Abstract:
The African Union (AU) held its 30th Summit from 22 – 29 January in Addis Ababa, Ethiopia. The central theme of the Summit was a clarion call to strengthen African unity and fight against corruption and the eradication of poverty on the continent. President Paul Kagame of Rwanda was elected the new AU chairperson at the Summit, however, it is a significant development that transpired on the sidelines of the Summit among Egypt, Ethiopia and Sudan that this policy update seeks to address pursuant to an earlier published policy brief, The construction of the Grand Ethiopian Renaissance Dam (GERD) and geopolitical tension between Egypt and Ethiopia with Sudan in the mix.2 President Abdel Fattah al-Sisi of Egypt, Sudanese President Omar Hassan al-Bashir and Ethiopian Prime Minister Hailemariam Desalegn all signaled their resolve to avoid misunderstandings cognizance of Ethiopia’s construction of its dam, The Grand Ethiopian Renaissance Dam (GERD) during a sideline meeting at the Summit. A statement released by the Ethiopian Ministry of Foreign Affairs indicated that, “we (the three country heads) have agreed to work as one on matters among the three countries, particularly on the construction of the GERD” (Ethiopian Ministry of Foreign Affairs, 2018).

72. Financing the Economic Stabilization and Growth Programme (Zambia Plus) in the Shadow of the IMF

Abstract:
In February 2018, the IMF reaffirmed its August 2017 formal withdrawal from negotiations with Zambia over a package of financial support. The strong position to hold negotiations came in the IMF’s Article IV Consultations report of 2017, which concluded that Zambia was at high risk of debt distress, and that whilst financial management and fiscal discipline were improving, the extent of the improvement was not sufficient to mitigate the growing public debt and fiscal deficit. Whilst the IMF deal may be off the table for the time being, the many of problems that drove Zambia to engage the IMF most assuredly remain unresolved. Two to three years after the economic minicrisis of 2015, Zambia continued to accrue sizable new debts, to utilize the proceeds poorly (to fund consumption spending) and to run persistent fiscal deficits – albeit a smaller and seemingly better managed deficit in 2017 compared to 2015 and 2016. These issues remain problematic despite the partial economic rebound, with high copper prices, good rains (leading to good harvests and more reliable power supply), and a stable Kwacha providing a strong platform for improvement. Nonetheless, fiscal performance is lagging behind and Zambia may be missing a window to reestablish prudent public financial management.

73. What Is the U.S. Trade and Development Agency?

Abstract:
The U.S. Trade and Development Agency (USTDA) is a small independent federal agency whose mission is to help American “companies create U.S. jobs through the export of U.S. goods and services for priority development projects in emerging economies.” USTDA links American businesses to export opportunities in emerging markets by funding activities such as project preparation and partnership building in sectors including transportation, energy, and telecommunications. Since it was established 25 years ago, the agency has generated a total of $61 billion in U.S. exports and supported over 500,000 American jobs. In connecting American business to such opportunities, USTDA also links American technology’s best practices and ingenuity with U.S. trade and development policy priorities. USTDA is an instrument to enable American-led infrastructure development in emerging economies and, therefore, frequently sees increasing competition from government-backed Chinese firms and the challenge they can pose to American commercial engagement under the flag of One Belt, One Road (OBOR). OBOR is paving the way for Chinese engineering, procurement, and construction companies to prepare and develop infrastructure projects in OBOR countries in a way that favors Chinese standards, thereby exerting significant pressure to select Chinese suppliers. This creates a potentially vicious cycle—the more China builds, the faster their standards become the international norm, and, ultimately, this cycle could foreclose export opportunities for U.S. businesses and harm American competitiveness in global infrastructure development. U.S. exporters are increasingly requesting USTDA intervention at the pivotal, early stages of a project’s development, to compete in markets, such as the OBOR countries, where they frequently face Chinese competition. Of note, 40 percent of USTDA’s activities in 2016 were in OBOR countries across South and Southeast Asia, Central Asia, the Middle East, and Africa. Although there are other agencies that may seem to do work similar to USTDA, there are various aspects that make it a unique agency. This paper provides a brief description of USTDA, its origin and evolution, the impact on the U.S. economy and its proactive collaboration across U.S agencies. Finally, it offers a set of recommendations for USTDA on how to improve its operations and strengthen its role in the developing world.

Abstract:
U.S. strategy in the Eastern Mediterranean is long overdue for revision. Policies, priorities, and activities girded by U.S.-led alliance structures were developed to stabilize Europe and deter Soviet aggression at the dawn of the Cold War. Seventy years later, they are no longer fit for purpose. However, the region remains a linchpin for an array of vital U.S. interests. In the last decade alone, regional conflicts and state fragmentation have caused millions of migrants and internally displaced to flee their homes, creating one of the largest migration crises since World War II. The arrival of an unprecedented number of migrants has triggered political backlash and polarized domestic politics in Europe and in the Eastern Mediterranean. Many of the littoral states in the Eastern Mediterranean have faced destabilizing economic crises that have created deep political and strategic vulnerabilities. Significant natural gas deposits discovered off the coasts of Israel, Cyprus, and Egypt could boost regional economic prospects as a potential energy-producing region, but a divided Cyprus, historical animosities, as well as a lack of infrastructure connectivity hinder this regional economic potential.

Abstract:
During the 1947 Duncan & John Gray Memorial Lecture then-minister of external affairs, Louis St. Laurent, outlined guiding principles for Canada’s engagement with the world. In his address, he recognized that Canada could not maintain the standard of living Canadians had come to enjoy in isolation from the rest of the world. He said, “[we] are dependent on markets abroad for the large quantities of staple products we produce and cannot consume, and we are dependent on supplies from abroad of commodities which are essential to our well-being.” This irrefutably remains true today. Canada’s ability to utilize its vast wealth of resources has afforded it the opportunity to become one of the most affluent and developed nations in the world, making the preservation of such ability of vital national interest. However, trade in the 21st century is more complex than ever before. Technology allows for transactions between parties scattered across the globe to occur near instantaneously, and complicates the tracking and classification of many goods and services. Moreover, global political developments and economic transformation are threatening the liberal world order built and protected by the United States since the Second World War. China’s emergence as an economic juggernaut is shifting the global economic centre of gravity. Furthermore, reactionary domestic political forces within much of the western liberal democratic world, including the United States, question the value of continued support for the status quo. Tectonic change is afoot. In response, Canada is charting its path to navigate the challenges of 21st century global trade. Prime Minister Justin Trudeau’s Liberal government is pursuing a progressive trade agenda as it seeks to modernize existing agreements, implement newly minted agreements, and explore potential future opportunities. The lead package of this issue examines a multiplex of challenges and opportunities presented to those currently crafting Canadian trade policy. Geographically, it spans not only the management of relations with the United States and NAFTA renegotiation, but also the geopolitical considerations of bolstered engagement with Asia and the underappreciated opportunities present in Africa and South America. In addition to "with whom", this package also addresses the "how and why" of trade: the difficulty of adapting trade practices to the digital age and the costs, benefits and limitations of projecting Canadian values via trade relations. In computer simulated and professional chess matches white consistently wins more often than not. The lack of first-mover advantage is a formidable deficit to overcome. Those who are not leading, are fated to play catch-up. The challenges facing Canada’s policy-makers responsible for protecting and advancing our national interest via trade are legion. To optimally address these challenges, Canada is best served by being proactive at the forefront of negotiations. The benefits of cultivating a proactive posture are enticing, and the costs for failing to do so are avoidable. Canada must adapt to the dynamism of the global economic order, or fight to catch-up.

Abstract:
Several ambitious schemes have been proposed to link Africa’s east and west coasts, some of which are closer to full realization than others. Most notable in this respect is a plan to expand the existing Trans-African Highway 5 (TAH5) into a true cross-continental road and rail link, the early stages of which China has helped bring to fruition where Western consortiums failed. Likewise, Chinese investment in African infrastructure through Beijing’s ambitious Belt and Road Initiative (BRI) may help create expanded sub-regional linkages, particularly in East Africa, that could help facilitate the emergence of an eventual, true East-West link in the long term. However, in the short-to-mid-term, the obstacles to a truly robust set of East-West transport links are formidable, and it is unlikely that China’s involvement will be a panacea.

77. Reversing Zambia’s high risk of debt distress

Abstract:
A load of unsustainable debt hangs heavy over Zambia. Zambia is part of a list of 25 low income countries considered at high risk of debt distress in 2018. Government’s efforts to reduce the country’s infrastructure gap as well as bring down poverty and inequality have resulted into large spending overruns, a growing subsidy bill and a substantial public sector wage bill over the last five years. Alas, domestic revenues remained low and stagnant. So Government resorted to massive external borrowing to finance arguably unsustainable expenditure. This approach to spending pushed borrowings to about 59% of GDP as at end of 2017, which is in the territory of unsustainable debt levels. In October 2017, the IMF issued a red flag that Zambia was at high risk of debt distress, implying that the country was likely to breach the thresholds for debt and debt service indicators and, should it continue on the same trajectory, it would likely default on its debt service obligations. This high debt has consequences for growth and poverty reduction efforts. Increased domestic borrowing by Government from October 2015 resulted in reduced lending to the private sector as businesses and Government competed for credit, and thereby hampered economic growth. Further, with interest payments reaching 23% of domestic revenues and personal emoluments as high as 54% of domestic revenues in 2017, other priority spending as well as spending on social protection were crowded out, thereby hampering efforts to reduce poverty. This was despite the removal of fuel and electricity subsidies in 2017, whose savings did not result in a corresponding increase in spending towards poverty reduction and empowerment programmes. Additionally, the high debt has made future borrowing more risky and more expensive, limiting opportunities to borrow, to invest or restructure debt going forward. Zambia’s surging public debt is largely skewed towards costly commercial external debt due to issuing Eurobonds and increased export and suppliers’ credit. This poses significant repayment and currency risks. The bullet repayment structure of the first two Eurobonds means that the principal will have to be repaid at the end of the term of each loan in 2022 and 2024. Significant risks are thus faced as the country is ill-prepared to make such lump sum payments. Further, interest payments are payable in US dollars, so when the local currency depreciates substantially (as it did in 2015), the cost of servicing this debt increases. Moreover, while average interest rates on Eurobonds seem low at around 8%, the effective borrowing costs (interest rate plus average annual rate of depreciation) averaged 26% in 2016.

Abstract:
The objective of this policy brief is to discuss issues affecting sustainable infrastructure development in Sub-Saharan Africa (SSA)2 countries including challenges, opportunities, and investment options facing SSA countries. Sustainable infrastructure refers to the designing, building, and operating of infrastructure 3 projects taking into account social, economic, financial, ecological and environmental considerations. Sustainable infrastructure enhances quality of life for citizens, helps protect vital natural resources and environment, and promotes a more effective and efficient use of financial resources.4 Infrastructure development and financing are an indispensable component of growth for any economy, and are an essential building block for SSA countries to get on the path of sustainable development. However, at present, SSA countries lack adequate and sustainable infrastructure to support increased economic growth. Overall and by all indicators, SSA is the least endowed region of the world in terms of infrastructure, even when compared too low- and middle-income countries in other developing regions. Moreover, private sector investments in SSA infrastructure remain among the lowest in the world. This is due to a number of contributing factors, including small country size that affects economies of scale and service delivery costs; low incomes that constrain affordability; weak institutions; underdeveloped domestic capital markets resulting in lack of locally-denominated long term capital; and relatively poor business environments. Closing SSA’s infrastructure gap would thus require a multi-track approach to increase all forms of public and private investments and leverage a variety of financial instruments, including guarantees.

Abstract:
Although electricity has been generated in commercial quantities in Nigeria for over a century, the rate of electricity infrastructure development in the county is low and power supply remains inadequate. Prior to reforms, the central challenges of the Nigerian power sector was the vertically integrated monopoly of government in power generation, transmission and distribution. While the reforms was successful in privatizing the generation and distribution segments of the Nigerian Electricity Supply Industry (NESI), the overbearing problems in the sector persists –with privatization only changing the dimensions of the challenges. Financing remain a major problem across all the segments of the NESI partly due to non-cost reflective tariff. Yet each segment of the NESI also faces its unique challenges. The generation segment is riffed with the problems of energy security and inefficiencies in other segments. The challenges in the transmission segment lies in the lack of modern transmission lines and equipment, gross mismanagement, poor maintenance of available infrastructure and inefficient grid design. Distribution companies face the problem of huge Aggregate Technical, Commercial, and Collection (ATC&C) losses.
