1. Breaking the Cycle of Gender Exclusion in Political Party Development

Abstract:
Political parties around the world face a crisis in public confidence. Many citizens view them as inaccessible and unresponsive to their concerns. Parties pose specific challenges for women, who face both formal and informal barriers to participation, including opaque nomination procedures, violence, and parties with hypermasculine cultures. The formation of new parties during periods of political transition represents a potential opportunity to break these patterns. Transitions can be openings to transform the broader political, legal, and social barriers to an inclusive kind of politics. In these moments of flux, the development of new party branches and rules, as well as the renegotiation of broader institutional frameworks, can enable women and other marginalized groups to push for greater political representation within party structures. What factors influence the level of gender inclusion in processes of party development? This question is central for policymakers, advocates, and practitioners seeking to support inclusive democracy and gender equality in transitional societies and beyond. To shed light on this topic, this study investigates gender inclusion in three types of party formation that commonly unfold during political transitions: a social movement to a party (as exemplified by Ennahda in Tunisia); an armed movement to a party (as illustrated by the African National Congress [ANC] in South Africa); and a dominant party to a breakaway party (as shown by the Mouvement du Peuple pour le Progrès [MPP] in Burkina Faso).

Abstract:
The Moroccan monarchy has used political parties, including the PJD, to legitimize the country’s authoritarian political process and structure, and to absorb social and political anger. This paper argues that putting the parties at the frontline without sufficient capacity to enact deep reforms weakens them as a shield against growing popular frustration. While this approach may work in the short term, it risks the country’s stability in the long term.

Abstract:
On May 21st 2019, Malawi will hold its tripartite elections, where voters will vote for the President, Members of Parliament and local Councillors. 2019 will also mark the 25 years of multiparty politics in Malawi since the one-party regime presided by Hastings Kamuzu Banda came to an end in 1994. The transition to multiparty democracy has been encouraging with the number of large political parties steadily growing and power peacefully changing hands between the four presidents, the country has known since 1994. In this context, the race to the 2019 elections is particularly competitive. The most recent polls place voter intention for the outgoing president Peter Mutharika and his Democratic Progressive Party (DPP) at a near tie with the lead opposition candidate Lazarus Chakwera of the Malawi Congress Party (MCP). The MCP used to be the only authorized political party under Hastings Kamuzu Banda’s rule. Its return to the forefront of voter intentions signals important changes in the landscape of political actors in Malawi. This paper explores some of the reasons behind this changing political landscape. It looks at the DPP’s recent loss of support due to discontent with rampant corruption and a controversial land reform passed in 2016. It also examines the landscape of challengers, including the current Vice President Saulos Chilima, following his departure from DPP ranks to form a new political movement, the United Transformation Movement (UTM). Given the diversity of large political parties in contention, which also includes Atupele Muluzi’s United Democratic Front (UDF) and Joyce Banda’s People’s Party (PP), the possibility of securing victory in the 2019 presidential election may rest on the ability of political parties to form strategic electoral alliances. This may require moving past political parties formed solely around the personality and identity of their leaders to a more issue-based political debate.

4. The Born Frees as Assertive Citizens? Student Protests and Democratic Prospects in South Africa

Abstract:
Massive student protests in South Africa in the past few years, largest since the times of the anti-apartheid struggles, raised several questions for political scientists. Are we witnessing a generational change? Or are they a sign of a broader global shift towards “asser- tive citizenship” present in advanced democracies and democratizing countries? To answer these questions, this paper examines the levels of political support and nature of political participation among the young generation. The paper also points out that generational change is not immediately visible in public opinion polls but is a process of a gradual narrative construction. Protests brought with them a challenge to the founding narrative of a united Rainbow Nation and reconciliation with the past, leading to a fracture in democratic stability. For the democratic project to suc- ceed, it is essential that the national project in South Africa does not fall apart.

5. Comparative Continuismo: Presidential Term Limit Contravention Across Developing Democracies

Since presidential term limits were (re)adopted into many constitutions during the third wave of democratization, 207 presidents across Latin America, Africa, the Middle East, and Asia have reached the end of their terms in office. Of these, 30% have attempted to contravene term limits whereas 70% have stepped down in compliance with tenure rules. Furthermore, of the presidents who have attempted to alter tenure restrictions, some have succeeded in fully abolishing term limits, others have only managed a one-term extension, while a minority have failed in their bids to secure any additional terms in office. What explains these divergent trajectories? On the basis of a series of statistical analyses, I argue that trends in electoral competition over time are the best predictor of the range of term limit contravention outcomes across the board, with the least competitive elections permitting full term limit abolition and the most competitive elections saving off attempts at altering executive tenure rules. Furthermore, results show that failed contravention attempts are true borderline cases, rather than instances gross miscalculations of success by the president and her party, in that they feature less competitive elections than non-attempt cases but more competitive elections than successful contravention cases. These findings suggest a linkage between political uncertainty and constitutional stability more generally.

6. The role of ex-rebel parties in building peace

Abstract:
Political parties can play an important part in shaping the direction of post-conflict peacebuilding, and parties that emerge from rebel movements have a particularly central role to play in this regard. While such groups are often uniquely placed to articulate the grievances that underlie the conflict and channel these into political processes, they are also able to remobilise for violence and undermine progress on peace. This report discusses existing knowledge about the ways in which rebel groups transform into political parties and the factors that shape their contribution to peacebuilding. It then examines three cases of political parties that have emerged from rebel groups – the FMLN of El Salvador, UCPN (Maoist) of Nepal and SPLM of South Sudan. In each case it explores how the internal dynamics of the group and its relationship to society, the nature of the peace settlement, and the broader local and international context determine the group’s engagement with democracy and peace processes. Finally, the report examines how international actors can support rebel-to-party transition and the integration of these parties into peace processes and political systems in ways that promote a sustainable and inclusive peace.
