- Abstract:
- It seems clear that African leaders are not aware of the maritime dimension of their states, which has led to a subordination of maritime affairs compared to land issues, as it is essential that African states begin to take concrete steps in order to establish, on the continent, a true maritime security and defense architecture, with the aim of making the best use of the opportunities offered by the oceans, in the name of the interests of these States. The approach was possible, using a bibliographic and documentary review, through a qualitative methodology, following a deductive reasoning.

- Later this year, the mandate of one of the most successful NATO maritime missions in history - counterpiracy operations off East Africa in the Gulf of Aden region - will expire. The question presently facing NATO's 28 members states is whether to subsequently retain a presence in a region where the threat is now considerably reduced, or alternatively, refocus resources to where they are conceivably needed more to secure Allied interests. This paper makes the case for judicious consideration of a potential rebalance to Africa's new maritime hotspot: the Gulf of Guinea to the continent's West where threats to regional, Euro-Atlantic and international security and prosperity are on the rise. While recognizing that any decision to realign strategic priorities is ultimately a political one, this paper explains why the factors to justify greater Alliance capacity building (Cooperative Security) in the Gulf of Guinea region already exist in four vital respects: (1) Allied interests at stake; (2) international legitimacy for action; (3) established strategic guidance for the employment of Allied maritime and other means outside NATO territory; (4) relevant Allied operational competencies and expertise.

4. Fighting piracy in the Gulf of Guinea - offshore and onshore

- Following a spectacular decline in the Gulf of Aden, incidents of armed robbery at sea and piracy (which legally refer to attacks beyond territorial waters) are now on the rise in the Gulf of Guinea. In 2012, the International Maritime Bureau's (IMB) Piracy Reporting Centre recorded 58 attacks, including 10 hijackings. Nigeria is the most affected country, with 27 attacks in 2012 (almost three times more than in 2011), and 11 already reported for the first quarter of 2013. Most of the attacks target vessels connected to the oil industry, but they also disrupt trade and transport in the region as a whole, thereby posing a security threat to the international community as well as African states.

6. South Korea's Counterpiracy Operations in the Gulf of Aden

- In March 2009, the South Korean National Assembly approved the first foreign deployment of South Korea's naval forces to join the U.S.-led Combined Task Force (CTF-151). The purpose of CTF-151 is to conduct antipiracy operations in the Gulf of Aden and off Somalia's east coast by the Horn of Africa. South Korea joined the navies of twentyfour other countries that participate in the Combined Maritime Forces (CMF) through one of three combined task forces, CTF-150, CTF-151, and CTF-152, to help ensure maritime security in this region. The CMF is an international effort to conduct maritime security operations in the Gulf of Aden, the Arabian Sea, and the Indian Ocean.

- En l'espace d'une décennie, le golfe de Guinée est devenu l'une des zones mar itimes les plus dangereuses du monde. L'insécurité maritime est un véritable problème régional qui menace, à court terme, le commerce et, à long terme, la stabilité des pays riverains en compromettant le déve- loppement de cette zone éc onomique stratégique. Initia- lement pris au dépourvu, les Etats de la région ont pris conscience du problème et un sommet international sur ce sujet doit être prochainement organisé. Afin d'éviter que, comme sur les côtes est-africaines, cette criminalité trans- nationale ne prenne une ampleur déstabilisatrice, les gou- vernements concernés doivent mettre fin au vide sécuritaire et apporter une réponse collective à ce danger. Grâce à une coopération dynamique en tre la Communauté écono- mique des Etats d'Afrique centrale (CEEAC) et la Commu- nauté économique des Etats de l'Afrique de l'Ouest (Ce- deao), les pays du golfe de Guinée doivent devenir les premiers acteurs de leur sécurité et mettre en œuvre une nouvelle approche fondée sur l'amélioration de leur sécuri- té maritime mais aussi de leur gouvernance économique.

- Maritime transport dominates international trade in licit and illicit goods. It accounts for the majority of seizures and suspect shipments of military equipment and dual-use goods (goods that have both civilian and potential military applications, including in the development of weapons of mass destruction and missiles) originating from or destined for embargoed states such as Iran and North Korea. It is the primary means of delivering shipments of conventional arms to actors involved in conflicts in c. Sea transport plays a major role in global flows of narcotics and associated chemical precursors. It is also the main mode of transport for other illicit and potentially destabilizing commodities, such as smuggled tobacco, oil and counterfeit goods.

- The Indian Ocean (IO) is the world’s third largest ocean with an area of 73.5 million sq. km or 28.5 million sq. miles. It is strategically located adjacent to Asia in the North, Australia to the East, Antarctica to the South, and Africa to the West. IO forms two large indentations in South Asia, the Arabian Sea and the Bay of Bengal. The ocean can be accessed through several chokepoints i.e., from the West via Cape of Good Hope and the Straits of Madagascar, from the North via the Bab el-Mandeb at the end of the Red Sea; the Sunda and Lombok-Straits and the Ombai-Wetar-Straits and the Straits of Hormuz at the exit of the Persian Gulf, from the East via the Straits of Malacca and, by way of geographical extension, to the South China Sea.

- The African maritime security challenge is defined by the need to monitor wide geographic expanses with limited resources. Science and technology are invaluable maritime security force multipliers. Investment in “technology” without support for “science” is unsustainable. Complementary investments in African research institutions are needed to create collaborative “anchors” to sustain the effectiveness of maritime security efforts.
