21. The Politics behind the EU-Rwanda Deal(s) and its Consequences

Abstract:
On the 14th of October, the news emerged that the EU is in the final stages of a discussion to award €20 million to the Rwandan army for its operations in Mozambique – where it is fighting insurgents in the oil-rich Gabo Delgado province. It would be the second time in two years that the EU awards this amount under the European Peace Facility (EPF): it also did so in December 2022. At that time, the decision was met with anger in the Democratic Republic of Congo (DRC), as it was already documented by the UN how the Rwandan Defense Forces (RDF) were supporting the M23 rebellion in Eastern DRC. In the meantime, this support has become clearer, with the last report from the UN Group of Experts from June 2024 extensively documenting the RDF operations with M23 in Eastern DRC. The news of potentially another €20 million is therefore met with anger in Congolese politics and society, primarily directed at the EU. It is a question which puzzles many: why does the EU want to award €20 million to the Rwandan army, in the midst of its violations of international law in Eastern DRC? This piece will unpack this question and reflect on the consequences for the regional dynamics and the EU.

Abstract:
Uganda has various economic, political and security interests in Eastern DRC. The latter is for example a vital export market for Ugandan products, and an important source of gold, Uganda’s most important export product. In this situation, a careful tactical game is played, in which Kampala seeks to protect these interests in Eastern DRC – for example from Kigali. This does not only involve a clear engagement with Kinshasa, but to a lesser extent also with M23. This is particularly the case because M23 is expanding (and keeping) its territory; creating an incentive for regional actors to engage with them.

Abstract:
The IDF is battling Hezbollah in Lebanon to enable Israel’s 85,000 displaced citizens to return safely to their homes. Less known is the significant security challenge Hezbollah poses to Israel and the United States in Africa. Hezbollah, with Iran’s backing, has steadily expanded its financial and operational presence across the African continent, establishing networks that could be weaponized against Western interests. This development represents not only a direct threat to Israel and the U.S. but also to the stability of fragile African states where Hezbollah has built strongholds.

Abstract:
The paper examines China’s increasing security interests in Africa. It seeks to understand the nature and scope of Chinese engagement in peace and security issues on the continent based on its engagement in international and domestic (African) politics. Through literature analysis and logical reasoning, the author intends to define the implications of China’s new role as a security provider. The paper is based on desk research using primary and secondary data and statistical and comparative analysis of official documents, academic research, and media sources. The methods include literature analysis, logical reasoning, statistical research, comparative analysis, and the inductive method to build general theorems. The paper analyses aspects of China’s security engagement on the African continent: its participation in the United Nations Peacekeeping Operations, small arms exports, and Beijing’s sharing of technology with African partners. China’s engagement in Africa’s security helps to advance its vital economic and political interests, with limited impact on African security. Key lessons for African partners are offered. The last decades have seen an extraordinary increase in China’s economic and political ties with Africa. Security cooperation followed massive Chinese investments and thousands of Chinese nationals working on the continent. China’s security engagement in Africa protects Beijing’s interests regarding access to resources, markets, political influence, and social credibility. It has little to do with a benevolent will to help Africa deal with instability or economic underdevelopment. African partners must make necessary efforts to avoid further dependence on China.

The analysis traces France’s shift from a unilateral approach, exemplified by the Françafrique policy, to a more multilateral and regionally integrated strategy in Sub-Saharan Africa, particularly in the Sahel region. The Rwandan genocide in 1994 marked a pivotal moment for French policy, prompting a transition towards greater emphasis on multilateralism and regional security initiatives, influenced by lessons learned from past interventions. France’s engagement in the Sahel has been guided by the principle of “African solutions to African problems,” as evidenced by efforts to support regional initiatives and collaborate with African-led peacekeeping missions. Despite efforts to engage the European Union in Sahelian security issues, France has encountered challenges in achieving meaningful European involvement due to divergent priorities among EU member states and skepticism towards intervention in African affairs. The text highlights the complexities of operational effectiveness in French military interventions, with factors such as institutional coordination, resource allocation, and strategic objectives influencing outcomes. France’s efforts to coordinate with EU initiatives and other international actors in the Sahel have been hindered by overlapping responsibilities, divergent mandates, and competition among stakeholders, leading to implementation challenges. Public opinion in Mali regarding French military presence has evolved from initial support to skepticism and criticism, fueled by perceptions of France’s colonial legacy, operational shortcomings, and conspiracy theories. President Macron’s approach to Africa seeks to redefine France’s relationship with its former colonies, emphasizing partnership and mutual respect while addressing historical grievances and promoting economic cooperation. Rising violence, political instability, and governance challenges in the Sahel region pose significant obstacles to France’s intervention efforts and highlight the need for comprehensive, sustainable solutions. France faces a dilemma between promoting democratic values and protecting its strategic interests in Africa, amidst shifting regional dynamics and growing scrutiny of its interventionist policies. Collaborative approaches with European partners and nuanced policy conversations are deemed essential for navigating this complex landscape.

By distancing itself from direct responsibility for controversial military actions, Russia is able to exert significant geopolitical control. The paper also examines the continuation of Wagner Group operations following the death of its leader, Yevgeny Prigozhin, and discusses the broader implications of these developments for Africa and the Mediterranean region. The Wagner Group’s operations continued after the death of its leader, Yevgeny Prigozhin, with increased integration into Russia’s Ministry of Defence, signaling Russia’s deeper involvement in the continent’s security dynamics. Russia has secured access to valuable natural resources through its African interventions, extracting billions in gold and pursuing strategic control over uranium in countries like Niger. These resources likely help fund Russia’s broader geopolitical ambitions, including its war efforts in Ukraine. Russia offers “pragmatic engagement” as a substitute for dwindling Western aid in Africa, capitalizing on the gap left by reduced Western support to build influence through military assistance, resource extraction, and infrastructure projects.

30. Burkina Faso’s Prolonged Transition: Failed Promises and Governance Shortcomings

Abstract:
July 2024 was expected to mark the end of Burkina Faso's transion back to civilian rule, with a presidenal elecon intended to restore constuonal order aer two years of polical uncertainty. However, as many had ancipated, worsening security situaon, coupled with other challenges would become a pretext for the junta to consolidate its hold on power. On September 29, 2023, Captain Ibrahim Traoré, the junta leader, declared that the scheduled elecons in July 2024 were “not a priority,” and that the constuon would be modified, casng doubt on the prospects for a mely democrac transion. On May 25, 2024, the military government stunned many democracy watchers by announcing an extension of their rule unl 2029, following what they termed a "naonal conference." This decision, however, was met with widespread skepcism, as the dialogue was largely boycoed by civil society, polical pares, and other key stakeholders. The announcement dealt a severe blow to hopes for a democrac transion, reinforcing fears that the junta intended to hold onto power indefinitely. Adding to the sense of stagnaon, the junta celebrates its two-year anniversary on September 29, 2024. This study builds upon a previous report to provide a comprehensive update and evaluaon of Burkina Faso's ongoing transion process. It offers a detailed analysis of the challenges faced by the transion, providing crical insights into the effecveness of military governments in addressing governance issues and their impact on the country's stability and development. The study further contributes to the broader discourse on the path to restoring democrac order in Burkina Faso.
