61. Sahel Markets Under Pressure

Abstract:
Harvests in Africa's Sahel region from the 2011/12 season are down sharply compared with last year and have been later than usual, extending the previous 'hunger gap' period. A further aggravating factor for the people of the region is that local grain prices failed to drop as they generally do in the period after the harvest. In December 2011, prices reached levels that were 80% above their five-year averages and remained at high levels, compromising access to adequate food for vulnerable populations. Together with the main agencies involved in the crisis, Oxfam, ROPPA, RBM, APESS, POSCAO and WILDAF estimate that more than 18 million people are currently in a situation of food insecurity in the Sahel.

Abstract:
Ghana's largest and most important creditor for the past three decades has been the International Development Association (IDA), the soft loan window of the World Bank. That will soon come to an end. The combination of Ghana's rapid economic growth and the recent GDP rebasing exercise means that Ghana suddenly finds itself above the income limit for IDA eligibility. Formal graduation is imminent and comes with significant implications for access to concessional finance, debt, and relations with other creditors. This paper considers the specific questions related to Ghana's relationship with the World Bank, as well as the broader questions about the country's new middle-income status.

The world is marked by very great poverty and inequality. The lives of many of our fellow inhabitants of this planet are blighted by malnutrition, disease, and destitution. Yet mass suffering is often met by casual indifference or acceptance, and sometimes even by active support of the status quo. While tragedies occur elsewhere in the world, the vast majority of us continue in our daily tasks and, in the words of W. H. Auden, turn away " quite leisurely from the disaster. " It is in response to this reality that Academics Stand Against Poverty (ASAP) asks: What, in light of mass poverty, are the responsibilities of academics?

This article looks at the role that Northern nongovernmental organizations (NGOs) can play in engaging domestic publics in efforts to eradicate mass global poverty. In doing so, it makes two assumptions about this relationship that are important to outline. First, it is assumed that what the public in Northern countries think or understand about mass global poverty is a relevant factor in alleviating or overcoming it. In other words, it is important that people in Ohio or the Scottish Highlands understand why, for example, a billion people live in absolute poverty in a world that has the physical resources to provide for all of humanity's basic needs. As long as Northern states dominate the G7, the G8, and the Bretton Woods institutions; dictate many of the terms of international trade; and consume far more than an equitable share of global resources, the social norms of these countries will directly inform global efforts against mass poverty. Further, the idea that the fight against mass global poverty is the job only of politicians and business leaders, and that the attitudes of the general public are not at all instrumental in or relevant to their decision-making, is clearly untenable. Indeed, public support for the policies that would bring transformational change is essential. As Paul Collier writes in The Bottom Billion , "Without an informed electorate, politicians will continue to use the bottom billion merely for photo opportunities, rather than promoting real transformation"

65. Combating Energy Policy in Sub-Saharan Africa

Abstract:
With its high poverty levels and low degree of industrialization, Africa arguably faces the largest development gap of any region. Beyond the usual misery indices and welfare evaluation metrics, we have fundamental challenges that impede meaningful sustainable development. Energy is an incontrovertible challenge across sub-Saharan Africa (SSA). Data from the World Bank and International Energy Agency (IEA) on energy poverty does not make for good visuals. Two out of three of SSA households—585 million people—live without electricity. In stark contrast, 99 percent of North African households have electricity supply. Only 14 percent of rural SSA households are linked to the grid. This compares unfavorably with Latin America where 74 percent of rural households are connected to power. The figures mask a more disturbing fact about electricity supply in most SSA countries: a high frequency of blackouts and unstable power supply. The World Bank estimates that SSA households experienced 91 days of blackouts in 2007. Beyond low electrification, energy poverty extends into inefficient and perilous forms of domestic energy for cooking attributable to a lack of modern fuels and clean cookers. According to IEA reports, more than 80% of SSA households—653 million people—use biomass for cooking, with devastating consequences for people and the environment. In 2009, more than 1.45 million African lives were lost to household pollution caused by inefficient biomass cooking stoves. Fewer people died from malaria.

Abstract:
Zambia is one of many developing countries struggling to create adequate employment opportunities for its people, especially in the formal economy. Unemployment is highest among youths (15–24 years old) and particularly affects those without skills. Unless the challenge of youth unemployment is met, Zambia could face rising poverty levels in the future. Based on a survey of firms in the mining and quarrying, manufacturing, and construction industries, this study analyses constraints on the demand for youth labour and identifies five broad policy areas in which the government could help make it easier for firms to absorb more young people.

67. Understanding the Links Between Sexual and Reproductive Health Status and Poverty Reduction

Abstract:
The interrelationship between poverty and sexual and reproductive health status (SRHS) is widely noted in academic, policy and programmatic discourses, though none establishes causality. The primary emphasis in these discourses is that poor SRHS is an outcome of poverty, and thus can be addressed through poverty reduction programmes. The purpose of this brief is to understand what factors contribute to the interrelationship between SRHS and poverty, with a specific focus on understanding how SRHS impacts household poverty. Future studies may then focus specifically on these factors in order to address issues of causality. This brief is based on desk research involving two sources of data: 1) a review of global literature and 2) three country case studies. The global literature review examined literature documenting the nature, extent and strength of the interrelationship between poverty and SRHS. The literature search was conducted using keywords from different disciplinary perspectives demography, economics, development, women’s studies, sociology, human rights and public health. Key databases such as JSTOR, PubMed, MEDLINE and Elsevier Science Direct were consulted, as well as the specific library databases at National University of Ireland, Galway and McGill University. Researchers at McGill compiled an annotated bibliography of literature on India. The three country case studies were undertaken in Brazil, Ghana and Lebanon. Consultants in each country undertook an extensive search of academic, policy and programmatic literature including journal publications, research reports, policy briefs, and non-governmental organization (NGO) reports. The literature search in each country followed the same method as the global literature review, including identifying keywords from different disciplines and exploring different databases. In addition, the consultants searched grey literature through contacting various NGOs and research institutions. They also obtained statistical information from governmental and institutional databases. All country case studies explored three key questions: 1) Is there literature that demonstrates the impact of poor SRHS on poverty? 2) What factors have been highlighted in the literature as influencing the relationship between SRHS and poverty? 3) Are there trade-offs involved for women between education, fertility, status and work participation? and 4) Do programmes by civil society organizations, such as micro-credit or income-generating programmes, promote sexual and reproductive health?

Unprecedented rates of urban migration over the past decade have contributed to a dramatic expansion in the size of urban slums and higher levels of poverty, violence, and instability in Africa's cities. The drivers of violence associated with urban fragility are primarily related to weak and illegitimate governance, inequitable development, limited livelihood opportunities, and legal structures that inhibit land tenure and new business start-up. Solutions to Africa's urban fragility cannot be addressed solely through security structures but must be part of a broader development strategy.

69. Sensitivity of Loan Size to Lending Rates

This paper examines the combined effect of interest rates and poverty levels of microfinance clients on loan size. Cross section data on 2,691 clients and non-clients households from Ghana is used to test the hypothesis of loan price inelasticity. Quantile regression and variants of least squares methods that explore endogeneity are employed. We find the expected inverse relationship only for the 20th to 40th quantile range. The semi-elasticity of loan amount responsiveness to a unit change in interest rate is more than proportionate and significant for the poorest group only. Market segmentation based on poverty level is suggested in targeting and sustaining microfinance clients.

Measuring poverty remains a complex and contentious issue. This is particularly true in sub-Saharan Africa where poverty rates are higher, information bases typically weaker, and the underlying determinants of welfare relatively volatile. This paper employs recently collected data on household consumption in Mozambique to examine the evolution of consumption poverty with focus on the period 2002/03 to 2008/09. The paper contributes in four areas. First, the period in question was characterized by major movements in international commodity prices. Mozambique provides an illuminating case study of the implications of these world commodity price changes for living standards of poor people. Second, a novel 'backcasting' approach using a computable general equilibrium model of Mozambique, linked to a poverty module.
