262. Iraq After ISIS: The Other Half of Victory Dealing with the Civil Dimension

Abstract:
The United States, its allies, and international organizations are just beginning to come to grips with the civil dimensions of "failed state" wars in Afghanistan, Iraq, Libya, Somalia, the Sudans, Syria, and Yemen. In each case, it is clear that the civil dimension of the war will ultimately be as important as the military one. Any meaningful form of "victory" requires far more than defeating the current extremist threat in military terms, and reaching some temporary compromise between the major factions that divide the country. The current insurgent and other security threats exist largely because of the deep divisions within the state, the past and current failures of the government to deal with such internal divisions, and the chronic failure to meet the economic, security, and social needs of much of the nation's population. In practical terms, these failures make a given host government, other contending factions, and competing outside powers as much of a threat to each nation’s stability and future as Islamic extremists and other hostile forces. Regardless of the scale of any defeat of extremists, the other internal tensions and divisions with each country also threaten to make any such “victory” a prelude to new forms of civil war, and/or an enduring failure to cope with security, stability, recovery, and development. Any real form of victory requires a different approach to stability operations and civil-military affairs. In each case, the country the U.S. is seeking to aid failed to make the necessary economic progress and reforms to meet the needs of its people – and sharply growing population – long before the fighting began. The growth of these problems over a period of decades helped trigger the sectarian, ethnic, and other divisions that made such states vulnerable to extremism and civil conflict, and made it impossible for the government to respond effectively to crises and wars.

Abstract:
In the first issue of our 20th volume, the cooperative and conflictual nature of climate change in international relations is explored. Rafael Leal-Arcas analyzes the necessity of a symbiotic relationship between bottom-up and top-down negotiations to implement clean energy consumption. Following, Caitlin Werrell and Francesco Femia begin this issue's dialogue on climate change and security. Carmel Davis discusses the effects of climate change on Sub-Saharan Africa's ability to develop and subsequently mitigate conflict. Similarly, Ziad Al Achkar outlines the economic, environmental, and security threats in the Arctic as its ice continues to melt. Zhao Ang then discusses China's ability and incentives to pursuing a greener economy. Following, Buddikha Jayamaha, Jahara Matisek, William Reno, and Molly Jahn discuss the security and development of climate change implications in the Sahel region. The main portion of this issue proudly concludes with the Journal's interview with former Swiss Ambassador Therese Adam on climate change negotiations and the great potential for civil society engagement. Following the climate change portion of this issue, we feature a special sup-topic: Africa Rising. Here, Peter Schraeder discusses the effects of President Donald Trump's foreign policy in Africa. Juan Macías-Amoretti analyzes the role of Islam in Moroccan politics, while Karim Bejjit concludes with a discussion on Morocco's growing relationship with the AU.

Abstract:
What are the implications of climate change for security in low-income countries? As global warming approaches and passes 1.5°C, climate change will reduce income, disrupt social relations, and fragment authority. I focus on Sub-Saharan Africa (SSA) because its large agricultural sector is sensitive to climate change and will likely see effects earlier than in other regions. The first section discusses climate change, particularly on the large agricultural sector in SSA. The next two sections analyze two channels by which climate change will affect SSA. First, a survey of quantitative analyses demonstrates a correlation between the level and growth of income and the outbreak of civil wars; climate change will likely decease income in the agricultural sector so the frequency of civil war outbreak will likely increase. Second, climate change will reduce the salience of then-current qualitative strategies of survival and increase the salience of new ones, which will likely increase social disruption and reduce government authority. The last sections discuss adaptation and conclude that a major effect of climate change will be fragmented authority and increased disorder in low-income areas.

Abstract:
Over the years the African continent has made significant strides in ensuring its voice is heard on the global scene. Despite this progress, Africa is still not perceived as a credible business partner. Although Africa has experienced significant economic growth, it is still considered “jobless” growth. A “youth bulge” is also appearing across the continent, which can be both an asset and a ticking time bomb. Overall, Africa continues to witness diverse threats to its peace and security, ranging from communal, ethno-religious, and pastoralist conflicts to violent extremism, and most recently, the increasing impacts of climate change. Combined, these threats have claimed an enormous number of lives and properties, displaced millions, and destroyed sources of livelihoods all while stunting socio-economic progress. It is critical for the African Union (AU) and its member states to collectively address the root causes and to understand the multidimensionality of security in Africa to avoid further bloodshed. ​ Understanding what breeds instability is essential in preventing the outbreak of violence and conflict. Instability is often caused by four main factors: power contestation, lack of inclusivity, unequal distribution of resources, and impunity. If these root causes are not addressed in a timely manner, instability is inevitable. Over the years, several strategies have been employed at national, regional, and continental levels to address conflicts. We are perplexed by the dynamics of the existing threats, as well as the patterns of the emerging threats. Assessments reveal an increasing inter-relatedness of the existing and emerging threats and predict their escalation if they are not adequately addressed in a timely manner. ​ More often than not, the signs of potential violent conflicts exist, but the corresponding responses are relatively weak or late. This trend has compelled world leaders to advocate for prevention at the earliest stage given the enormous humanitarian, psychological, and socio-economic costs of violence. As such, the imperatives of matching early warning with early response to prevent and or mitigate violent conflicts cannot be overemphasized. However, these strategies should not be implemented separately or haphazardly, but in concerted and coordinated manners to ensure tangible impacts... ​

266. The Niger-Libya Border: Securing It without Stabilising It?

Abstract:
Often described as an “ungoverned area”, the Niger-Libya border is nevertheless at the centre of major economic, political and security challenges. Both the Libyan authorities and the Nigerien state are struggling to establish tight control over this particularly isolated area. However, local actors who live there are making their own modes of governance, based on individual and so far, barely institutionalised relationships. These local forms of regulation provide states in the sub-region and their international partners with the opportunity to consider the possibilities of indirect administration. The current priority appears to be for outsourced forms of security, as the agendas of these actors are geared towards anti-terrorism and the fight against so-called irregular immigration. Indeed, this area is nowadays facing unprecedented militarisation, raising a key question: does excessive militarisation not risk producing more insecurity than it fights in the medium or long term? The stability of this border area is partly based on maintaining economic, political and social balance which risks being challenged by a purely security-based approach. Designing a holistic governance of security requires states being able to arbitrate sovereignly on the cornerstone of long-term human security.

Abstract:
SSR for Safer Cities - Supporting States to Achieve SDG 11 Safety and security has already become an urban experience for more than half of the world’s population. Against this backdrop, SDG 11 seeks to bring sustainable and peaceful development to the people who live in cities by calling on states to “Make cities and human settlements inclusive, safe, resilient and sustainable”. Yet high rates of urban violence reflect a failure to address the challenges of urbanization in national and donor-supported strategies for security and development. Urban violence exacerbates state fragility and human suffering, endangers local and regional peace, and drives uncontrolled migration. This fact demonstrates the urgency of linking SDG 11 with SDG 5 on women’s empowerment and SDG 16 on peaceful, just and inclusive societies. Within this larger priority there is now a pressing need to address the immediate challenges of SSR in urban contexts, manifests in the purpose of DCAF’s Policy and Research Division project “SSR for Safer Cities” supported by the Human Security Division of the Swiss Federal Department of Foreign Affairs. As part of the project, three case studies on security in cities conducted by local experts over the course of 2018 examine SSR within the urban realm; the selected cities are Bogotá, Cape Town and General Santos City.

Abstract:
Multilateral organizations are playing an important role in shaping the SSR agenda through the development of policy and guidance and by engaging in the provision of a wide range of SSR support on the ground. However, despite their significant engagement in this area, there is no predictability in terms of the type of support that multilateral organizations will take on. While policy frameworks concur that international support should be well coordinated, the support provided by these organizations tends to be compartmentalized in practice. As a result, considerable time is often lost while each organization separately assesses a conflict, maps what others are doing, and agrees on a division of labour. The report presents the findings of a multi-year research project on the approaches of the United Nations (UN), the African Union (AU), the European Union (EU), and the Organization for Security and Co-operation in Europe (OSCE) to supporting nationally-led SSR processes. The study aims at developing an empirically-based understanding of the roles and potential comparative advantages of these organizations in SSR support, as well as avenues for enhanced cooperation. For this purpose, the study examines the following three categories related to the role of multilateral organizations in SSR support: normative frameworks, institutional capacities, and operational practices. This report was commissioned from DCAF by the Security Sector Reform Unit (SSRU) of the United Nations Department of Peacekeeping Operations (DPKO).

Abstract:
On 23 April 2018 in New York, Slovakia and South Africa, on behalf of the UN Group of Friends of SSR, co-hosted a High-Level Roundtable on Security Sector Reform and Sustaining Peace. The event took place on the eve of the High-Level Meeting of the UN General Assembly on “Peacebuilding and Sustaining Peace” and was organized with the support of the Security Sector Reform Unit of the Department of Peacekeeping Operations (DPKO), the Bureau for Policy and Program Support at the United Nations Development Programme (UNDP), the Geneva Centre for the Democratic Control of Armed Forces (DCAF), and the African Centre for the Constructive Resolution of Disputes (ACCORD). The High-Level Roundtable was the third in a series of three high-level events held in the period of a year. It was preceded by a High-Level Dialogue on Global Experiences in SSR, hosted in New York in May 2017 – especially a seminar on “The Nexus between SSR, Conflict Prevention and Peace Sustainment” co-hosted by South Africa and Slovakia, and a seminar on “Conflict Prevention and Peace Sustainment on the African Continent” co-hosted by South Africa and Senegal – as well as a High-Level Conference on the “Role of Security Sector Reform in Sustaining Peace: Challenges and Opportunities” that was hosted by Slovakia on 5-6 June 2017 in Bratislava. These events served to highlight important challenges to SSR support in the context of sustaining peace that needed to be addressed, and to develop a series of recommendations worth pursuing further. The High-Level Roundtable on Security Sector Reform and Sustaining Peace held on 23 April 2018 sought to build on important insights from these past events, as well as on the body of relevant policy and research that has been developed over the past year in the areas of sustaining peace and SSR.

This Report from the Small Arms Survey’s Security Assessment in North Africa (SANA) project examines insecurity, terrorism, and trafficking in Niger.The Sahel hosts multiple conflicts with myriad armed actors destabilizing the entire region. Positioned at the heart of this region, Niger sits at the crossroads of terrorism, trafficking, and conflict. The Nigerien state has great difficulty in guaranteeing domestic security, which has a devastating impact on social and economic development, in addition to it reinforcing tensions and fueling local conflicts. Older tensions become locked into new insecurity dynamics, such as terrorism, further complicating any future resolutions. Armed banditry, trafficking of weapons and drugs, violent community disputes, and the rise in terrorist attacks are all symptomatic of the State’s struggles. At the Crossroads of Sahelian Conflicts: Insecurity, Terrorism, and Arms Trafficking in Niger, authored by Savannah de Tessières, a senior consultant to the Survey, draws on extensive fieldwork in the regions of Agadez, Diffa, and Niamey. This included examinations of arms and ammunition seized across the country, as well as dozens of interviews with national and international government and security officials, civil society representatives, gold diggers, former rebels, and other experts.
