21. Measuring Results and Monitoring Progress of Transitional Justice Processes

Abstract:
Transitional justice processes are complex, politically contested, and not necessarily linear. Because of this, they present unique theoretical and practical challenges for measuring results, which include challenges for gathering data, registering unintended outcomes, reporting progress, providing feedback to interventions, and extracting useful information to establish impact or counterfactuals. Based on a desk research and a series of discussions with practitioners, policymakers, and academics, this report considers the following: The different roles monitoring and evaluation systems can play and the questions they can answer at different stages of a transitional justice process. This report recommends conducting assessments early on to inform design and to build feedback loops into ongoing processes. Key features of transitional justice processes, including their complexity, their political nature, and the difficult contexts where they are usually implemented. Combining qualitative and quantitative methods and designing monitoring and evaluation approaches that allow for capturing rich contextual data and unexpected results. Power dynamics, exclusion, and language, particularly in fragile contexts and when dealing with vulnerable populations. Monitoring and evaluation approaches that are conflict sensitive, victim centered, and participatory. The Sustainable Development Agenda as a framework for measuring results of transitional justice. While a politically legitimate and useful conceptual framework, there is room for improvement as current indicators are not best suited to contexts where a large proportion of the population has experienced human right abuses. Overall, stakeholders in transitional justice should take a “user-centered” approach to measuring progress and results, one that puts the people that a process is meant to serve at the center. In doing so, they can focus on collecting what matters, establishing feedback loops, and learning from and continually improving their interventions.

22. Gender-responsive Budgeting in Tanzania

Abstract:
The Constitution and laws of the United Republic of Tanzania require the use of gender-responsive budgeting (GRB) to promote gender-balanced and integrated national economic plans. It is at the village level where community budget needs are identified, though women’s needs are often marginalized. Although women are best at articulating their needs, their voices are seldom raised owing to limited representation. Government budgets typically sideline the needs of small-scale female farmers for access to land, markets, credit, and extension services, especially compared with male farmers. Instead, budgets designed to address general farmers’ needs, such as markets and loans for inputs and storage for surplus harvests, are directed primarily to farmers who grow strategic crops, who are mainly men. Tanzania provides for a separate budget facility for women and youth, and although most interviewees from the grassroots and the government consider this as evidence of a gender budget, it reflects a limited knowledge of GRB. Some projects supported by nongovernmental organizations and civil society organizations reflect women’s and men’s diverse needs, a feature that government budgeting should emulate. Communities need to be empowered to challenge constraints to their participation in decision making on budgets related to their priority needs. Citizens must be involved in all phases of the budget process and cycle. Government officials and institutions must be provided with adequate GRB knowledge and skills so they can use available democratic systems and structures to empower communities to engage in GRB.

23. Gender-Responsive Budgeting in Agriculture in Ethiopia

Abstract:
The gender division of labor in Ethiopia hinders women smallholders’ efforts to improve productivity to close the gap with men’s farms. There is substantial evidence that where women have access to the same inputs and training as men, they can close that gap. The government’s national development plan identifies agriculture as the main driver of rapid and inclusive growth. The plan seeks to increase women’s participation in agriculture to 50 percent of all participants. But this can only happen with proper implementation of gender-responsive budgeting (GRB). Ethiopia has ratified a number of international conventions and agreements on women’s rights that have guided development of national laws and policies. Nonetheless, the national budgetary process is not yet gender responsive, and the country faces other challenges. Low awareness of gender issues, limited technical skill in mainstreaming gender issues and GRB, lack of adequate resources, and poor enforcement mechanisms are major constraints. A majority of women do not participate in decision-making or express their needs during public meetings because of sociocultural barriers that elevate the role of males. Women are usually not invited to meetings and discussions that concern them, under the assumption that men can convey any relevant messages. But information does not consistently get passed to women farmers owing to the erroneous perception that “women do not farm.” Women’s low levels of literacy and limited exposure to information and support by development practitioners also contribute to the problem. As a result, women are often unable to exercise their rights during program design and implementation. If agriculture is to lead inclusive development, gender and rural development policies need updating. In addition, achieving high-quality agricultural public spending will require a conducive policy environment and a budget process that promotes the participation and well-being of women and girls as well as men and boys.

24. Heterogeneous impacts of school fee elimination in Tanzania: gender and colonial infrastructure

Abstract:
In this study, we investigate the impacts of the 2002 elimination of primary school fees in Mainland Tanzania. We explore how the magnitude of these effects depends on gender and the size of early investments in the educational infrastructure of Tanganyika. We use the 2002 and 2012 census waves as well as historical information on the location of schools in the late 1940s, and conduct a difference-in-differences analysis. We find that exposure to an average of 1.7 years of free primary education has reduced the proportion of people who have never attended primary education by 6.8 percentage points. The benefits of fee removal have been significantly larger for females compared to males, and females from districts where the size of investments in education was relatively larger during colonial rule have been the greatest beneficiaries.

Abstract:
The International Civil Society Action Network (ICAN), with the support of Global Affairs Canada, has developed a set of “Case Studies on the Role of Gender and Identity in Shaping Positive Alternatives to Extremisms,” in Cameroon, Indonesia, Jordan, Libya, Pakistan, Somalia, Sweden, and the United States. The case studies demonstrate how conducting a Gender-Based Analysis Plus (GBA+) improves understanding of the drivers, narratives and roles that engender extremisms and violent extremist activity. By profiling examples of peacebuilding, deradicalization, reintegration and counternarrative work in these contexts, the case studies emphasize how attention to gender and intersectional identities can improve the effectiveness of interventions to transform extremisms – not only by preventing or countering it, but by providing positive alternatives that enable people to realize a peaceful, pluralistic future. The case studies cover a number of themes relevant to contemporary preventing/countering violent extremism (P/CVE) and counterterrorism (CT) work, including countering white supremacist extremism, the role of masculinities in recruitment and disengagement, addressing trauma and deploying mental health and psychosocial support (MHPSS) approaches in reintegration and rehabilitation, and work with religious leaders to promote peaceful, pluralistic and gender-just interpretations of religious texts and traditions. The case studies are intended for use by practitioners and policymakers to guide them in conducting a gender analysis and in integrating responsiveness to gender and identity factors in policies and interventions.

Abstract:
The actions of faith-based, gender-restrictive groups85 in Ghana gained international attention in 2019 due to two main events: the World Congress of Families (WCF), which convened in Accra, and the opposition to the Comprehensive Sexuality Education (CSE) program proposed by the government. Though the two were not originally related, faith-based, gender-restrictive groups used the WCF as a platform to amplify their message against the CSE program, as well as LGBT86 rights more broadly. The Ghanaian case illustrates how faith-based, genderrestrictive groups use the rhetoric of protecting children and leverage entrenched anti-LGBT sentiment in many English-speaking countries in Africa to manufacture moral panic. This strategy both effectively advances a genderrestrictive worldview and strengthens the social capital and political power of these groups. Furthermore, the anti-LGBT cause allowed these groups to work across denominations and religions—for example, Evangelicals with Catholics87 or Christians with Muslims—to create a powerful interfaith alliance that constitutes a serious threat to gender justice88 in Ghana.

Abstract:
This paper endeavored to provide a gender analysis on the role of women in violent extremism (VE) and government-led efforts on Preventing and Countering Violent Extremism (P/CVE) in Ethiopia. It draws its findings and recommendations from three main research methods: a literature review, observation, and one-on-one semi-structured interviews with actors involved in VE and P/CVE efforts across six Regional States in Ethiopia. The study firstly examines the role of women in extremism in Ethiopia, emphasising how and why women are involved in VE, including the gendered nature of association with VE groups. Among those that have been researched are the hardening of in-group identity, sense of community and seeking recognition, romanticism and fascination with a charismatic leader, as well as a sense of victimhood as a result of government action or inaction, including gender-specific violations. All are contributing factors; mostly compounded and cumulatively present in individual cases. Secondly, the study engages with the current standing P/CVE efforts led by the government, analysing the types of womanhood that the state mobilises and produces in the name of, and as part of, P/CVE efforts. While the research has been less conclusive in establishing a commonly agreed-upon definition of VE from respondents, it recommends the need for intersectionality-informed gender analysis in understanding women’s participation in VE as well as in the designing and implementation of P/CVE measures

29. Gender and Corruption in Botswana: Perceptions, Participation and Considerations for Anti-Corruption Policy

Abstract:
Several studies have argued that corruption has a greater impact on women than men and that increasing women’s representation in key decision-making positions has a positive effect in reducing corruption. However, limited scholarly and policy attention has been devoted to understanding the link between gender and corruption in Botswana. This paper explores the gendered differences of perceived and actual participation in bureaucratic corruption in Botswana. By examining Afrobarometer data and undertaking a documentary analysis, the study finds that while levels of perceived corruption by men and women in public institutions were high, participation in bureaucratic corruption (bribery) was considerably lower. Contrary to the notion that corruption has a greater impact on women than men, this study finds that higher levels of participation across all public service categories were reported by unemployed men, in particular, having to give a gift or a favour to avoid problems with the police. Notwithstanding the scant availability of data, the documentary analysis revealed that non-monetary forms of corruption such as sextortion (sexual extortion) have been experienced by female students and undocumented female migrants in Botswana. Nevertheless, this form of corruption has received little policy attention, despite its potential to undermine gender equality efforts. Additionally, the study finds little correlation between higher levels of women’s representation in key decision-making positions (i.e., parliament and cabinet) and lower levels of corruption in Botswana. There is a need for both the gender and anti-corruption policy framework to be synthesised in order to specifically reflect on and respond to the perceived gendered dimensions of corruption. The establishment of an independent police authority or commission might not only increase levels of public trust and confidence in the police service, but also strengthen levels of transparency and accountability.

30. Review of Gender Budgeting at Sub-National Level in Uganda: Insights from Mbarara, Mukono and Soroti Districts

Abstract:
These are the fi ndings of the study that analysed gender responsiveness in budgeting at sub-national level in Uganda. It studied how gender was mainstreamed in the budgets for health and agriculture in three districts, namely, Mukono, Soroti, and Mbarara. The study found that mainstreaming gender into budgets at sub-national level was minimal. Focus was largely on budget formulation with little emphasis on stages of budget execution, evaluation and audition. At the same time, mainstreaming gender at budget formulation stage was beset by signifi cant limitations. Thus, gender responsiveness of budgets at sub-national level remains low. This paused serious challenges in efforts to alleviate the plight of women who were faced with various forms of marginalisation, calling for gender mainstreaming in budgeting. The fi ndings underscore the implications of overdependence of districts on conditional grants from central government for Gender Responsive Budgeting (GRB) in Uganda. The common view among respondents was that, sub-national governments do not have suffi cient discretion to implement GRB. Also, stringent fi nancing of local governments made undertaking participatory processes untenable further constraining GRB at subnational level. Furthermore, the guidelines and information for GRB at district level were inadequate. Nevertheless, the meager information available, such as, sex-disaggregated data, was hardly used in planning and budgeting at that level. On a positive note, the study found that there was a high level of awareness of guidelines for GRB among respondents and were highly appreciative of gender inequality as an important development issue at district level. There was also a good understanding of gender issues in the agriculture and health sectors at that level, in conformity with the National Development Plan (NDP II), and the gender compacts for agriculture and heath sectors.
