21. Jihad Takes Root in Northern Benin

Abstract:
The 14 September 2022 killing of two customs agents days after the kidnapping of three individuals with government ties signals an alarming uptick in jihadist violence in northern Benin (Les 4 Vérités, 14 September 2022). ACLED records 28 organized political violence events in northern Benin attributed to Jama’at Nusrat al-Islam wal-Muslimin (JNIM) or the Islamic State between 1 November 2021 and 14 September 2022 (see map below). It is increasingly clear that jihadist cells have become deeply established in the country’s northern regions. The Beninese government is currently ramping up its threat response, which looks likely to include a security agreement with Rwanda (Radio France Internationale, 10 September 2022). It is more urgent than ever that the country’s counterinsurgency avoids the tragic mistakes of governments in the Sahel by blunting the deepening roots of the insurgency in rural areas.

Abstract:
The inability of local and international forces to defeat the jihadists in the Sahel region has led to grassroots initiatives to reach an understanding with them. In Mali, Niger, and Burkina Faso, preparations are also underway for similar talks by governments, with the hope of including some extremists in the political mainstream. This may help with stabilising the volatile situation, but it carries the risk of strengthening the influence of the radicals.

23. Protection Dilemmas Arising from the Reintegration of Former Combatants and the Impact of the Terrorist Designation

Abstract:
The concept and implementation of disarmament, demobilization, and reintegration (DDR) have evolved as DDR-related activities have increasingly occurred in environments where armed conflict is ongoing, no peace agreement has been signed, and armed groups designated as terrorist organizations (AGDTOs) are operating. In parallel, reintegration has increasingly been discussed in the UN counterterrorism architecture through the concept of prosecution, rehabilitation, and reintegration (PRR). The changing context has raised challenges related to reintegration, especially reintegration of former members of AGDTOs. This policy paper analyzes the risks faced by individuals taking part in reintegration processes and by the communities they are reintegrating into. In particular, it analyzes how the designation of an armed group as a terrorist organization by the UN Security Council or by a state impacts these risks while acknowledging that these risks largely depend on the broader context. The paper examines three case studies of current reintegration processes: (1) the process for reincorporating former combatants from the Revolutionary Armed Forces of Colombia–People’s Army (FARC-EP); (2) the defector program for former members of al-Shabaab in Somalia; and (3) the reintegration process for individuals associated with Boko Haram in the Lake Chad Basin. The paper concludes by recommending several steps the UN could take to help ensure that reintegration processes address protection risks, especially for former members of AGDTOs: Tailor reintegration programs to the context, not to whether a group is labeled as a terrorist organization; Design reintegration programs to be gender-sensitive and human rights–compliant; Ensure that PRR and DDR programs are complementary and adopt the Integrated DDR Standards module on AGDTOs; and Keep reintegration and counterterrorism goals distinct.

Abstract:
Following Mali’s coup d’état of 18 August 2020, the transitional government is yet to present a roadmap for peace in central Mali outlining a new strategy for dialogue with armed non-state actors. To support this process, it is important that Mali’s international donors identify already-existing local peace agreements and support local-level dialogue with all parties to conflicts. Recommendations: Immediate de-escalation of conflicts is needed through disarmament of militias and rebuilding of trust between local communities and Mali’s armed forces, with a strong focus on protecting civilians. Mali needs a national, comprehensive strategy for how to include jihadists and local militias in dialogue, reconciliation and dispute resolution. International donors need to identify already-existing local peace agreements and support local-level dialogue between all parties to conflicts. Long-term solutions regulating equal access to natural resources for different population groups are key.

From October 31 to November 3, the Tigray People’s Liberation Front (TPLF) managed to achieve strategic gains at the expense of the Ethiopian government, as it continues to draw closer to the Ethiopian capital, especially after its seizing control of the cities of Dessie and Kombolcha. Meanwhile, contrary to regional and international appeals, the Ethiopian Prime Minister continues to mobilize citizens to fight, refusing a ceasefire and any negotiations with the Tigray Front.

26. The “Central African” Jihad: Islamism and Nation-Building in Mozambique and Uganda

The Islamic State (IS) has not scored many propaganda victories in the year since Abu Bakr al-Baghdadi was killed by U.S. forces in Idlib, which makes the recent seizure of a Mozambican port by IS-linked jihadists all the more significant. On August 12, 2020, militants seized Mocímboa da Praia in the gas-rich Cabo Delgado province from a demoralized Mozambican army running low on ammunition. This assault on a city of 30,000—the militants’ third and most successful this year 1—marked a notable evolution in an insurgency that began three years ago and was initially characterized by crude and sporadic attacks on villages in the northern province. IS media channels were quick to produce triumphalist statements about the operation, which it attributed to soldiers in its newest affiliate, the Central Africa Province (Wilayat Wasat Ifriqiya or ISCAP).

Abstract:
UN peacekeeping missions are deployed in increasingly violent contexts, such as Mali and South Sudan. It leaves such missions suspended somewhere between traditional peacekeeping and peace enforcement. Concurrently with this transformation, protection of civilians has become increasingly important. How do countries like Ghana and India, two of the main contributors of troops to UN missions, define, approach, and experience the task of protecting civilians? What do they consider its key components to be? And what do they think is required to protect well? This new DIIS report concludes that the individual combat experience of troop-contributing countries is a defining feature of how protection of civilians is approached in peacekeeping missions. The report suggests that it is important to understand how difference plays out across missions, and how countries that contribute troops to missions understand and respond to their roles in these missions. This understanding is required in discussions about how effective and coherent we might expect peacekeeping to be as a form of intervention. This report is based on fieldwork in India and Ghana. Data on the Ghana case has been partially collected through the project Domestic Security Implications of Peacekeeping in Ghana (D-SIP), funded by the Danish Ministry of Foreign Affairs.

Abstract:
Pastoralism is the key to climate change adaptation in African drylands, but it is threatened by conflicts with farmers, regional insecurity and violent extremism. Stabilisation and development efforts should place pastoralism at the centre by strengthening pastoral livelihoods and should include herders as peacebuilding and development partners. RECOMMENDATIONS ■ Strengthen pastoralist capacities to cope with risk and variability by boosting inclusive and equitable resource governance in new development programmes. ■ Include pastoralists as potential peace-builders in conflict resolution efforts. ■ Support dialogue between pastoralists and local and national governments in order to prevent the further marginalisation of vulnerable pastoralist groups.
