Abstract:
Since 1994, South Africa has seen an influx of refugees, asylum seekers, skilled professionals, and socio-economic migrants seeking security and better opportunities. However, this has led to challenges, including xenophobic violence. Despite efforts by civic organisations and the government, the problem persists. Therefore, there is a need for a mindset of peace to address the recurring violence. This article is concerned with exploring the problem of recurring xenophobia in South Africa by reviewing the approaches that have been followed in response to this phenomenon and proposing an alternative response of involving children in peacebuilding measures. It highlights the importance of empowering children and helping them develop the capacity to become agents of change, and raising them as peacebuilders in the communities where they reside. Underlining the role of educating for peace in transforming human society, it is believed that peace workshops could contribute to preparing young generations for sustaining positive relationships with those considered the ‘other,’ and thus consolidating peace in South Africa.

2. You’re not like us! Ethnic discrimination and national belonging in Nigeria

Abstract:
This study examines how Nigerians’ experience of ethnic discrimination relates to their sense of national identification vs. ethnic identification. A regression analysis reveals that the experience of discrimination prompts Nigerians to prioritise their ethnic identity over their national identity. The regressions also show that the negative effect of discrimination on an exclusive feeling of national identification is larger than its positive effect on an exclusive feeling of ethnic identification. These findings are robust to different operationalisations of discrimination and to the use of individual level survey data covering 36 African countries. Among the Nigerian population, Igbo ethnicity increased the likelihood of individuals prioritising their ethnic identity over their national identity, while Yoruba and Hausa/Fulani ethnicities had the opposite effect.

Abstract:
Institutions in some societies force employers to discriminate. I develop a theory of institutionalized discrimination. Optimal discrimination sorts workers from different social groups into complementary tasks. Workers in the politically dominant social group benefit from complementary labor supplied by oppressed group workers, but are harmed by competition from oppressed group workers for access to non-labor factors of production. The tradeoff between these two forces determines whether ethnic cleansing, institutionalized discrimination, or free labor markets are optimal for workers in the dominant group. I apply the model to apartheid South Africa and to the regulation of migrant labor in contemporary economies.

Abstract:
Bentham’s theory of utilitarian morality leads us to know that the purpose of economic activity is to ensure social progress for the happiness of the greatest number. Thus, excluding people from an economic system without considering their interests is considered a destruction of the common good. According to the United Nations (1962), population is one of the most important factors of economic productivity, as it influences the rate of development of a country. Women represent 49.6% of the world’s population and young people aged 10 to 24 represent 15.5% of the world’s population (UN World Youth Report, 2020; World Bank, 2020). In Cameroon, youth and women represent more than 60% of the population, but remain the most economically excluded (BUCREP, 2005). This reality appears to be a challenge for a country that wants to be an emerging country by 2035. The main objective of this paper is to show the role that entrepreneurial development could play in promoting the economic inclusion of youth and women in Cameroon. It is expected to raise awareness among public authorities as well as the private sector of the importance of economic inclusion of youth and women through entrepreneurship development. Based on studies carried out by credible international and local institutions, we focus on the challenges of entrepreneurship in the context of the economic inclusion of youth and women and the opportunity of entrepreneurship for the economic inclusion of young people and women in Cameroon.

Abstract:
Since mid-2021, in the period preceding the run-up to the South African Municipal Elections that took place on 1 November 2021 to elect councils for district, metropolitan and local municipalities, South Africa experienced a rise of vigilantism against migrants and anti-immigration activism. Vigilantism against migrants and anti-immigration activism existed before 1994 and in the post-apartheid era, and it has often resulted in, or triggered, xenophobic attacks and xenophobic violence. However, it is the emergence of anti-immigration groups that has given rise to some community members, especially in urban areas, conducting vigils aimed at enforcing the country’s immigration laws and labour laws relating to the employment of foreign nationals. The communities are also focused on enforcing compliance with municipal by-laws on the regulation, control and licencing required for hiring and use of municipal premises and facilities for trading by foreign nationals, and the Foodstuffs, Cosmetics and Disinfectants (FCD) Act 54 of 1972 together with public health regulations relating to the alleged selling of expired, contaminated, unsafe, unhygienic or counterfeit food and food products by foreign nationals mostly operating spazas or small shops. Anti-immigration groups include Operation ‘Dudula’, the social media-based Put South Africa First Movement, the South Africa First Party, and All Truck Drivers Foundation (ATDF), among others. Vigilantism against migrants in South Africa rose in intensity, scale and scope in the first quarter of 2022, reaching disturbing levels on 7 April 2022, when a Zimbabwean national living in South Africa, Elvis Mbodazwe Banajo Nyathi, was brutally assaulted and burnt to death in the Johannesburg township of Diepsloot.1 As vigilante groups continue to engage in anti-migrant activism and grow their grassroots support and geographical and regional coverage, this paper seeks to interrogate the legality, appropriateness and sustainability of vigilantism against migrants in South Africa. The analysis adds to the ongoing mainstream debate on illegal migration in South Africa.

6. The South African Truth and Reconciliation Commission and the Use of its Documentation: An Analysis

Abstract:
This paper investigates the extent to which the documentation that was generated by the South African Truth and Reconciliation Commission (SATRC) is being used to promote the healing of a post-apartheid society. Truth and Reconciliation Commissions (TRCs) are considered a primary human rights tool for post-conflict reconciliation and reconstruction. They investigate gross violations of human rights and international humanitarian law, uncover the truth, and promote forgiveness. In this regard, TRCs use restorative justice which focuses on the rehabilitation of perpetrators through reconciliation with victims. They offer a platform for victims and perpetrators to share their experiences in an endeavor to repair the social fabric damaged by violent or structural conflict.1 TRCs are expected to help post-conflict societies transition from a past of human rights violations to a democratic and peaceful post-conflict society where human rights are respected. TRCs, through the documentation they produce, make it hard for the perpetrators to deny the truth

Abstract:
Apartheid South Africa was noted for historical land dispossession, domination by the white group and disempowerment of the black population. Post-apartheid South Africa has struggled to address the land-related structural and physical violence in the country. Despite the implementation of land reform programmes since 1994, land inequality and impoverishment of black South Africans persist. The government’s failure to use land reform as instrument for socio-economic empowerment has engendered frustrations among those craving for land reform. This has found expression in farm attacks and murders. The subsequent instability in the farming sector and the categorisation of farm attacks as ‘white genocide’ have demonstrated the acute dynamics of the conversation, and the urgency to combat farm attacks, ameliorate the racial discourse and resolve the land question. Through unstructured interviews with key actors involved in the land and farm conflicts, the article engages the land attacks and ‘white genocide’ discourses and provides a more nuanced understanding of conflict recurrence in South Africa. It is claimed that unequal access to land and other intrinsic factors account for the destruction of lives and property on farms. It is concluded that, while white farmers are the major victims of farm murder, a conceptualisation of such as ‘white genocide’ does not adequately characterise the reality. One step among others would be for the government to inaugurate a ‘Panel of the Wise’, comprised of well-respected elders from all races, who would contribute to land reform and conflict-resolution strategies for the farms and agricultural sector.

Abstract:
After independence, Algeria’s ruling elites chose to suppress identity issues because they saw diversity as a source of division and a threat to their hold on power. The Hirak has challenged the official narrative and called for an overhaul of the established regime, but issues of Black Algerians and anti-black racism still remain absent from public debates. This paper discusses the absence of Black Algerians in on-going debates about democratization, national identity, and belonging in Algeria, and suggests ways in which to address this exclusion.

Mauritania has earned the title of slavery’s last stronghold due to the widespread existence of descent-based racial slavery in the country despite successive abolition decrees. This paper seeks to explain why the formal efforts to abolish slavery in Mauritania have failed, discusses the Mauritanian economy and the government’s official views on slavery, and puts forward recommendations to end slavery and slave-like conditions in the country.
