1. The Impact of Access to credit on Women’s Entrepreneurship

Abstract:
This article explores how access to credit and financial resources can help women start and grow their businesses. Anchored within the paradigm of women’s entrepreneurship empowerment and social development, we will first examine from the literature some cases of access to credit in women’s entrepreneurship. A brief analysis of the significance of financial accessibility for female entrepreneurship development follows this. Finally, we will suggest some recommendations that can help decision-makers better formulate more inclusive policies to ensure equitability between males and females regarding credit accessibility for women.

Abstract:
Bentham’s theory of utilitarian morality leads us to know that the purpose of economic activity is to ensure social progress for the happiness of the greatest number. Thus, excluding people from an economic system without considering their interests is considered a destruction of the common good. According to the United Nations (1962), population is one of the most important factors of economic productivity, as it influences the rate of development of a country. Women represent 49.6% of the world’s population and young people aged 10 to 24 represent 15.5% of the world’s population (UN World Youth Report, 2020; World Bank, 2020). In Cameroon, youth and women represent more than 60% of the population, but remain the most economically excluded (BUCREP, 2005). This reality appears to be a challenge for a country that wants to be an emerging country by 2035. The main objective of this paper is to show the role that entrepreneurial development could play in promoting the economic inclusion of youth and women in Cameroon. It is expected to raise awareness among public authorities as well as the private sector of the importance of economic inclusion of youth and women through entrepreneurship development. Based on studies carried out by credible international and local institutions, we focus on the challenges of entrepreneurship in the context of the economic inclusion of youth and women and the opportunity of entrepreneurship for the economic inclusion of young people and women in Cameroon.

Abstract:
The current “cloud revolution” accelerates the digitalisation of economies as it expands business opportunities, thus boosting the economy and enhancing business activities. During the COVID-19 pandemic, digital economy countries had the opportunity to sustain many activities remotely, while many developing countries fell into poverty and were forced to face a surge of unemployment. There were more unemployed females than males, and the female participation rate was lower than for males. Digitalisation can accelerate female entrepreneurs’ participation in the labour market and allow them to increase their productivity growth. It can therefore help increase their standard of living, decreasing poverty and creating economic stability (Van Praag & Versloot, 2007). COVID-19 challenges the dreams of many entrepreneurs across the globe to sustain their business using technology but even more so in developing countries as their access to technology is lower than in developed countries because it is not affordable and in some rural areas not available. In this context, not all countries have been affected in the same way. As a result of the epidemic, women’s employment decreased the most throughout the Americas (a reduction of 9.4%). The Arab States saw the second-largest drop in the number of employed women, with women’s employment falling by 4.1% and men’s by 1.8% between 2019 and 2020 (ILO, 2021). The pandemic widens the gender gap rather than closing it. Such a shock urges a reduction of the digital divide, as it is considered a necessary tool and not a luxury. Such a tool can keep businesses going and help them recover after the global shock, especially for women who had to stay at home with their children. Women, youths and people with medium and low skills experienced a decline in employment worldwide in 2020. Female workers were disproportionately affected compared to male workers, with unemployment accounting for 38.9% of total employment before the COVID-19 crisis but rising to 47.6% of the total workforce (ILO, 2020). The lockdown due to the pandemic pushed women to learn how to benefit from digitalisation as it has a direct link to both poverty alleviation and women’s empowerment, especially in developing countries, where it plays a significant role in gender equality and economic development.

5. Return migration and entrepreneurship in Cameroon

Abstract:
In this paper, we examine the determinants of the entrepreneurial behaviour of returnees to Cameroon based on original survey data from 2012. Contrary to the existing literature, we focus on the skills received from abroad without omitting the effect of savings. We distinguish between three types of competences related to qualifications. We also differentiate between the probability of starting a business in the primary sector and the probability of starting a business in the tertiary sector. The main results, obtained from a probit model, show that: (i) degrees and qualifications and qualifications acquired abroad do not positively influence the probability of migrants to undertake a new activity once back home; in contrast, accumulated savings, captured by the time spent abroad, have a positive influence; (ii) other qualifications have no influence on the entrepreneurial behaviour of return migrants; and (iii) the entrepreneurial behaviour of return migrants is not oriented towards the primary sector but rather towards the tertiary sector. These results are robust when we account for endogeneity.

6. Building Entrepreneurial Skill Sets for Local Economic Development

Abstract:
Chapter 20 of the 1992 Republican Constitution of Ghana creates and mandates Local Government Authorities to ensure the total development of their localities. The Constitution grants Local Government Authorities with the necessary powers to perform their functions. The Local Governance Act was promulgated to operationalize the Constitutional provisions of the functions of Local Authorities. Specifically, the Act mandates all local authorities to exercise political and administrative authoritiy in the district; promote local economic development; and provide guidance, give direction and supervise other administrative authorities in the district as may be prescribed by law. Local Government Authorities are therefore seen as the folcrum for development within their jurisdictions - provide the needed infrastructure that could aid investments, reduce poverty and facilitate employment, especially for the youth. Ghana has developed Local Economic Development (LED) policy to guide the development of the districts. Ghana’s LED policy, among other things, seeks to fully harness the economic potentials of the districts for job creation and faster poverty reduction. The policy also enjoins the district assemblies to mobilize all development actors, both those within the districts and around the country and beyond, and coordinate their activities to support implementation of LED programs in the districts. To this end, the European Union delegatioin to Ghana is supporting a 42 months LED project at the Asutifi North district of the Ahafo region of Ghana. The project is being implemented by CDD-Ghana in partnership with the Asutifi North District Assembly (ANDA). The project aims to harness local resources, knowledge, ideas, skills, and other comparative advantages to stimulate local economic growth and development, to create job opportunities and self-employment, reduce poverty, stem internal migration, and promote sustainable and inclusive development. The project targets to build capacity of 45 youth, women and PWDs to acquire some vocational skills and support them to establish their own businesses. The target beneficiaries would be selected from the communities adversely affected by the mining operations in the district. To kick start the project, a baseline survey was conducted in communities located in the three zonal councils (Kenyasi No.1, Kenyasi No.2, and Ntotroso) that have been adversely affected by the commercial mining operations in the district. The survey was conducted to ascertain the skills set that the beneficiaries would prefer to learn, and; assess market potentials for the chosen skills. A total number of 650 people, aged between 18 and 45 were randomly selected and interviewed. A total of 39 communities within the three zonal councils were visited for the interviews.

Abstract:
This article draws from a skills-building project carried out by the Nneola Foundation for Women and Children Development, a livelihoods and peacebuilding initiative for women in Nigeria. The organisation was founded by the author to support women in developing work-related skills that aid socio-economic development. This project was a one-year (2017–2018) skills acquisition training for women that took place in Delta State, Nigeria. The Nneola Foundation partnered with a local tailoring organisation in Delta State to teach sewing skills to five unemployed married women, who were selected from a pool of applicants based on their financial needs and interest in acquiring tailoring skills. Drawing on insights from a year-long interaction with the project coordinator, this article discusses the potential and limitations of tailoring as a peacebuilding and skills-building initiative that seeks to provide women with livelihood and community engagement opportunities. Situated within Johan Galtung’s concepts of positive peace and structural violence,1 the article further demonstrates how structural violence (inequality) can be addressed through positive peacebuilding (livelihood opportunities). This was a relatively small project, and the lessons learnt are summarised and discussed, with recommendations for those considering similar projects in the future.

8. Financing SMEs In Botswana: Factors Influencing Access to Credit

Abstract:
This study examines factors influencing access to credit by SMEs in Botswana. Using the 2010 World Bank Enterprise Survey, and employing logit model for analysis, we find that access to credit is influenced by gender, citizenship and experience of the entrepreneur; as well as firm-size, sector of business,sales and land ownership. Therefore, public policy must pay attention to the diversities of SMEs’ socio-economic characteristics as well as the business environment in which they operate when implementing finance assistance progammes. Measures to develop SMEs must be carefully focused, aiming at providing incentives for financial institutions to play an active role in SME financing. Government must formulate policies that will make finance institutions relax their requirements and lending procedures which tend to discourage borrowing. Similarly, public policy must be focused on strengthening the business acumen of SMEs through trainings and workshops, such that they are perceived attractive to financiers.

9. Determinants of Self-Employment in Botswana

Abstract:
The global market is rapidly recognizing the importance of entrepreneurship and selfemployment, especially in growing the economy, creating jobs and reducing poverty. This paper employs the logit regression model to investigate the determinants of selfemployment in Botswana, using the 2009/2010 Botswana Core Welfare Indicator Survey (BCWIS) data. The results reveal that individuals who are male, citizens, educated and living in cities are less likely to be self-employed than their counterparts. On the other hand, the age of the entrepreneur positively influences the likelihood of self-employment, as well as being a widow. Public policy needs to empower females and rural dwellers in terms of skills and entrepreneurship training in order to enhance their success in their self-employment activities. In addition, government should continue with its efforts of providing assistance to the youth for entrepreneurial development in order to reduce unemployment.

10. Stimulating Sustainable Economic Growth in Sub-Saharan Africa with Legal Systems Enabling Women Entrepreneurs’ Creativity

Abstract:
This brief addresses the problem of gendered poverty in Sub-Saharan Africa and argues that multifaceted context-sensitive business law reform is necessary for tackling issues underlying the problem. It takes the reform initiatives led by the Organisation pour l’harmonisation du droit des affaires en Afrique (OHADA) as a case study and draws on interviews carried out by the author with women entrepreneurs, OHADA agents, lawyers and journalists in Benin and Cameroon in 2010, 2011 and 2012. The brief argues that business law modernization in Africa should not be only or predominantly aimed at attracting foreign investors and ensuring a secure legal climate for multinational corporations. Rather, African business law reform should also attend to the informal sector and aim to make states’ legal systems friendlier to micro, small and medium businesses (MSM), in particular ones operated by women. Concomitantly, Canada’s international development assistance policies should aim at promoting, through commercial law reform, entrepreneurial skills and creativity among principals of MSMs. Strategies and recommendations for reaching policy goals should be rooted in local needs and frames of reference. They should target and be accessible to those running MSMs in the region. This brief notes CIDA’s successes in this area, and shows how current programs can be adjusted to prioritize the achievement of policy goals and the development of strategies in cooperation with female-run MSMs, financiers, jurists and organisations like the OHADA operating in sub-Saharan Africa.
