate legislations will be passed to deepen these liberties and rights and that policy measures will be put in place to ensure macroeconomic stability in order not to lose competitiveness to Nigeria. Also, it is hoped that the Tourism Ministry would lobby for more investment and more resources from the Finance Ministry in order to expand the sector since it has a huge potential to stimulate economic growth.

4. An Insight into Community-Based Ecotourism in Eswatini: Theory versus Practice

Abstract:
The study provides a baseline of the performance of Community-based Ecotourism (CBET) ventures in Eswatini using primary data collected from 186 participants. The data was collected through face-to-face interviews amongst across five CBET sites. Descriptive and thematic analysis were used to identify; the benefits of CBET accrued to host communities, challenges communities experience in providing goods and services to CBET ventures, and the factors preventing broad based participation. Frequencies of responses were used to determine the perceptions and attitudes of host communities towards CBET. The study finds that many of the promises of CBET have not been fully met in Eswatini. Economic benefits have not been widespread and remain minimal, with approximately 42 jobs in total. Participants receive an average monthly income of E1457.40 ± 933.80, an indication of high disparities in monetary incentives amongst participants. The study finds that CBET has been a catalyst for infrastructural development within rural landscapes and provides participants with additional intangible benefits such as a sense of empowerment and belonging. Poor infrastructural maintenance, inadequate marketing and declining tourist visitations are major threats to the sustainability of CBET ventures. Efforts to augment the performance of CBET in Eswatini should focus on investment in research and monitoring of present and potential new CBET ventures. The study recommends integrated and inclusive policies that will promote and allow for expanded local production in the tourism supply chain, partnerships between host communities and industry experts, and local capacity enhancement to reignite CBET within the tourism sector as a serious contender for economic growth.

5. Determinants of Tourism Demand in the SADC Region

Abstract:
This study estimates the determinants of tourism demand in Southern Africa Development Community (SADC) region using Generalised Least Squares (GLS) estimation procedure and panel data for the period 1997-2015. The results obtained suggest that the elasticities of tourism demand with respect to real capital investment on the tourism sector, real exchange rate, real gross domestic product (GDP), proportion of population with access to internet and global peace index are positive, while that with respect to inflation rate is negative. These results imply that for any country in the SADC region to attract more arrivals of tourists: it should invest significantly on the tourism sector, in terms of upgrading tourism infrastructure; implement exchange rate policy that is favourable to international tourists; and promote a reputation of being a peaceful and less corrupt country. Since tourism has strong linkages with other economic sectors, it is an ideal prospect for economic diversification.

Abstract:
The United Nations designated 2017 as the International Year of Sustainable Tourism for Development, and for good reason. The tourism industry generates 10.2 percent of global GDP and employs 1 in 10 workers. Women make up more than half of the tourism workforce, which makes the industry’s growth a unique opportunity to empower women across the world. But we need additional data to better understand how women intersect with this burgeoning industry.

Abstract:
Tourism is potentially one of Zambia’s best prospects for economic diversification and growth. The tourism sector has the potential to play an increasingly important role in stimulating economic growth by contributing to job creation, foreign exchange earnings, entrepreneurial development, infrastructural development, improvements to rural areas and communities, and more. There are questions, however, over the effectiveness of public sector policy and strategic interventions in fostering the realisation of the potential of tourism. In this regard, there are two opposing views of the realities of Zambia’s tourism industry. The operators argue that the business environment is exceptionally difficult in terms of both the odious costs of doing business and the variability of regulations in the industry. In sum, they say, it is a struggle to generate decent profits. Their critics, however, say that such claims are unfounded. They believe that the operators have been deliberately creating information asymmetries, causing immense loss of government revenue and benefitting from considerably higher prices for tourism service packages than do their competitors in the region. It is possible that both arguments contain some truth. Until we gain a better understanding of the cost and price structures and their differences with regional competitors, the mistrust between the government and the private sector will persist. This study seeks to make a modest contribution to informing tourism policy and strategies by taking a disaggregated look at the cost and price structures of tourism service operations in one of Zambia’s key tourism destinations and comparing them with the structures in a proximate competitor region. By benchmarking tourism services in Livingstone against those in Victoria Falls town (on the other side of the Zimbabwean border), it captures detailed data on prices, inputs (labour, main service ingredients), food and beverages, overheads and other establishment performance indicators. The services considered include: accommodation (hotels and lodges); food and beverages (restaurants, diners, pubs/bars, cafes, etc); adventure tourism (water rafting, water cruises, micro flights); and wildlife safaris (nature walks, game drives, safaris).

8. The 2010 World Cup High-Frequency Data Economics: Effects on International Awareness and (Self-Defeating) Tourism

Abstract:
Without a doubt, the 2010 World Cup of soccer in South Africa was a great experience for both soccer fans, who enjoyed a safe and efficiently-run tournament, and their South African hosts. The sporting and social spectacle was broadcast around the world and focused unprecedented media attention on South Africa. Despite the manifest success of the tournament, its short-term effects on international tourism, which are the nucleus of all other short-term positive effects on economic variables such as employment, income and taxes, have turned out to be of a much smaller magnitude than expected or even as reported during the tournament. This may be attributable to self-defeating prophecy effects. This study is a warning against the abuse of economic impact studies, especially those pertaining to major sporting events. It is also a call to use the “correct” arguments of measurable awareness effects and potential long-term development effects in discussing major sporting events. Methodologically, this study is innovative in its economic analysis of major sporting events because it (i) uses data from social networks and (ii) uses high-frequency daily data on tourism.
