Abstract:: Depuis plus de cinq ans, alors que la rébellion armée de l'Est du Tchad et la crise du Darfour focalisent l'attention, le Nord-ouest du pays a suscité peu d'intérêts. Cependant, l'ampleur de plus en plus grande du trafic international de drogues et du terrorisme dans la bande sahélo-saharienne, l'émergence d'un islamisme combattant dans les pays voisins, l'intensification des ressentiments intercommunautaires et l'érosion des mécanismes de justice traditionnelle, la sous-administration et l'abandon qui caractérisent la politique gouvernementale à l'égard de cette région, risquent de devenir des facteurs de déstabilisation. Les autorités tchadiennes doivent changer de mode de gouvernance dans cette région et désamorcer les différentes sources de tensions ou les risques de déstabilisation avant que ceux-ci n'atteignent un seuil critique.

Abstract:: Eritrea has been deeply troubled since independence in 1991. Following the devastating war with Ethiopia (1998-2000), an authoritarian, militarised regime has further tightened political space, tolerating neither opposition nor dissent. Relations are difficult with the region and the wider international community. At African Union (AU) behest, the UN Security Council imposed sanctions in 2009 for its support of the Somali Islamic insurgency. It has become, in effect, a siege state, whose government is suspicious of its own population, neighbours and the wider world. Economically crippled at birth, it is a poor country from which tens of thousands of youths are fleeing, forming large asylum-seeking communities in Europe and North America. But Eritrea is an extreme reflection of its region's rough political environment, not its sole spoiler. More effort to understand the roots of its suspicions and greater engagement rather than further isolation would be a more promising international prescription for dealing with the genuine risks it represents.

A robust record-keeping system provides the necessary means to trace small arms1 and investigate the illicit trade. The marking of small arms is a necessary component of the recordkeeping; it links a specific small arm to a unique record for that item.

Abstract:: Somalia's Transitional Federal Government (TFG) was given a second lease on life in January 2009, after successful peace negotiations in Djibouti produced new TFG leadership and yielded substantial international backing. However, the TFG remains weak and has yet to develop new political alliances or military capabilities that provide traction against Islamist insurgent groups. The insurgents themselves—including al Shabab and Hizbul Islamia—are also weak and internally divided.

Abstract:: This paper analyzes the declining importance of political parties in the Central African Republic (CAR). It argues that the problematic attitude of elites who are fluctuating between violent and peaceful behavior in order to further their own careers is jeopardizing both peace and democracy. The author hypothesizes that both political parties and rebel movements are failing to adequately represent (ethnoregional) interests, but that parties are suffering more in the course of the enduring war and the peace process. Patterns of elite behavior are presented as the main explanation for the resulting crisis of representation, with international actors' preference for inclusionary power-sharing deals seen as the main aggravating factor.

Abstract:: The political and security crisis Chad faces is internal, and has been exacerbated rather than caused by the meddling of its Sudanese neighbours. Power has been monopolised by a Zaghawa military clan with President Idriss Déby at the top since 1990, leading to increased violence in political and social relations, ethnic tensions and distribution of the spoils of government on the basis of clan favouritism. Neither return to a multi-party system in 1990, enhanced government revenues from newly exploited oil reserves since 2004, nor elections backed by Chad's Western allies have brought democracy or improved governance. The international community must press for an internal reconciliation process focused on reforming the Chadian state, particularly its administration and security sector, and ending the armed insurgency. At the same time, a regional process must be revived to address longstanding disputes between Chad and Sudan and eliminate the pattern of proxy war and support for each other's rebels.
