Abstract:
Sound fiscal management of the entire security sector is essential if a country is to have effective, efficient and professional security forces that are capable of protecting the state and its population against internal and external threats. Highly autonomous security forces that are able to act with impunity in the economic and political spheres are invariably professionally weak and highly cost-ineffective. Because the armed forces in many African countries absorb the majority of resources allocated to the security sector and tend to have a high degree of political autonomy, there is a good deal of interest in the process by which defense budgets are developed, implemented and monitored.

A free market that controlled the number and type of arms available to states and to non-state actors on the basis of their financial means and technological capacity would breed insecurity and stimulate un- necessary military spending. Rules are needed to regulate military capacities, but questions abound. What kinds of rules are needed? How should these rules be applied? As is the case with the provisions of the Chemical Weapons Convention (CWC) and the Biological and Toxin Weapons Convention (BTWC), these rules could apply equally to all parties, and be universal and uniform in their application.

354. CÔTE D'IVOIRE: "The War Is Not Yet Over"

Abstract:
"The war is not yet over", an ICG mission to Côte d'Ivoire repeatedly heard in November 2003. There are ominous signs that the Côte d'Ivoire peace process initiated in January 2003 has broken down. If the country goes back to war, it could well take all West Africa with it, endangering even recent progress in Sierra Leone and Liberia. The UN Security Council needs to take a leading role in the peace process, initially by upgrading its current presence to a full peacekeeping mission. This could include subsuming some 1,400 West African troops under the umbrella of an expanded operation. The UN should also step up cooperation between its ongoing peace operation in Liberia and its Ivorian peace mission, MINUCI.

355. Algeria: Unrest and Impasse in Kabylia

Abstract:
In late April 2001, lethal provocations by elements of Algeria's National Gendarmerie triggered protracted and deadly rioting in Kabylia. That the unrest from Kabylia's Black Spring continues to this day reflects the political system's nation-wide failure to adopt reforms that address its deficit of democratic representation. Neither the regime, nor the Kabyle political parties nor the so-called "Coordinations" that lead the protest movement in the region has to date proposed a serious formula for ending the impasse. The recent invitation by the new head of the government, Ahmed Ouyahia, to the protest movement to engage in dialogue over its platform is a welcome, if belated, development. But more will be needed to enable the Algerian polity to resolve what is much more a national problem than the local or ethnic disturbance it is often mistakenly portrayed as.

At least five terrorist suspects who entered the United States illegally from Canada during the Christmas holidays are now the subjects of an international manhunt. The suspects' international travel was apparently facilitated by Pakistani criminal elements engaged in the production of false documents, including forged visas and passports. The nexus between criminal and terrorist activity is not new. Indeed, international terrorism is facilitated and financed by an array of states, groups, fronts, individuals, businesses, banks, criminal enterprises, and nominally humanitarian organizations. Since the attacks of September 11, experts and decisionmakers have focused much attention on charitable and humanitarian organizations, as well as official and unofficial banking systems in the network of terrorist financing. The political economy of terrorism, however, relies just as heavily on legitimate businesses and, increasingly, criminal activity.

In Sierra Leone and elsewhere, the fields of security and development are intrinsically linked and cannot be treated as separate spheres. Just as activities by security actors have an impact on development programs, development activities have security implications. More work is needed in defining a common agenda at the intersection of security and development in order to foster strategies in both areas that are mutually reinforcing. On an operational level, making development thinking part of a peacekeeping operation from the outset, both in planning and implementation should be a priority.

Nine years after the 1994 genocide, Rwanda has reached another crossroads. The transition period defined by the Arusha Accords will be concluded in less than a year by a constitutional referendum and by multi-party elections which should symbolize the successful democratisation of the country. Today, however, there are multiple restrictions on political and civil liberty and no sign of any guarantee, or even indication, in the outline of the constitutional plan that the political opposition will be able to participate in these elections on an equal footing with the Rwandan Patriotic Front (RPF), in power since 1994.

As the Bush administration seeks to define its policy on the Middle East, Libya has emerged in the high drama of the U.S. war against terrorism. A Scottish appeals court yesterday upheld the conviction of former Libyan intelligence agent Abdel Baset al-Megrahi for the 1988 bombing of Pan Am Flight 103. The appeals court ruled unanimously that none of the grounds of appeal are well founded. The latest verdict not only ended the Lockerbie legal saga but potentially ushered in a new phase in U.S.-Libyan relations.
