- Do African traditional leaders weaken state legitimacy at the local level? Past scholarship raises the possibility that unelected chiefs might undermine trust in national-level institutions. Relying on an original map of areas governed by chiefs and survey data from Namibia, this study examines whether respondents governed by traditional leaders are less likely to trust state institutions. I find that compared to individuals not living under traditional authority, chiefdom residents are more likely to trust government institutions. To partially alleviate the concern that chiefdom residence is endogenous to trust in national-level institutions, I use a genetic matching strategy to compare relatively similar individuals. I further find that the association between chiefdom residence and trust in state institutions is considerably weaker and less statistically significant for individuals who do not share ethnicity with their chief. This evidence suggests that traditional leaders’ ability to complement state institutions at the local level is compromised by ethnic diversity.

- The legitimacy of traditional authorities in areas of limited statehood in Mali, Niger and Libya In many countries in the Sahel and northern Africa, the state lacks an effective presence in border regions. This has dire consequences for communities that reside there, as the state is generally unable or unwilling to provide them with basic security and services. State absence has become a particularly pressing concern since the 2011 fall of Gaddafi in Libya, which set in motion a chain reaction of armed group formation and the spread of violent extremist organisations that now threaten the stability of the region. By capitalising on both the absence of state security and local populations’ grievances about central state neglect, these groups have been able to cement their presence throughout the Sahel, in Mali and Niger for example. This report explores whether traditional authorities in Mali, Niger and Libya could play a role in addressing these dynamics. Since pre-colonial times, traditional authorities such as tribal chiefs and religious leaders have performed governance tasks, such as the administration of justice and conflict mediation. They also play ‘an important symbolic role as representatives of community identity, unity, continuity, and stability. This has earned them a high degree of legitimacy among the public. In areas of state absence, traditional authorities could therefore provide pivotal entry points for local dispute resolution and mediation initiatives. Yet, as this report shows, traditional authorities have always been part of the political context, and are thus liable to be drawn into political – and sometimes violent – conflict. To assess whether traditional authorities can contribute to governance and stability, this report aims to provide a better understanding of how traditional authorities come to power, the extent to which their communities regard them as legitimate authorities, and the extent to which communities feel that traditional leaders are best-placed to address their concerns. The application of this multidimensional perspective to legitimacy, as advanced by Beetham (2013), leads to the following central research questions: How do the traditional authorities engaged in local governance in fragile settings, such as areas of limited statehood, build and maintain legitimacy? And what consequences does this have for (inter)national interventions that aim to foster (formal) local government and stability?

- Uganda has the world’s second youngest population. The Museveni regime is increasingly struggling to build legitimacy among this group, which wants public services and employment rather than distant stories about how the regime brought an end to war when it came to power in 1986. This brief aims to explain the ways in which the Museveni regime has dealt with these changing circumstances. Concretely, it argues that the regime’s attempts to improve public services largely fail because of existing patronage dynamics. This has made the regime even more dependent on the use of patronage and violence.

- As expected, Abdel Fattah el-Sisi was reelected Egyptian president in late March 2018, this time, with 97.08 percent of the vote. More than affording an electoral mandate, the recent elections highlighted the incumbent president's challenge of legitimacy, which is reflected in two spheres. The first is the exacerbation of the internal splits within the ruling military establishment. The second is growing alienation between the ruling establishment and the general Egyptian public and civilian elements. The precarious state of the regime's legitimacy is a cause for regional and international concern. It may detract from the regime's ability to carry out the next stages of the economic reform sponsored by the International Monetary Fund, and will complicate efforts to obtain the cooperation in the war against terrorism by the local civilian population in the Sinai Peninsula. In the medium and long terms, the enhanced internal friction in the military and tension between the ruling establishment and civilian forces may jeopardize the country's stability. The legitimacy challenge also affects Egypt's relations with Israel. The regime needs broad public legitimacy in order to incur political risks, such as controversial decisions in favor of bilateral or regional cooperation with Israel. In addition, a regime with unsteady legitimacy might be tempted to adopt a populist anti-Israel line in order to strengthen its public standing. At the same time, the political situation in Egypt also provides an opportunity for increasing bilateral cooperation with Israel in areas contributing to the regime's legitimacy: the economy, security, energy, water, agriculture, and tourism.

7. Regional Powers and Leadership in Regional Institutions: Nigeria in ECOWAS and South Africa in SADC

- Regional powers are not always benevolent leaders when it comes to the building of regional institutions. While powerful states – particularly the “new” rising powers – may have a vested interest in regionalism as a means of projecting influence, regional powers may behave as coercive or benevolent leaders, or alternatively display an absence of leadership altogether. The drivers of varying regional power behavior can be attributed to their competing concerns regarding (economic) power, functional efficiency, international legitimacy, and neopatrimonial networks. This paper explores the varying behavior of Nigeria and South Africa in relation to the institutionalization of free trade areas and regional courts within their respective regions. Nigeria has displayed little leadership in ECOWAS trade integration due to domestic opposition; however, a newly-democratic Nigeria’s search for international legitimacy drove the establishment of the ECOWAS Court of Justice. Likewise, South Africa’s search for legitimacy drove its support for the SADC Tribunal, but the competing demands of different audiences led it to abandon this support. South Africa has also displayed leadership in relation to the SADC Free Trade Area; however, its neighbors perceive it as a self-interested, almost coercive actor. The findings suggest that the motivations for regional powers’ behavior vary across time and policy sectors, and that inconsistent behavior is driven by a change in the priority granted to different drivers.
