Abstract:
This paper explores the presence of politically sourced sensitivity bias, which leads respondents to report alternative answers to their true beliefs, in Afrobarometer’s survey results. To this end, we run a set of regressions on Afrobarometer Round 7 data to explore mechanisms through which the perceived sponsor of the survey is associated with response patterns related to trust in political parties. Questions regarding individuals’ trust levels in political parties are prone to sensitivity bias insofar as political concerns can lead respondents to favour a certain response for strategic reasons. Moreover, if respondents believe that answers will be shared with the perceived sponsor of the interview, they are likely to tailor their answers to what they judge is the preferred answer of their perceived survey sponsor. We find a number of statistically significant results that suggest some sensitivity bias is present in the survey responses. In particular, we show that there are statistically significant differences in responses for self-reported trust in both opposition and ruling parties when the respondent perceives the government to be the survey sponsor compared to when they perceive the sponsor to be Afrobarometer. We also explore how these responses vary by country- specific characteristics, such as regime type. Reducing respondents’ variation in perception of the survey sponsor might alleviate biases throughout Afrobarometer’s interviews, and a set of methodological changes might mitigate the effects of this sensitivity bias in future surveys. While other studies have focused on potential bias from interviewer effects, our research suggests a new avenue for research, in Africa and beyond, on respondent perceptions of sponsorship.

Abstract:
In order to achieve sustainable development outcomes in sub-Saharan Africa (SSA), African institutions must be the leading experts on and primary providers of research solutions to local problems. Despite years of investment in capacity building, SSA lags behind every other region in terms of research outputs and government investments, and new models for building institutional capacity are needed. Through interviews with African institutional leaders and development partners working in SSA, this study finds that funding inefficiencies lead to key challenges within institutions’ governance and management structures, financial systems, talent management processes, leadership and institutional vision capacities, and peer support networks, all of which obstruct the ability of African institutions to become impactful and sustainable drivers of development outcomes in the region. We present for consideration three possible innovative models that can facilitate the emergence of strong Africa-based, Africa-led institutions: a multi-stakeholder funding platform, an integrator organization model, and a scale model.

Abstract:
For many years, data on Science, Technology, and Research and Development (R&D) indicators in Swaziland have been missing. Not surprisingly, the country has been unable to monitor its progress and performance on scientific and technological development. This is notwithstanding that the Kingdom of Swaziland’s revised National Development Strategy (NDS) (2016) commits the country to drive social and economic development by intensifying efforts and investment into research, innovation, science, and technology. The ultimate goal is to use R&D to inspire large gains in productivity, especially in the agricultural and manufacturing sector (GoS, 2016). The importance attached to R&D in Swaziland is demonstrated in the country’s investment into a science and technology park, which houses both a biotechnology and an innovation park. Around the world, science, technology, and innovation (STI) is acknowledged as a driver of social and economic development and more recently, as a means to attain the sustainable development goals (SDGs). STI indicators are important as a starting point for monitoring progress on scientific and technological development and for formulating responsive STI policies.

Abstract:
Innovation is a catalyst for social and economic development and as such a precondition for progress. Given the need to increase economic activity and expand GDP in Eswatini, this study documents the history of innovation in Eswatini and assesses the potential for the traditional sector as a source of new growth. The study purposively sampled and interviewed 129 producers in the Manzini, Mbabane, and Ezulwini market places and complemented the surveys with an extensive analysis of the innovation and industrial development literature in Eswatini. The study finds that whereas Emaswati are innovative, innovation has been incremental and driven by global technological developments, government policy, new market opportunities, and changes in lifestyle and society. The study confirms that the traditional sector is a viable source of new growth. However, to realise its true potential there is a need to address the demand and supply side factors that inhibit production and innovation in traditional industries. Therefore combining modern technology with traditional knowledge and skills presents opportunities for value creation, product development or improvement, differentiation, and improving the competitiveness of Eswatini’s indigenous products in global markets. However, for this to happen requires investments in research and experimental development, innovative marketing strategies, innovation, and setting of progressive standards and quality assurance systems.

8. The Autocratic Trust Bias: Politically Sensitive Survey Items and Self-censorship

Because of a perceived risk of repressive action, some survey questions are likely sensitive in more autocratic countries while less so in more democratic countries. Yet survey data on potentially sensitive topics are frequently used in comparative research despite concerns about comparability. In a novel approach to examining the comparability of politically sensitive questions, I employ a multilevel analysis with more than 140,000 respondents in 36 African countries to test for systematic bias when survey respondents believe (fear) that the government, rather than an independent research institute, has commissioned the survey. The findings indicate that fear of the government induces a substantial and significant bias on questions regarding the citizen-state relationship in more autocratic countries, but not in more democratic countries. Moreover, respondents who think the government commissioned the survey do not answer differently on innocuous, apolitical questions than respondents who believe the survey to be independent, regardless of regime type. This has practical implications for the comparative use of survey data.

9. 800 languages and counting: Lessons from Survey Research Across a Linguistically Diverse Continent

Abstract:
Using data on more than 800 home languages identified during Afrobarometer Round 5 (2011/2013) surveys in 35 countries, as well as information on multilingualism gathered in 20 countries in Round 4 (2008/2009), this paper explores linguistic diversity and multilingualism at the individual level, within communities, and across countries. Afrobarometer data offer a unique perspective on the distribution of languages and language capabilities from the viewpoint of the users of language rather than those who study it. The paper also identifies some of the challenges encountered in collecting public opinion data in linguistically diverse environments. The findings reveal that even in many rural zones, many Africans are living within ethnically and linguistically diverse communities, and preliminary analysis suggests this may have important implications for social and political attitudes. The data have untapped potential for understanding language evolution and for studying language both as a product and as a variable driving attitudes and outcomes.

Abstract:
Comparative analysis is, with statistical and case study approaches, one of the three main tools for studying macrophenomena in the social sciences. This paper begins by delimiting its essential characteristics in contrast to the other two approaches, noting that it owes much of its strength to cases studies even though it focuses, like statistical methods, on explaining how phenomena vary, producing both similarities and differences among cases (the complex configurations of variables where the phenomena are studied). The paper then presents a protocol of research steps that must be followed in order to minimize the possibilities of error in using comparative analysis. It is easy to fall prey to such errors, given the many variables that must be examined in a smaller number of cases-the defining feature of this form of analysis. Juan Linz's work is frequently mentioned as among the most insightful in comparative analysis because it has followed, avant la lettre, the protocol presented here.
