1. The Complexities of Transnational Childcare Practices among Ghanaian Families in a Context of Global Pandemic

Abstract:
Childcare remains central in all human societies. This is because it is in children that humans invest their immortality and ensure the continuity of humanity. This partly explains the social collectivism that is brought to bear in childcare to the extent that in some indigenous African societies, the popular axiom is: "It takes a village to raise to raise a child". While the forces of modernity, neoliberalism, and the near-collapse of the extended family system across the world, including indigenous societies, have negatively impacted collective childcare, parents continue to devise creative strategies to nurture their children. The members of the Ghanaian diaspora in the United States of America (USA) often extended invitations to older members of their families, including their mothers, to join them across the Atlantic to help with nurturing their children. This practice of transnational migration of child carers was very efficient in helping children to access Ghanaian cultural values and languages, until the outbreak of the COVID-19 pandemic in March 2020. With the outbreak of the pandemic, one way of controlling its totalizing effect was the imposition of social distance protocols, which at the peak of the pandemic involved a global ban on all means of human crisscrossing the world. This implied that most diasporic Ghanaians had their family-dependent source of childcare supply significantly cut. This phenomenon inspired the paper. Through in-depth interviews with selected Ghanaian families in the USA through social media and phones, this paper explores the impact of the ban on transnational travel on childcare practices among Ghanaian diaspora in the USA. The key findings of the study suggest that the COVID-19 pandemic did not only cripple the economies of the world, it also blocked the alternatives available to Ghanaians to receive an additional source of care for their children.

Abstract:
Since mid-2021, in the period preceding the run-up to the South African Municipal Elections that took place on 1 November 2021 to elect councils for district, metropolitan and local municipalities, South Africa experienced a rise of vigilantism against migrants and anti-immigration activism. Vigilantism against migrants and anti-immigration activism existed before 1994 and in the post-apartheid era, and it has often resulted in, or triggered, xenophobic attacks and xenophobic violence. However, it is the emergence of anti-immigration groups that has given rise to some community members, especially in urban areas, conducting vigils aimed at enforcing the country’s immigration laws and labour laws relating to the employment of foreign nationals. The communities are also focused on enforcing compliance with municipal by-laws on the regulation, control and licencing required for hiring and use of municipal premises and facilities for trading by foreign nationals, and the Foodstuffs, Cosmetics and Disinfectants (FCD) Act 54 of 1972 together with public health regulations relating to the alleged selling of expired, contaminated, unsafe, unhygienic or counterfeit food and food products by foreign nationals mostly operating spazas or small shops. Anti-immigration groups include Operation ‘Dudula’, the social media-based Put South Africa First Movement, the South Africa First Party, and All Truck Drivers Foundation (ATDF), among others. Vigilantism against migrants in South Africa rose in intensity, scale and scope in the first quarter of 2022, reaching disturbing levels on 7 April 2022, when a Zimbabwean national living in South Africa, Elvis Mbodazwe Banajo Nyathi, was brutally assaulted and burnt to death in the Johannesburg township of Diepsloot.1 As vigilante groups continue to engage in anti-migrant activism and grow their grassroots support and geographical and regional coverage, this paper seeks to interrogate the legality, appropriateness and sustainability of vigilantism against migrants in South Africa. The analysis adds to the ongoing mainstream debate on illegal migration in South Africa.

3. Declining poverty level in Ghana: Exploring the role of migrants’ remittances

Abstract:
Ghana has a long history of citizens migrating to other countries. Many of these migrants send remittances to relations and acquaintances back home, often to help recipients experiencing poverty and a lack of employment and economic opportunities. Empirical studies have established the poverty-alleviation impact of remittances in Africa, including Ghana. This study uses pooled Afrobarometer survey data collected between 2002 and 2017 to assess the relationship between migrants’ remittances and lived poverty in Ghana. Multiple statistical approaches suggest that remittances have a negative and statistically significant impact on lived poverty. We therefore recommend that the government institute policy measures to encourage the use of formal channels for such transfers to enable the country to harness the full development potential, including the poverty-reduction benefits, of migrants’ remittances.

5. Expanding Legal Migration Pathways from Nigeria to Europe: From Brain Drain to Brain Gain

Abstract:
The youth population within Nigeria is rapidly increasing, but despite their high levels of education and skills, many are struggling to find meaningful work opportunities at home. At the same time, Europe’s working-age population is declining, resulting in employers in these countries facing large and persistent skill shortages within a range of mid-skill professions. Despite the large benefits that facilitating migration between Nigeria and Europe could bring, and despite the overtures of both European governments and the European Union, few mutually beneficial migration partnerships exist. This report, a joint production between the World Bank and the Center for Global Development (CGD), outlines how the Global Skill Partnership model could be used to meet needs on both sides. It explores the growing youth unemployment rate in Nigeria, the increasing emigration pressure, and the structures that have been set up to manage this movement. It also explores the large skill shortages persistent within Europe, its migration management relationship with Africa, and the potential positive impacts of opening new legal migration pathways. It creates a framework with which to explore potential sectors and partner countries for the implementation of the Global Skill Partnership model, providing practical steps that governments can follow. And finally, it applies this framework to three sectors and partner countries: a health care partnership between Nigeria and the UK, a construction partnership between Nigeria and Germany, and an information and communications technology (ICT) partnership with various European states.
