311. Curbing Violence in Nigeria (III): Revisiting the Niger Delta

Abstract:
Violence in the Niger Delta may soon increase unless the Nigerian government acts quickly and decisively to address long-simmering grievances. With the costly Presidential Amnesty Program for ex-insurgents due to end in a few months, there are increasingly bitter complaints in the region that chronic poverty and catastrophic oil pollution, which fuelled the earlier rebellion, remain largely unaddressed. Since Goodluck Jonathan, the first president from the Delta, lost re-election in March, some activists have resumed agitation for greater resource control and self-determination, and a number of ex-militant leaders are threatening to resume fighting (“return to the creeks”). While the Boko Haram insurgency in the North East is the paramount security challenge, President Muhammadu Buhari rightly identifies the Delta as a priority. He needs to act firmly but carefully to wind down the amnesty program gradually, revamp development and environmental programs, facilitate passage of the long-stalled Petroleum Industry Bill (PIB) and improve security and rule of law across the region.

Abstract:
Un an après l'intervention française, l'intégrité territoriale et l'ordre constitutionnel ont été rétablis au Mali. Mais la persistance des tensions intercommunautaires et de violences localisées témoigne d'une stabilisation encore précaire du Nord, alors que les forces françaises et onusiennes peinent à consolider leurs progrès en matière de sécurité. Les attentes à l'égard du président Ibrahim Boubacar Keïta sont immenses. Il doit à la fois élaborer un compromis sur le devenir du Nord et engager la réforme d'un Etat affaibli par la crise. Son gouvernement doit aller au-delà des déclarations d'intention et passer à l'action. Pour consolider la situation à court terme, il est tenté de renouer avec un système clientéliste qui a conduit les précédents régimes dans l'impasse. Le président ne peut certes pas tout réformer brusquement mais l'urgence de la stabilisation ne doit ni faire manquer l'occasion d'entamer une réforme profonde de la gouvernance ni occulter la nécessité d'un dialogue véritablement inclusif sur l'avenir du pays.

313. Sudan's Spreading Conf lict (III): The Limits of Darfur's Peace Process

Abstract:
The violence in Darfur's decade-old war spiked in 2013, as the mostly Arab militias initially armed by the government to contain the rebellion increasingly escaped Khartoum's control and fought each other. Recent fighting has displaced nearly half a million additional civilians – in all 3.2 million Darfurians need humanitarian help. The Doha Document for Peace in Darfur (DDPD) signed in Qatar in 2011 is largely unimplemented, notably because it was endorsed by factions with limited political and military influence, blocked by the government and suffered fading international support. The main insurgent groups remain active, have formed an alliance that goes beyond the region and increasingly assert a national agenda. If Darfur is to have durable peace, all parties to the country's multiple conflicts, supported by the international community, need to develop a more coherent means of addressing, in parallel, both local conflicts and nationwide stresses, the latter through a comprehensive national dialogue; eschew piecemeal approaches; embrace inclusive talks; and recommit to Sudan's unity.

Abstract:
During 1983-2005 Sudan hosted one of Africa’s longest insurgencies. Throughout the conflict a number of competing peace initiatives coincided, but a process under the mediation authority of the Inter-Governmental Authority for Development (IGAD) prevailed. However, although initiated in 1993, the IGAD process only accelerated after the September 2001 attacks on the United States (US) and was consequently finalised through the signing of the Comprehensive Peace Agreement (CPA) in less than four years’ time. Although it was presented as IGAD’s success as a conflict resolution body, in reality the organisation’s role in the making of peace in Sudan was to a large extent conditioned by the involvement of a narrow selection of Western stakeholders. This article examines the IGAD peace process in Sudan, highlighting the dynamics and relative roles of the principal actors involved. It argues that although the negotiations were portrayed as inherently sub-regional, and adhering to the idea of ‘African solutions for African problems’, a closer analysis reveals that the peace process was dominated by external protagonists. This resulted in the interests of Western actors, particularly the US, playing a prominent role in the negotiated agreement, consequences of which are currently experienced both in Sudan and South Sudan.

315. Institutionalisation of Sub-Saharan Africa's Land Reforms: The Way Forward

Abstract:
Governments across Sub -Saharan Africa seek to address the increasing pressure on land by introducing land reforms. More than half — at least 32 countries — have introduced reforms since the end of the Cold War. Though the reforms are heterogeneous, most of them share a number of characteristics. Most reforms aim to streamline land legislation, land administration and land dispute settlement and to promote markets in land. These new wave land reforms typically do so by recognising existing rights to land (customary rights included), by decentralising responsibility over land administration and land dispute settlement and by promoting registration and issuing land title deeds. How are land reforms being implemented? What is their effect on institutions at the local level? Are the land administration and land court institutions becoming more accessible due to the reforms? This policy brief addresses some of these questions.

316. More Inclusive Decision-making Processes in Foreign Land Leasing: Policy Insights from Kenya

Abstract:
Foreign land leases could help developing countries to acquire foreign direct investments (FDIs), including technical expertise and income necessary for economic transformation. A lack of local stakeholder consultation and involvement in the design of land leases leads to the rejection or disruption of such leases by local communities and wastes investors' resources due to disruptions. Local public stakeholders in Kenya are willing to accept and participate in leases, provided they include certain provisions: that leases do not exceed 15 years; are renewable subject to mutual negotiations; offer formal employment to landowners' household members; and provide adequate monetary compensation for the leased land. Effective and transparent management of land leases requires the formation of management committees comprising local stakeholders such as youth, women and land experts. To enhance lease transparency, regular consultative meetings should be held, negotiation records must be shared with local community members and landowners should receive direct payment, rather than being paid through intermediaries.

317. In the Balance: Searching for protection in eastern DRC

As 2014 starts, there are reasons to hope that peace may be in sight in eastern Democratic Republic of Congo (DRC). National initiatives and committed regional and international political engagement in 2013 led to important advances and new framework agreements to resolve the conflict and insecurity. However, the people Oxfam talked to across eastern DRC reported that their situation remains precarious, particularly in remote areas where there is little state presence. Ongoing national, regional and international engagement is needed, as well as efforts to ensure that high level agreements and initiatives are systematically linked to community experiences. Without these, it is possible that this rare opportunity will be wasted.

La pénétration du pastoralisme qui s'accentue depuis plusieurs années en Afrique centrale génère des conflits à la fois fréquents et ignorés dans un monde rural où l'empreinte de l'Etat est particulièrement faible. Ces conflits s'intensifient sous l'effet conjugué de plusieurs facteurs: l'insécurité croissante, le changement climatique qui pousse les pasteurs toujours plus au sud, l'éclatement des couloirs traditionnels de transhumance, notamment transfrontaliers, l'extension des cultures et l'augmentation des cheptels qui entrainent une compétition accrue sur les ressources naturelles. Même si les défis sécuritaires du pastoralisme ne sont pas de même intensité dans les trois pays étudiés dans ce rapport (Tchad, République centrafricaine et République démocratique du Congo), ils ont deux dénominateurs communs : l'impératif d'une prise en compte de ce problème par les pouvoirs publics et la nécessité d'une régulation de la transhumance qui inclue les différents acteurs concernés.

Abstract:
The September 2013 attack on Nairobi's Westgate Shopping Center, which left more than 70 people dead, has positioned the Somali extremist group, Al-Shabaab, firmly in the global spotlight. While some observers have interpreted the attack as a sign of "desperation," others perceive it as an indication of Al-Shabaab's reformation and resurgence under the leadership of the movement's Amir, Ahmed Abdi aw Mohamud Godane. The reality is, as usual, more complex. Westgate provided a glimpse of a movement in the throes of a protracted, fitful, and often-violent transition: Al-shabaab is in the process of reinventing itself.

Abstract:
Spikes in the prices of ivory and rhino horn have propelled an escalation in killings of African elephants and rhinoceroses. Without urgent corrective measures, extinction of these populations is likely. This is not just a wildlife poaching problem but part of a global illicit trafficking network that is empowering violent groups and co-opting some elements of Africa's security sector. An immediate bolstering of Africa's wildlife ranger network is needed to slow the pace of elephant and rhino killings and buy time. Addressing this threat over the longer term will require dramatically reducing the demand for these animal parts, especially within Asian markets.
