131. New Meeting Note: Security and Development in the Sahel-Sahara

Abstract:
After the severe twin crises that nearly brought Mali to its knees in January 2012, the country is gradually recovering from their debilitating consequences. In August 2013, Mali successfully elected its new president, Ibrahim Boubacar Keïta, thus putting an end to an eighteen-month-long transitional government that was put in place following the March 2012 coup. Even though the violence has abated and renewed hope seems to be in the air, the structural causes of the Malian conflict are still stubbornly present and their consequences are still being felt by neighboring Sahel countries that suffer from similar underlying ills. The situation in Mali and other concerned states in the region generated a renewed interest in the Sahel-Sahara region and in efforts to stabilize this region. This prompted the International Peace Institute, the Executive Secretariat of the Strategy for Security and Development in the Sahel-Saharan Areas of Niger (SDS Sahel Niger), and the Centre for Strategies and Security for the Sahel Sahara (Centre 4S) to convene an international seminar on security and development in the Sahel-Sahara on February 15 and 16, 2013, in Niamey, Niger.

Abstract:
The Millennium Villages Project is a high profile, multi-country development project that has aimed to serve as a model for ending rural poverty in sub-Saharan Africa. The project became the subject of controversy when the methodological basis of early claims of success was questioned. The lively ensuing debate offers lessons on three recent mini-revolutions that have swept the field of development economics: the rising standards of evidence for measuring impact, the “open data” movement, and the growing role of the blogosphere in research debates.

Abstract:
The frenetic search for hydrocarbons in Africa has become so intense and wide ranging that there is planned or ongoing oil and gas exploration in at least 51 of the continent's 54 countries. Knowledge about Africa's geology is improving rapidly, generating great optimism about the continent's energy future. Onshore and offshore rifts and basins created when the African continent separated from the Americas and Eurasia 150 million years ago are now recognized as some of the most promising hydrocarbon provinces in the world. Offshore Angola and Brazil, Namibia and Brazil, Ghana and French Guyana, Morocco and Mexico, Somalia and Yemen, and Mozambique and Madagascar are just a few of the geological analogues where large oil fields have been discovered or are be-lieved to lie. One optimistic but quite credible scenario is that future discoveries in Africa will be around five timestheir current level based on what remains un-explored on the continent versus currently known sub-soil assets. If proven true, this could have a pro-foundly positive impact on Africa's future growth and strategic position in the global economy.

Abstract:
This study investigated the growing relation between Ethiopia and China in the last decade. It is possible for Chinese-Africa relations to be either complementary or competitive (or indeed both) and it has multifaceted features. Notwithstanding this multifaceted linkage, the study focused on one of the channels – the investment (FDI) channel. Other channels are explored depending on the degree at which they shed light on understanding the Chinese-Ethiopian investment relations, which is the subject of this study.

136. The Impact of China‐Africa Trade Relations: The Case of the Republic of Congo

Abstract:
The relations between China and Congo are already old since they began in 1963. However since the beginning of the 2000s, the economic relations between the two countries are characterized by an unprecedented dynamism. Congo’s exports and imports with China recorded a leap of 179.38% and 309.21% respectively for the period 2001-2005. Such a trend pushed analysts to predict that the relations between Africa and China should have a significant impact and lead to upheavals in the structure of African economies. Two tendencies emerged in the literature: the first predicts that these relations would have a negative impact, in the sense that they would provoke a competition that African producers would not be able to bear. The second predicts that these relations would enable African countries to consolidate their growth, thanks to the diversification of trade and the installation of infrastructures which were lacking - such as roads, bridges, hydro-electric dams, drinking water purification plants, etc.

Abstract:
Agriculture remains the most important sector in sub‐Saharan Africa and is a dominant form of livelihood for a majority of the population that resides in the rural areas. In Malawi, agriculture accounts for 35 percent of GDP and generates more than 80 percent of foreign exchange. In addition, agriculture is the most important occupation for 71 percent of the rural population in which crop production accounts for 74 percent of all rural incomes. However, agriculture has failed to get Africa out of poverty, and most countries are experiencing low agricultural growth, rapid population growth, weak foreign exchange earnings and high transaction costs (World Bank, 2008). In Malawi, for a long time, economic growth has been erratic (see figure 1) with huge swings and poverty has remained high. For instance, the annual growth rates in per capita gross domestic product averaged ‐2.1 percent in the 1980‐84 period, ‐2.7 percent in 1990‐94 period, 3.8 percent in 1995‐99 and ‐0.2 percent in the 2000‐05 period.

Afghanistan's future remains bleak. After a painful decade, all must now admit that Plan A (as outlined in the Bonn Accord1 and confirmed in the Afghan constitution has yet to create the necessary foundations for stability. Much of the international community privately acknowledges the gloomy outlook and now seeks a decent interval of stability after 2014 to distance itself from the responsibility for what might happen next as global attention turns to the jihadist threat in the Sahel region of Africa.

When, why and how has foreign aid facilitated, or hindered, democracy in recipient countries? Focusing on sub-Saharan Africa, this policy brief examines the impact of foreign aid on supporting transitions from one-party to multi-party regimes, preventing democratic breakdown and the erosion of civil liberties, enhancing vertical and horizontal accountability, and enabling competitive political party systems. Particular attention is given to the trade-offs and complementarities between different types of foreign aid, namely democracy assistance and economic development aid. Select policy recommendations are offered to improve aid effectiveness at bolstering democratic trajectories within the region.
