91. Dangerous Little Stones: Diamonds in the Central African Republic

Abstract:
In the diamond mines of the Central African Republic (CAR), extreme poverty and armed conflict put thousands of lives in danger. President François Bozizé keeps tight control of the diamond sector to enrich and empower his own ethnic group but does little to alleviate the poverty that drives informal miners to dig in perilous conditions. Stringent export taxes incentivise smuggling that the mining authorities are too few and too corrupt to stop. These factors combined – a parasitic state, poverty and largely unchecked crime – move jealous factions to launch rebellions and enable armed groups to collect new recruits and profit from mining and selling diamonds illegally. To ensure diamonds fuel developmen t not bloodshed, root and branch reform of the sector must become a core priority of the country's peacebuilding strategy.

92. Northern Nigeria: Background to Conflict

Abstract:
Violence in northern Nigeria has flared up periodically over the last 30 years. Mainly in the form of urban riots, it has pitted Muslims against Christians and has seen confrontations between different Islamic sects. Although there have been some successes in conflict management in the last decade, the 2009 and 2010 troubles in Bauchi, Borno and Yobe states involving the radical Boko Haram sect show that violence still may flare up at any moment. If the situation were to deteriorate significantly, especially on Christian-Muslim lines, it could have serious repercussions for national cohesion in the build up to national elections in April 2011. To deal with the risks, community-level initiatives need to be reinforced, a more subtle security response should be formulated and the management of public resources must be improved. While some in the West panic at what they see as growing Islamic radicalism in the region, the roots of the problem are more complex and lie in Nigeria's history and contemporary politics.

Abstract:
Nigeria is a country of overlapping regional, religious, and ethnic divisions. Rifts between the North and the South of the country, ethnic groups, and Islam and Christianity often coincide and have sometimes resulted in sectarian violence. This has been the case particularly in its geographical center and in the Niger Delta region. In the Middle Belt, as the former is called, bouts of retributive bloodshed between Christian farmers and Muslim pastoralists erupt with some frequency. In the Niger Delta, an insurrection against the Abuja government has been raging for more than a decade over regional, ethnic, and environmental grievances. In all, credible observers ascribe over twelve thousand deaths since 1999 to ethnic, religious, and regional conflict in Nigeria.

Rule of law promotion is integral to peacebuilding, but not always well integrated It is important to distinguish between technical delivery of rule of law assistance and access to justice as perceived by the population Rule of law promotion and transitional justice may be complementary, or competitive Despite emphasis on the formal sector, informal justice processes are often most accessible to the vast majority Such informal processes may be transformed both by conflict and by peacebuilding activities Emphasis on state institutions in rule of law promotion can inadvertently undermine equal access to justice Given these challenges, the international community faces serious dilemmas about whom to engage, and particularly whether to engage the informal sector at all.

95. Guinea-Bissau: Beyond Rule of the Gun

The assassinations of the chief of defence staff, General Batista Tagme Na Wai, on 1 March 2009 and Presi- dent Joao Bernardo Nino Vieira early the next day have plunged Guinea-Bissau into deep uncertainty. National Assembly Speaker Raimundo Pereira was quickly sworn in as interim president pending the election the constitution requires. That the killings occurred only months after the acclaimed November parliamentary elections, however, indicates that, in current circumstances, the democratic process cannot cope with the rule of the gun, as well as the extent to which the military's use of force has overwhelmed state institutions. Without outside help to end military involvement in politics and impunity, it may be impossible to halt a slide into further violence. Elites need to stand up to the military, but they require support. The international community should work for an international or hybrid commission of inquiry into the killings. Security system reform needs to be improve d by better international coordination and creation of a national commission with enhanced autonomy.

Abstract:
Africa Today Associates, Inc. (ATA) is a 501 (C) (3) non-profit organization registered in the United States of America. The organization was created in 1967 to publish the journal Africa Today and to address significant human rights issues involving the African continent. The journal had been launched in 1954 by Professor George Shepherd, the first Director of the American Committee on Africa (ACOA), to educate the public on Africa's struggle against colonialism. When ACOA could no longer publish the journal, ATA was moved to the University of Denver's Graduate School of International Studies (recently renamed the Josef Korbel School of International Studies). Since 2000, the journal has been owned and published by the University of Indiana Press.

Le 4 mars 2007, les deux principaux protagonistes de la crise ivoirienne signaient l'accord politique de Ouagadougou (APO). Ce compromis a, dans un pre-mier temps, apporté un environnement de paix en Côte d'Ivoire. La ligne de démarcation entre les deux pro-tagonistes a été démantelée. Un nouveau gouvernement a été formé et les bases ont été jetées pour apporter une réponse aux deux questions-clés du conflit : l'identité et la citoyenneté ivoiriennes et la légitimité du pouvoir. Mais, plus de deux ans après son adoption, l'APO va mal. Une sortie de crise sera possible uniquement si les engagements pris dans la capitale burkinabé sont enfin suivis d'effets. Sortir la Côte d'Ivoire de sa décen-nie de crise ne nécessitera pas seulement l'organisation d'élections crédibles mais impliquera également des progrès significatifs dans le processus de désarmement ainsi qu'une véritable réunification de l'administration. Ceci demandera la remobilisation de la facilitation burkinabé et une pression accrue des partenaires inter-nationaux sur les acteurs du conflit.

Der Report analysiert die Entscheidungsprozesse des Sicherheitsrats der Vereinten Nationen, die am 3. Dezember 1992 zu der Verabschiedung der Somalia‐Resolution 794 geführt haben. Fürdie Analyse wird der Multiple‐Streams‐Ansatz verwendet. Im Rahmen des Ansatzes warden Entscheidungssituationen als mehrdeutige Stimuli in Bezug auf Informationen, Ziele und Messkriterien betrachtet. Entscheidungen sind vor einem solchen Hintergrund oft weder rational begründbar, noch sind sie gezwungenermaßen linear‐kausal mit einem bestimmten Problem verbunden. Die Organisation ist stets mit einer hohen Anzahl von simultan auftretenden Problemen und Optionen konfrontiert und muss unter Zeitdruck bestimmen, welche Probleme und Handlungsoptionen auf die Agenda gesetzt werden und in welchen Themenbereichen eine Entscheidung ansteht. Lösungen werden hierbei zu einem bestimmten Zeitpunkt (künstlich) in Übereinstimmung mit Problemen und Akteuren gebracht und in eine Entscheidung transferiert. Die Untersuchung führt zu dem Ergebnis, dass die Verabschiedung der Resolution 794 weniger auf die tatsächliche Problemlage in Somalia zurückzuführen war als auf Dynamiken des amerikanischen Wahlkampfs und den stetigen Einsatz des VNGeneralsekretärs Boutros Boutros‐Ghali.

99. Somalia: The Trouble with Puntland

Abstract:
The semi-autonomous north-eastern Somali region of Puntland, once touted as a success of the “building blocks” approach to reestablishing national stability and widely viewed as one of the most prosperous parts of Somalia, is experiencing a three-year rise in insecurity and political tension. At its roots are poor governance and a collapse of the intra-clan cohesion and pan-Darood solidarity that led to its creation in 1998. Intra-Darood friction has eroded the consensual style of politics that once underpinned a relative stability. The piracy problem is a dramatic symptom of deeper problems that, left untreated, could lead to Puntland's disintegration or overthrow by an underground militant Islamist movement. A solution to the security threat requires the Puntland government to institute reforms that would make it more transparent and inclusive of all clans living within the region.

100. Guinea: The Transition Has Only Just Begun

The military junta that took control of the country just hours after President Conté's death on 23 December 2008 has tightened its grip on power. The self-proclaimed president, Moussa Dadis Camara, and his group of midranking officers calling itself the National Council for Democracy and Development (Conseil national pour la démocratie et le développement, CNDD), have shown few signs of moving towards elections by the end of 2009 as promised. As Guinea's dire economic prospects erode popular support, the junta, unpracticed in governing, is also in danger of resorting to authoritarian measures. With the risk of a counter-coup from dissatisfied army elements still present, a democratic transition at best faces a long and difficult road. Concerted national and international pressure is urgently needed to produce a return to civilian rule, even before elections if the junta begins to stall on preparations for a vote.
