182. What Is Boko Haram?

- Boko Haram is an Islamic sect that believes politics in northern Nigeria has been seized by a group of corrupt, false Muslims. It wants to wage a war against them, and the Federal Republic of Nigeria generally, to create a “pure” Islamic state ruled by sharia law. Since August 2011 Boko Haram has planted bombs almost weekly in public or in churches in Nigeria's northeast. The group has also broadened its targets to include setting fire to schools. In March 2012, some twelve public schools in Maiduguri were burned down during the night, and as many as 10,000 pupils were forced out of education. Boko Haram is not in the same global jihadist bracket as Algeria's al-Qaeda in the Islamic Maghreb, or Somalia's al Shabab. Despite its successful attack on the UN compound in Abuja in August 2011, Boko Haram is not bent on attacking Western interests. There have been no further attacks on international interests since that time. Following the failed rescue of hostages Chris McManus and Franco Lamolinara in north¬eastern Nigeria in March 2012, President Goodluck Jonathan played up the connections between the group and international terrorism. However, links between Boko Haram and the kidnappers are questionable. It is difficult to see how there can be meaningful dialogue between the government and the group. The group's cell-like structure is open for factions and splits, and there would be no guarantee that someone speaking for the group is speaking for all of the members. Tactics employed by government security agencies against Boko Haram have been consis-tently brutal and counterproductive. Their reliance on extrajudicial execution as a tactic in “dealing” with any problem in Nigeria not only created Boko Haram as it is known today, but also sustains it and gives it fuel to expand. The group will continue to attack softer targets in the northeast rather than international targets inside or outside Nigeria. It is also likely to become increasingly involved in the Jos crisis, where it will attack Christian indigenes of the north and try to push them out. Such a move would further threaten to destabilize the country's stability and unity.Now that the group has expanded beyond a small number of mosques, radical reforms in policing strategy are necessary if there is to be any progress in countering the group. Wide¬spread radical reform of the police is also long overdue throughout Nigeria. As a first step, jailing a number of police officers responsible for ordering human rights abuses might go some way to removing a key objection of the group.

- The Indian Ocean (IO) is the world’s third largest ocean with an area of 73.5 million sq. km or 28.5 million sq. miles. It is strategically located adjacent to Asia in the North, Australia to the East, Antarctica to the South, and Africa to the West. IO forms two large indentations in South Asia, the Arabian Sea and the Bay of Bengal. The ocean can be accessed through several chokepoints i.e., from the West via Cape of Good Hope and the Straits of Madagascar, from the North via the Bab el-Mandeb at the end of the Red Sea; the Sunda and Lombok-Straits and the Ombai-Wetar-Straits and the Straits of Hormuz at the exit of the Persian Gulf, from the East via the Straits of Malacca and, by way of geographical extension, to the South China Sea.

184. Liberia: Time for Much-Delayed Reconciliation and Reform

- Despite marked improvements, numerous grievances that plunged Liberia into bloody wars from 1989 until President Charles Taylor left in August 2003 (originally for exile in Nigeria) remain evident: a polarised society and political system; corruption, nepotism and impunity; a dishevelled security sector; youth unemployment; and gaps and inconsistencies in the electoral law. The November 2011 election was the country's second successful postwar voting exercise but exposed its deep fault lines. The re-elected president, Ellen Johnson Sirleaf, needs to use her relatively weak mandate to focus on reconciling a divided nation.

- Ever since the first warnings of drought and poor harvests in Africa's Sahel region emerged in late 2011, vulnerable communities in many areas of the region have been threatened by a looming food crisis. That crisis is now real, and 18.4 million people in nine countries are vulnerable to its impact. Food stocks have already run out for some communities, and are running dangerously low for others. Support to protect lives and livelihoods is urgently needed as the crisis becomes an emergency.

- Within a short period the International Criminal Court (ICC) has become central to world politics. The dramatic diplomatic process that produced the Rome Statute in 1998 was followed by an unexpectedly rapid succession of state ratifications and the establishment of the court in 2002. As of late 2011 the ICC has indicted twenty-six individuals related to seven official investigations, all in Africa. Proceedings against one of these individuals were dismissed. Two other indictments, including one for Libya's Muammar Qaddafi, became moot because the individuals were killed before arrest or trial. The remaining list includes a sitting head of state, Sudanese president Omar al-Bashir, as well as Kenya's sitting deputy prime minister, Uhuru Kenyatta. The United Nations Security Council referred both the Sudan and Libya situations to the court; three African states requested investigations of their own situations. The ICC prosecutor independently started an investigation in Kenya. Despite efforts by Kenyan state officials to halt ICC proceedings related to the widespread violence and killings following the 2007 national elections, opinion polls suggest that 73 percent of Kenyans want the ICC to remain involved.

188. Building Africa's Airlift Capacity: A Strategy for Enhancing Military Effectiveness

- In April 2012, the Economic Community of West African States (ECOWAS) declared its readiness to deploy 3,000 troops to northern Mali in response to seizures of territory by Tuareg separatists and Islamist militias. Left unanswered was the question of how ECOWAS would transport these troops and their equipment to Mali. Only airlift resources would be able to deliver personnel and heavy equipment into the area of operations (AO) in a timely manner, provide operational mobility within the AO against dispersed and heavily armed irregular forces, monitor a geographic area larger than France, and sustain operations for months or years. The inability to respond to these challenges to territorial control, in turn, further emboldens such separatists and other spoilers.

189. Beyond Turf Wars in Coup-Hit Guinea-Bissau

- Guinea-Bissau took another dangerous turn on 12 April 2012, when the army arrested Prime Minister Carlos Gomes Júnior, who was about to be elected president. A military junta accused him of conspiring with Angola to curtail the military's power and quickly installed transitional authorities, before officially stepping aside on 22 May. International condemnation was swift, but differences developed between the Economic Community of West African States (ECOWAS) and the Community of Portuguese Speaking Countries (CPLP). The former, pushed by Nigeria, Senegal, Côte d'Ivoire and Burkina Faso, supports a year's transition, the latter, especially Portugal and Angola, immediate resumption of the presidential vote. Coup and transition may have opened a way for vital reforms, which must go beyond changes in the army and combating the drugs trade. But for that to happen, ECOWAS and CPLP must reach a consensus on working with international partners to mobilise resources for security, judicial and electoral reforms and refusing to validate Gomes Júnior's illegal exclusion from political life.
