481. Measuring the Vulnerability of Subnational Regions

Abstract:
A small but growing literature has been concerned about the economic (and environmental) vulnerability on the level of countries. Less attention is paid to the economic vulnerability of different regions within countries. By focusing on the vulnerability of subnational regions, our paper contributes to the small literature on the 'vulnerability of place'. We see the vulnerability of place as being due to vulnerability in various domains, such as economic vulnerability, vulnerability of environment, and governance, demographic and health fragilities. We use a subnational dataset on 354 magisterial districts from South Africa, recognize the potential relevance of measuring vulnerability on a subnational level, and construct a local vulnerability index (LVI) for the various districts. We condition this index on district per capita income and term this a vulnerability intervention index (VII) interpreting this as an indicator of where higher income per capita, often seen in the literature as a measure of resilience, will in itself be unlikely to reduce vulnerability.

482. Vulnerability to Hunger: Improving Food Crisis Responses in Fragile States

The paper examines the imperative for improved classification and analysis of food crises in different fragile contexts. Recognizing the persistence and protracted nature of food crises, the paper questions how prevention and response mechanisms could be improved to help decisionmakers better address the underlying causes of vulnerability and hunger. The paper draws on case study information to examine real life opportunities and constraints in applying a recently developed food security classification system, named the analytical frameworks at country level, the Integrated Food Security Phase Classification (IPC). Developed originally in Somalia, this classification framework is now being applied in a range of country contexts within and outside of Africa by national governments, UN agencies, donors and NGO organizations. The paper draws on early applications of the IPC to consider opportunities and constraints in the application of common classification systems, taking into account issues of institutional adaptation, methodologies, data and analysis.

Abstract:
Half a century after independence, African elites, at least those in conflict ridden countries, often live in constant fear for their life. Real or invented coup attempts, political assassinations, beatings of opposition leaders, the distribution of death lists, etc. have a profoundly traumatizing and self perpetuating effect. Purges, not least in the security apparatus, are not uncommon, particularly after changes in government, be they peaceful or violent. These purges come at a cost: the excluded elites are frequently tempted to use violence to come back into the “dining room”­and the excluding government tries to prevent reentry by all means.

484. Salafism and Radical Politics in Postconflict Algeria

Abstract:
Despite the repression of radical Islamist movements since 1992 and the promulgation of a National Reconciliation law in 1999 aimed at encouraging the repentance of jihadi fighters, Algeria is still subject to regular terrorist attacks. Rather than follow the 1990s model of Islamist parties that believed in politics, expressed themselves within the system, discussed the concept of democracy, and had the goal of building an Islamic State, the radical anti-state rhetoric in Algeria today finds its expression in movements that do not believe in working within the political system. These movements are Salafist in nature and include Jihadi Salafism, personified by the recently formed al-Qaeda in the Islamic Maghreb (AQMI), and Da'wa Salafism, inspired by Saudi Wahhabism. These apolitical or anti-political Salafi trends are the result of the marginaliza-tion of political Salafists, mainly during the 1990s. They reveal the failure of participationist strategies among the moderate Islamist parties and their difficulties in mobilizing their base, a growing depoliticization among the new young Islamist generation, and the urgent need to reinvent pluralistic politics in a post-conflict Algeria.

Abstract:
As the planned deployment of the joint UN and African Union (AU) hybrid peacekeeping force to Darfur begins, these institutions are placing more emphasis on finding a lasting political solution to the conflict in Darfur. After the failure of the Darfur Peace Agreement (DPA), the international community realized the importance of involving all the key rebel movements in peace negotiations. Planned peace talks in Sirte, Libya have been delayed in an effort to convince key rebel leaders to participate.

486. A Culture of Protection? Perceptions of the Protection of Civilians from Sudan

Abstract:
The Protection of Civilians (PoC) concept is a prevalent buzzword in the contemporary security-development nexus and comes as a response to new modes of warfare that have made civilians the main causality of war. Just about all actors from the military, development and humanitarian segments relate to the PoC concept in conflict-situations. Although there is a presumably mainstreaming and general infusion of the concept within the international community, there exists no coherent and comprehensive understanding of what the concept really means and what kind of practices it comprises and entails. The concept’s seminal thinkers and proponents fail to provide a clear and unambiguous definition of the concept. Rather it seeks to infuse a culture of protection among international actors operating in contexts which see grave human right violations and direct and indirect targeting of civilians. This report addresses the protection discourse as perceived by various actors in the field, and approaches the discourse in the nexus of PoC and culture of protection. The present paper demonstrates that whereas a narrow definition of PoC runs the risk of repelling actors from the protection-agenda, mainstreaming a culture of protection drawing on wider principles seems worthwhile in order to be comprehensive in terms of including as many actors as possible. A negative facet of such an approach, however, is that PoC becomes open to various actors’ interpretation. Although in line with the implementation of PoC on case-by-case basis, this might not be sufficient to engender an inclusive culture of protection as PoC always will be interpreted at the backdrop of organisations’ embedded mandate and institutional culture, leading to a general conceptual dilution. This paper explores the PoC concept and the culture of protection in the context of Sudan.

Abstract:
South Africa's “quiet diplomacy” has been often used to reject the notion of South African leadership or regional hegemony in southern Africa. This article finds that this evaluation is founded on a misguided understanding of regional hegemony, which is based on conventional hegemony theories that are mostly derived from the global role of the United States after World War II. Alternatively, this article uses a concept of hegemony that, for example, takes into account the “regionality” of South Africa's hegemony, which both allows external actors to impact on regional relations and allows South Africa to pursue its foreign policy goals on the global level of international politics. This concept helps to systemically analyze South Africa's foreign policy in the Zimbabwean crisis and to better integrate this policy into the broader framework of its regional and global ambitions.

488. Beyond the Fragile Peace between Ethiopia and Eritrea: Averting New War

The Ethiopia-Eritrea impasse carries serious risk of a new war and is a major source of instability in the Horn of Africa, most critically for Somalia. Following Ethiopia's refusal to accept virtual demarcation of the border by the now disbanded Ethiopia-Eritrea Boundary Commission (EEBC), Asmara unilaterally imple­men­ted it and forced out the UN peacekeepers (UNMEE), significantly raising the stakes and shattering the status quo. Its insistence on recovering terri­tory the Commission awarded it – Badme in particular – could lead to unilateral military action by either side but is only one of several war scenarios. The Security Council and key individual states (the U.S., in particular) must recognise the dangers of their inaction and advance a reconfigured political process with new determination if there is to be a change in the calculations of the parties, who appear to be dangerously content with trying to maintain a level of simmering but unpredictable hostility.

Le changement politique et économique réclamé par la population guinéenne au prix de près de 200 morts en janvier-février 2007 est largement compromis. Le limogeage du Premier ministre Lansana Kouyaté le 20 mai 2008 et son remplacement par Tidiane Souaré, un proche du président Lansana Conté, risque de compromettre l'ensemble du processus de réforme. Les déclarations apaisantes du nouveau chef de gou- vernement en faveur de l'inclusion et de la poursuite du « changement » ne doivent pas faire illusion. Le gouvernement Souaré-Conté a toutes les chances de remettre en cause les promesses d'élections législati- ves crédibles en décembre 2008, de compromettre le redressement économique du pays et d'enterrer la commission d'enquête indépendante qui doit identifier et poursuivre les auteurs de la répression sanglante de janvier 2007. Plus que jamais, les acteurs de la société civile, les responsables des partis politiques, les auto- rités religieuses et tous ceux qui souhaitent le chan- gement doivent opposer un front uni à la restauration du pouvoir sans partage de Lansana Conté.

The conflicts in Africa have presented the international community with an unprecedented opportunity to cooperate in bringing stability to the continent. But despite a history of inter-institutional cooperation in peacekeeping there, developments in Darfur are showing that these relationships and their outcomes are still far from predictable. With these realities in mind, the Center on International Cooperation convened a group of experts in the field to discuss the nature of peacekeeping partnerships in Africa and whether they can be made more consistent.
