71. The Medium- and Long-term Effects of an Expansion of Education on Poverty in Côte d'Ivoire: A Dynamic Microsimulation Study

Abstract:
I use a dynamic microsimulation model to analyse the distributional effects of an expansion of education in Côte d'Ivoire in the medium and long term. The simulations are performed in order to replicate several policies in force or subject to debate in this country. Various hypotheses concerning the evolution of returns to education and labour demand are tested. The direct effects between education and income as well as the different transmission channels, such as occupational choices, fertility, and household composition, are analysed. The effects of educational expansion on the growth of household incomes, their distribution and poverty depend very crucially on the hypothesis made on the evolution of returns to education and labour demand. If returns to education remain constant and the labour market segmented, the effects will be very modest.

72. Love Thy Neighbour? Evidence from Ethnic Discrimination in Information Sharing within Villages

There is increasing evidence to suggest that a fundamental source of information for farmers on how to access and use new agricultural technologies comes from interacting with neighbours. Economic research on adoption of innovations in a rural context has only partially addressed the issue of how the social structure of a village can affect adoption and the final impact on productivity of farmers. This paper investigates the role of proximity interpreted not only in geographical terms but also along the line of ethnic similarities among neighbours (what we define as 'social proximity'). We use a panel dataset collected in Côte d'Ivoire to define the probability of accessing the knowledge network. The main results indicate that farmers from ethnic minorities are less likely to access, and benefit less from, extension services. But they seem to try to re-equalize their condition by putting more effort than dominant ethnic group neighbours in sharing information among themselves.

73. Urban-Rural Inequality in Living Standards in Africa

In this paper we examine the relative importance of rural versus urban areas in terms of monetary poverty and seven other related living standards indicators. We present the levels of urban-rural differences for several African countries for which we have data and find that living standards in rural areas lag far behind those in urban areas. Then we examine the relative and absolute rates of change for urban and rural areas and find no overall evidence of declining differences in the gaps between urban and rural living standards. Finally, we conduct urban-rural decompositions of inequality, examining the within versus between (urban and rural) group inequality for asset inequality, education inequality, and health (height) inequality.

Abstract:
The causes of the slow growth of CFA countries are investigated. There is little difference in this respect between the CFA and other sub-Saharan African countries. Since 1970, GDP growth in the CFA countries has shown no significant trend but one or two medium-term fluctuations (positive in 1979-83 and negative in 1989-93). Internationally, the income share of the poorest 20 per cent of the population of any country has improved most in poor countries, and there is no evidence that this does not apply to CFA countries also.

Abstract:
The West African Economic and Monetary Union (UEMOA) has a history of monetary stability and low inflation. Nevertheless, there is substantial variation in relative prices within some UEMOA countries, in particular in the price of food relative to other elements of the retail price index (IHPC). Using monthly time-series data for cities within the region, we analyze the impact of changes in monetary policy instruments on the relative prices of components of the IHPC. We are then able to explore how the burden of monetary policy innovations is likely to be shared between the rich and poor.

76. Access to ARV Treatment - Aid, Trade and Governance in Uganda

Abstract:
Access to antiretroviral medicines (ARVs) for AIDS treatment creates a field binding local and global governance. Local modalities of AIDS treatment are governed by the context of global trade through the implementation of patents on medicines in the World Trade Organisation (WTO), and within the context of global aid through development assistance. While industrialized countries, on the one hand, set aside donations to fight AIDS in developing countries, on the other hand, the same countries use the WTO to prevent developing countries from accessing cheap medicines. Uganda's success in reducing HIV prevalence is unique among African states, and it is considered the most promising candidate for effectively "scaling up" ARV treatment on the basis of its history of dealing with the pandemic. Yet, despite the many interventions addressing HIV/AIDS and dramatic price reductions of ARVs, only a minority of the infected population is currently receiving treatment, and promises of universal coverage for all who need it seem unrealistic. Our paper examines how the disconnect between international and national priorities on the one hand, and between aid and trade on the other, are currently affecting access to ARVs in Uganda. In spite of the political discourse of equality in treatment, the realities of funding suggest the difficult choices will be made from the level of policy to that of individual. Thus, global governance of trade and of aid will both shape and rely on individuals in charge of "implementation" which must be examined outside the sanitizing context of development discourse. We introduce our use of governance in this paper, and then discuss the global governance of aid to AIDS and global governance of trade and AIDS. The second half of the paper examines the Ugandan case study beginning with a political background and examination of aids policy, followed by the history of ARV provision and advocacy for ARVs, a discussion of the national health system and then aid initiatives and trade of ARVs in Uganda. Finally, we draw preliminary conclusions from our case on the conflicts between global and local governance of trade and aid to AIDS.

77. Migrant Transfers as a Development Tool: The Case of Somaliland

Abstract:
This paper examines the relationship between migration and development in the contest of Somaliland, where an estimated 25-40 per cent of the population receive regular remittances from abroad. The importance of remittances to the local economy and the impact of diaspora activities on local development are the main focus of the paper. In distinguishing four main waves of migration the paper presents a short history of the formation of the Somali diaspora. The paper also estimates the volume, importance and social distribution of individual and collective remittances to Somaliland. Finally the paper gives an overview of the functioning financial institutions in Somaliland and identifies the challenges ahead for an economy that is heavily dependent on remittances.

While it may have as many meanings as people who invoke its name, development generally has positive, though perhaps ambiguous, connotations. Uneven development is a bad thing and sustainable development is a good thing but, for the most part, under- developed countries and communities seek to become more developed, whether that is through improving health and livelihoods, expanding educational opportunities, or building infrastructure. But, as the citations above suggest, development does not benefit everyone equally and for some—indeed, for millions of people around the world—development has cost them their homes, their livelihoods, their health, and even their very lives. The suffering of those displaced by development projects can be as severe, and the numbers as large, as those displaced either internally or internationally by conflict and violence. What follows is an examination of the often-overlooked phenomenon of development-induced displacement, its causes, consequences and challenges for the international community.

79. AIDS - Broken Promises Cost Lives

Abstract:
In his January State of the Union Address, President George Bush announced an "Emergency Plan for AIDS Relief" that promised $3 billion a year in funding focused primarily on Africa and the Caribbean. Within weeks he broke that promise by seeking no new funding for 2003 and by requesting less than half a billion for the new effort in his 2004 budget. On the domestic front, this administration has proposed flat funding of the AIDS portfolio-which amounts to a decrease in funding- and diverted resources from HIV/AIDS research.

MYTH: President Bush has significantly increased funding to fight AIDS in Africa. FACT: Bush is providing NO new money to fight AIDS in Africa this year. President Bush announced a $15 billion "emergency plan" to fight AIDS in Africa - but this was an empty promise. The President resident has requested NO new money for 2003, and very little for 2004. This is far less than the U.S. can, and should, provide. As a first step, Bush must show global leadership by providing the full $15 billion he promised. While he continues to stall, 7,000 Africans are dying everyday.
