471. Security Sector Reform Provisions in Peace Agreements

Abstract:
The experience of the United Nations in mediating peace agreements has demonstrated the importance of addressing security issues at the outset. Early arrangements, for example with regard to composition and roles of security forces, can have significant impact on peace implementation. Failure to address the requirements of effective and accountable security can sow the seeds for future conflict, as earlier peace processes in Sierra Leone demonstrated, or lead to large, economically unsustainable forces, as Uganda has addressed. Failure to take into account the security needs of marginalized and socially excluded groups, such as women and children, can create new security problems, as alarmingly high rates of sexual violence in the eastern part of the Democratic Republic of the Congo demonstrate.

472. Liberia: Uneven Progress in Security Sector Reform

Abstract:
Since independence and for fourteen years of war, Liberia's army, police and other security agencies have mostly been sources of insecurity and misery for a destitute people. The internationally driven attempt to radically reform the security sector since the war's end in 2003 is a major chance to put this right and prevent new destabilisation. Security sector reform (SSR) programs have been unprecedented in ambition but with mixed results. Army reform, entailing complete disbanding of existing forces, has made significant progress despite lack of proper oversight of private military companies (PMCs) and of consensus on strategic objectives. But police and other security reforms are much less satisfactory. The bold approach to army reform was possible due to strong national consensus and the presence of a large, liberally mandated UN presence. Government and donors must sustain their support to maintain hard-won momentum in army reform and, once clear benchmarks are set, give a floundering police force more resources. The drawdown of the UN force, begun in the second half of 2008, underlines the urgency.

473. Pirates off the port side! Old problem - new topicality

Abstract:
Piracy is an old problem which is now again attracting attention, mainly because of the surge of pirate attacks off the coasts of Somalia. Closer analysis shows the problem to be of quite modest proportions. The international naval protection of merchant shipping holds out some prospects of containing the problem, but it is most likely to solve itself. If international shipping opts for the route south of Africa, piracy will die out for a lack of targets. Maritime terrorism is, likewise, a problem of very limited proportions. It is often conflated with piracy, but there are significant differences between the two phenomena, the latter being undertaken for selfish reasons, the former for the sake of some higher cause. Whereas it is conceivable that maritime terrorists will gradually transform themselves into pirates, a transformation in the opposite direction is well Nigh inconceivable. Besides the analysis of these two phenomena, the overlap between them and certain naval strategies are also briefly touched upon.

Abstract:
Governance is performance—the delivery of high quality political goods to citizens by governments of all kinds. In Africa, as everywhere else, those political goods are security and safety, rule of law, participation and human rights, sustainable economic opportunity and human development. The Ibrahim Index of African Governance, created at Harvard's Kennedy School of Government, evaluates forty-eight sub-Saharan African countries according to fifty-seven variables. The results of this massive measurement exercise produce overall rankings of governance attainment, plus rankings for each of the five categories of political goods and each of the fifty-seven variables. Yet, the purpose of this Index is not to rate, but to diagnose. The Index is a diagnostic tool for civil society, donors and governments so that performance can be enhanced and the lives and outcomes of Africans can be strengthened. Improving African governance is the goal.

Despite the absence of a final peace settlement, a dramatic improvement in security in war-ravaged northern Uganda is allowing displaced civilians to return home and has transformed the humanitarian operating environment. A transition is now under way from a relief effort led by international agencies to government-driven recovery. But that shift is generating new challenges for northern Ugandans and institutional confusion among the actors working to help them rebuild their lives. After decades of conflict and marginalisation, it is critical that the government of Uganda and its international partners bring a peace dividend to the North through an inclusive and co-ordinated recovery process.

477. Mission incomplete: why civilians remain at risk in eastern Chad

Abstract:
The international community took an important step in deploying the UN and EUFOR mission to volatile and insecure eastern Chad. However, one year on, this mission is not capable of adequately protecting civilians and requires urgent reform. EUFOR has made many civilians feel safer, but as a military force is ill suited to an environment of lawlessness and banditry. A year on the policing elements of the mission are yet to be deployed. Finally, without a comprehensive political solution to the internal crisis in Chad, there will be no hope of long-term security for the civilians who are currently at risk.

478. Chad: A New Conflict Resolution Framework - Africa Report N°144

Abstract:
The political and security crisis Chad faces is internal, and has been exacerbated rather than caused by the meddling of its Sudanese neighbours. Power has been monopolised by a Zaghawa military clan with President Idriss Déby at the top since 1990, leading to increased violence in political and social relations, ethnic tensions and distribution of the spoils of government on the basis of clan favouritism. Neither return to a multi-party system in 1990, enhanced government revenues from newly exploited oil reserves since 2004, nor elections backed by Chad's Western allies have brought democracy or improved governance. The international community must press for an internal reconciliation process focused on reforming the Chadian state, particularly its administration and security sector, and ending the armed insurgency. At the same time, a regional process must be revived to address longstanding disputes between Chad and Sudan and eliminate the pattern of proxy war and support for each other's rebels.

479. Zimbabwe: Prospects from a Flawed Election

The regional mediation offering the most realistic chance to resolve Zimbabwe's eight-year crisis has failed. South African President Thabo Mbeki's stated objective in talks between the ruling ZANU-PF party and the opposition Movement for Democratic Change (MDC) was to secure conditions for free and fair elections that would produce an undisputed outcome. But on 29 March 2008, Zimbabwe will hold elections already flawed by pre-poll misbehaviour, notwithstanding what may occur on polling day and thereafter. The results are likely to be heatedly disputed. Though the playing field is far from even, and efforts to create a united opposition have failed, ex-ZANU-PF politburo member Simba Makoni is seriously challenging Robert Mugabe's re-election. The 84-year-old president probably has the means to manipulate the process sufficiently to retain his office, though possibly only after a violent run-off, but there is little prospect of a government emerging that is capable of ending the crisis. If the situation deteriorates, the African Union (AU) needs to be ready to offer prompt mediation for a power-sharing agreement between presidential contenders and creation of a transitional government with a reform agenda.

480. Sudan's Comprehensive Peace Agreement: Beyond the Crisis

On 11 October 2007, the Sudan People's Liberation Movement (SPLM) announced it was suspending participation in the Government of National Unity because the National Congress Party (NCP) was not implementing key aspects of the 2005 Comprehensive Peace Agreement (CPA) that ended the generation-long, primarily North-South conflict. After months of highlevel meetings, military posturing and increasingly aggressive rhetoric, the parties agreed on a series of measures and drew back from the brink. The SPLM rejoined the government, which includes a reorganised cabinet, on 27 December. The immediate crisis has been defused, but underlying difficulties remain, and the risk of significant new fighting is growing in the Abyei area. Both parties must re-commit to full CPA implementation if peace is to hold, and the international community must re-engage robustly in support of the still shaky peace deal and recognise that CPA implementation would create the best environment for peace in Darfur and beyond.
