Abstract:
Climate change is a global phenomenon that has significant implications for food security, particularly in developing countries like Nigeria. This study is set to explore the nature of the relationship between climate change and food security and the various ways to address the impact of climate change on food availability in Ogun State, Nigeria. Relying on the green theory, this study investigated climate change's impact on the agricultural sector, compromising food security in Ogun State, Nigeria. This study's qualitative data collection methods include primary and secondary data sources. This study adopted the exploratory research design. Interviews were used to gather primary data, and existing literature was used to collate secondary data. This work covered the staff of the Ministry of Agriculture in the selected state, lecturers in the Department of Economics, Covenant University, and the faculty of agriculture at Obafemi Awolowo University. The thematic content analysis was adopted in analyzing the data in this study. The findings from the data revealed that there is a clear relationship between climate change and food security. It also revealed that climate change has a negative impact on food availability in Ogun State, Nigeria. In addition, strategies and policies put in place to address the issues of climate change and food security were discussed. It was concluded that climate change has affected Ogun State's food security between 2019 and 2023.

Abstract:
The Triple Nexus approach represents a paradigm shift in how international organizations, including UNICEF, address complex crises that span humanitarian, development, and peace dimensions. UNICEF must navigate the delicate balance between adhering to the humanitarian principles of neutrality, impartiality, independence, and humanity while engaging in development and peace-building activities that may require aligning with government policies and engaging in politically sensitive contexts. There is a significant challenge in developing metrics and methodologies to measure the synergies and outcomes of the Triple Nexus approach effectively. This includes quantifying how initiatives contribute to peace interacting with humanitarian and development outcomes. UNICEF's approach in Niger, implementing food security policies to respond to humanitarian needs while simultaneously operating as a development program, holds the potential to positively impact peace in the region, thus aligning with the Triple Nexus framework.

3. From Catastrophe to Famine: Immediate action needed in Sudan to contain mass starvation

Abstract:
The conflict in Sudan has a substantial impact on the country’s food system and hinders people’s ability to cope with food shortages. As the country shows the worst hunger level ever recorded during the harvest season (from October to February), which is usually a period when food is more available, the severity and scale of hunger in the coming lean season (mid-2024) will be catastrophic. This policy brief argues that rather than the inevitable consequence of war, this food crisis is the result of the generals’ deliberate destruction of Sudan’s food system and the obstruction of people’s coping mechanisms. Based on available data and famine literature, accounts from hunger sufferers, as well as discussions with experts in and on Sudan, this policy brief outlines scenarios that look several months beyond currently available food insecurity forecasts. According to the most likely scenario, seven million people will face catastrophic levels of hunger by June 2024 (IPC5), with mass starvation being the prospect. The window by which to significantly reduce the impact of what is becoming the world’s largest hunger crisis in decades is rapidly closing. Besides increasing diplomatic and economic pressure to stop the war, the EU, its member states, the US, the UK, and Norway, as well as the UN and INGO partners must urgently and massively scale up meaningful assistance by: i. Declaring the risk of famine for Sudan; ii. Injecting mobile cash directly to local producers, as well as to consumers and local aid providers (Emergency Response Rooms); iii. Immediately scaling up food aid and WASH (Water, Sanitation and Hygiene) support.

Abstract:
Changing geopolitical dynamics and a widespread ‘donor reset’ have resulted in reduced refugee assistance funding, compelling World Food Programme to make significant cuts to food assistance. This reduction has coincided with a strategic and theoretical shift towards refugee self-reliance in northern Uganda. While this responsibilisation of refugees has been globally praised as progressive and beneficial, refugees’ settlement experiences have questioned the sustainability of this approach, for whom it works, and under what conditions. This brief argues that WFP’s premature reduction of assistance, driven by the promotion of self-reliance, ultimately pushes refugees into greater hardship, while simultaneously highlighting the flaws in Uganda’s refugee model.

Abstract:
Banditry is not peculiar to Nigeria alone, as many nations especially in Africa continue to battle with its surge in recent years. In Nigeria, media platforms are daily abashed with the evils perpetrated by the bandits across the states claiming several lives, destroying billions worth of property, generating humanitarian crisis with negative implications on food security. Adopting broken windows as a theoretical framework, the paper interrogated the trends and reasons for rural banditry and its deleterious effects on food security in Oyo state. The paper employed desk research method using secondary sources data. It argued that rural banditry has intensified affecting food security with recent attacks concentrated on farmers in the state. If further argued that farmers have lost their lives to attacks, kidnapped for ransom, had their farmlands looted and plundered leading to reduction in low agricultural investment and poor crop production, invariably increasing prices of food products. The paper concluded that the menace of rural banditry has indeed caused affected food accessibility, availability, sustainability and utilization in the State. It therefore recommended that government should employ the use of utter force to clampdown on bandits in their hideouts and also introduce advanced surveillance technologies to monitor activities in the ungoverned forest and reserves.

6. South Africa’s G20 Presidency: Tapping into Africa’s Potential through Financial, Climate and Food System Reform

Abstract:
Both the G20 and BRICS+[1] are critical global groupings for economic and geostrategic reasons. Thirty years ago, G7 countries constituted nearly 70 per cent of the global economy. In contrast, by 2024, the BRICS+ bloc accounted for approximately 35 per cent of the world’s GDP, compared to the 30 per cent held by G7 countries.[2] Meanwhile, G20 countries represent 85 per cent of the global economy, 75 per cent of global trade, and 62 per cent of the world’s population.[3] This shift underscores the growing influence and significance of emerging economies. South Africa’s membership in the G20 and BRICS+ attests to the country’s role as an economic and political powerhouse – both on the African continent and increasingly in the global South. In 2025, South Africa will assume the presidency of the G20 – the first African country to do so, taking over from Brazil. At a moment of heightened geopolitical tensions and a fragmented international system characterised by multiple and simultaneous crises, including the climate and energy crisis, and the Russian-Ukraine and Israel-Palestine wars, can South Africa’s G20 presidency be an opportunity to reshape global governance? Founded in 1999 in response to the global financial crisis, the G20 is the main forum for international cooperation and plays an important role in defining and strengthening global architecture and governance. South Africa’s presidency should consolidate priority issues established by the Brazilian government but anchor on three critical issues: reform of the global financial architecture, climate change and a just energy transition and sustainable food systems. A policy focus on these issues will lay a foundation for the continent’s leapfrogging.

7. The ‘Grain from Ukraine’ Initiative – A crucial contribution to African food security

Abstract:
This discussion paper estimates the effect of Ukraine’s ‘Grain from Ukraine’ humanitarian initiative on food security in African and MENA countries targeted by the programme. Ukraine is one of the largest exporters of agricultural produce, accounting for almost half of the world’s sunflower oil exports, 13% of corn exports, and 8% of wheat exports in the 2020/21 marketing year. While Russia’s war against Ukraine negatively affected global food security, it especially impacted African countries, since Ukraine is an essential contributor to local food security there. Of the total number of wheat and sunflower oil imports to Africa in 2021, those from Ukraine accounted for 16% and 23% respectively. Moreover, the growth of undernourishment on the continent is explained by a number of local factors: climate extremes, military conflicts, economic shocks, and disruption of food supply chains. The tight food supply in the region underscores the importance of Ukraine’s presence on the local markets. Our estimates, based on the World Food Programme methodology for calculating the number of people supported by the initiative, show that it has already supported around 16.2 million people in Africa and the Middle East over periods from 1 to 8 months. This is equivalent to feeding around 2 million people for one year. Using the acute food insecurity data from the Integrated Food Security Phase Classification (IPC) for 2023, we calculate that the programme reduced the number of people facing moderate to strong food insecurity (IPC 3-5) by 1.4% in the African and Middle Eastern countries supported in the period from November 2022 to August 2024. Meanwhile, the number of people facing intense food insecurity (IPC 4-5) decreased by about 8% during this period. Overall, the programme has huge potential for development, which should be based on the humanitarian-development nexus that aims for a long-term reduction in hunger. Four main policy options could be considered in this respect: 1. Integrating the development programmes into agricultural production in Africa 2. Pursuing facilitation of agri-food trade with African countries 3. Increasing the supply of processed food products to low-income countries 4. Informing donors of the urgent priorities in maintaining African food security

8. Gendered effects of climate and conflict shocks on food security in Sudan and the mitigating role of social protection

Climate change and violent conflict are defining challenges of our time. However, it is not yet understood how they interact in shaping human welfare and food security, how their interaction shapes gendered outcomes, or how social protection systems can mitigate their impact. To address these knowledge gaps, we first examine how household food insecurity relates to conflict and climate shocks and whether these associations are gender-sensitive. Second, we test what mechanisms can reduce the negative impacts of these shocks. Our empirical analysis relies on novel survey data of 7,908 rural households collected across 14 states in Sudan in 2022. Sudan currently faces floods, droughts, and violent conflict affecting agricultural production and food supply. We find that climate shocks do not significantly affect food consumption scores (FCS), while exposure to violent conflict leads to a substantial decrease in FCS. Both productive and nonproductive assets increase FCS for all households, especially female-headed households. Longer distances to agricultural input and output markets correlate with lower FCS, particularly for maleheaded households. Women’s social group membership positively impacts on FCS for femaleheaded households. However, women do not receive additional benefits from other social networks during climate and conflict exposure, while male-headed households benefit from all types of social networks. Income diversification is identified as a key strategy for improving FCS, particularly for female-headed households during conflict. Informal cash transfers significantly improve FCS, especially for female-headed households. In contrast, formal cash transfers negatively correlate with FCS, although they positively impact on male-headed households during violent conflict. Overall, we recommend targeted social protection programmes that address gender disparities and enhance resilience among vulnerable populations.

9. Implications of Climate Change Impacts on Food Security Threats in Africa and the Middle East

Abstract:
The food security crisis in the Middle East has been exacerbated by several events, including COVID-19 and Russia's invasion of Ukraine, but the greater crisis is the decline in agricultural productivity caused by climate change and the rise of protectionist trade policies. This study examined the impact of drought on regional grain prices, specifically drought, which has the greatest impact on the Middle East region of Africa among weather changes. It was predicted by the IPCC (2019) that weather changes would affect agricultural production systems and that these changes would affect international grain markets and government trade policies. This study found that prices in the African Middle East maize and rice market increased as the drought intensified and the period lengthened, as predicted. Sorghum and millet, however, are relatively inelastic to climate change, so it can be assumed that they will receive attention as climate change intensifies. This study proposes areas for cooperation such as agricultural production, supporting the vulnerable, and crop reserve with the Middle East and Africa.

Abstract:
Climate change continues to cause damage in Africa. It triggers food insecurity, poverty and displacement. The impacts of climate change are being exacerbated by rapid urbanization, geopolitical tensions, headwinds caused by the invasion of Ukraine and its impacts on agricultural exports and fertilizers. Equally important, inflationary pressures, risks of global and regional economic recession, and unsustainable debt levels for many countries are amplifying the impacts of climate shocks on African economies and communities. Our recent analysis by the Global Center for Adaptation (GCA)1 shows that Africa is ground zero for the climate emergency. The climate is changing, and Africa needs to adapt. It must adapt to rising temperatures, more extreme storms, and floods, rising sea levels, more intense heatwaves, and longer and more severe droughts. However, an enormous funding gap on adaptation is holding Africa back. This policy brief analyses climate adaptation financial flows to Africa and argues that the limited resources available to Africa for adaptation need to be used in the most efficient and productive manner to dampen the combined impacts of climate shocks and economic downturns. Nature-based solutions (NbS) and Locally Led Adaptation programs (LLA) are critical in this respect. Moreover, multilateralism and collaboration between governments, international organizations, international financial institutions, civil society, and the private sector are critical to ensure more support for adaptation in Africa.
