21. The Economic Agenda of the Islamist Parties

Abstract:
Islamist parties have gained newfound political power across the Arab world. Four parties in particular—Tunisia's Ennahda, Egypt's Freedom and Justice Party, Morocco's Justice and Development Party, and Jordan's Islamic Action Front—have either made a strong showing at the ballot box or are expected to in upcoming elections. Their successes have dredged up fears about their political and social ambitions, with worries ranging from the enforcement of sharia law to the implications for Western tourists on these countries' beaches. Meanwhile, the parties' economic platforms have largely been overlooked, despite the serious challenges that lie ahead for the economies of the Arab world.

22. Continuity and change in Tanzania's ruling coalition Legacies, crises and weak productive capacity

Abstract:
This paper presents analyses of the current composition of Tanzania's ruling coalition, comprised mainly of the ruling party (the CCM), the bureaucracy and the military, of how it has changed over time and of how its funding has evolved. Specifically, it discusses how historical legacies, structural changes in the economy and specific crises have influenced the composition of the ruling coalition, the holding power of its factions and the strategic use of resources to maintain its power. The paper concludes that Tanzania's ruling coalition is presently characterised by conflicts and bargaining among strong factional elites within the ruling coalition and by the increasing power of its lower level factions. Opposition parties are largely excluded from influence and remain weak. Economic entrepreneurs in the formal productive sectors are few and poorly organised. Their relations with the ruling coalition are ambiguous and largely informal, although exchanges of money and rents are of increasing importance in the relationship. Moreover, informal sector entrepreneurs and smallholders in agriculture are largely excluded from the ruling coalition. There is little evidence that the ruling coalition – despite decades of political stability – has used its position to build and strengthen the productive capacity of domestic entrepreneurs.

23. Republic of Guinea: an analysis of current drivers of change

Abstract:
Since gaining independence from France in 1958, Guinea has remained relatively stable and has never experienced violent conflict. Until the bloodless military coup of 2008, it had had only two governments: the socialist administration of Sékou Touré (1958-1984) and the liberal regime of Lansana Conté (1984-2008). Despite some moves towards a more democratic system, including the adoption by referendum of a new constitution in 1990, the latter years of the Conté government were marked by bad governance, human rights violations, weak rule of law and impunity. This was compounded by the prolonged illness of the president, whose fitness to govern was widely doubted, and by 2003 there were fears that Guinea could become yet another failed state.

Abstract:
Evidence suggests that a lack of effective checks and balances against corruption undermines the rule of law, the protection of human rights and economic growth in sub-Saharan Africa. This article suggests the need for an international treaty to establish an African commission against corruption, involving United Nations inspectors to investigate and prosecute corruption. A range of evidence is reviewed suggesting that pressure from constituents as well as international organizations may be effective in compelling African leaders to sign this type of protocol.

25. Diversity, Unity, and Nation Building in South Sudan

Abstract:
The government of South Sudan and its development partners appear to be heavily focused on state building and less so on nation building: the question of how to turn the young state into a nation in which all South Sudanese can see themselves represented. Whatever projects a new country conceives, it has to view nation and state as inseparable components of the same project, not focusing too much on one without investing in the other. Most South Sudanese interviewed for this project assert that the most obvious impediment to national cohesion is exclusion from the national platform, especially exclusion along ethnic lines. Corruption, nepotism, and exclusion from access to government jobs were also raised as issues that the government will need to address directly for citizens to have pride in their nation. There is a widespread sense of worry about the viability of South Sudan as a nation due to insecurity, especially insecurity rooted in the current ethnic conflicts occurring in seven out of the ten states. Both political leaders and ordinary citizens recognize the importance of national unity and the equitable display and celebration of cultural diversity as a national asset; representation of all ethnic nationalities and creation of a broad-based government is central to South Sudan's transition to nationhood. The immediate challenge involves creating programs that promote citizenship in the nation over ethnic citizenship. The opaque climate of the transitional constitutional review process has not earned the government much trust from all sectors of society, and this has made for a bad start toward national consensus. As a multiethnic society, South Sudan also is confronted with the question of a language policy. To speed up the process of nation building, the government will need to transform current discussions on language into practical decisions regarding the development of a national language. Identifying five national languages that represent the three greater regions of the country would be one way to approach it. Ultimately, a viable South Sudan has to stand on four strong pillars: political unity, a disciplined military, quick and equitable service delivery, and a vibrant civil society.

26. Resistance and Denial: Zimbabwe's Stalled Reform Agenda

Transition and reform appear stalemated in Zimbabwe. Profound deficits remain in implementation of the Global Political Agreement (GPA) signed by Zimbabwe's three main political parties in September 2008. Prospects are remote for engaging core security and law-and-order concerns before elections that are anticipated within twenty months. Nothing significant has changed in the half year since April 2011, when the GPA's Periodic Review Mech­an­ism reported that most outstanding issues were unresolved; that negotiated solutions are followed by interminable delays in execution appears to have become an entrenched pattern. Opportunities to build a foundation for sustainable political and economic recovery are consistently undermined. Violence and repression are pressing concerns; the police appear unwilling or unable to provide effective deterrence or remedy and the expectation of a more proactive engage­ment by the Joint Monitoring and Implementation Committee (JOMIC) around issues of political violence has yet to bear fruit.

Le transfèrement à La Haye de l\'ancien président Laurent Gbagbo inculpé par la Cour pénale internationale (CPI), douze jours seulement avant les élections législatives du 11 décembre 2011, a alourdi l\'atmosphère politique. Au lendemain de ces élections marquées par une très forte abstention, le pays est toujours exposé à de sérieuses menaces. La faiblesse et le déséquilibre de l\'appareil de sécurité et l\'exercice d\'une justice à deux vitesses confortent les extrémistes dans leurs convictions et constituent les deux principaux défis que le pouvoir doit relever dans les prochains mois. Si le vote s\'est déroulé dans le calme, la campagne qui l\'a précédé a été marquée par des incidents qui ont rappelé que la violence politique est toujours d\'actualité. L\'installation d\'une nouvelle Assemblée marque une nouvelle étape dans la normalisation, mais le pays n\'est pas pour autant sorti de l\'ornière.

The threat posed by organized crime is not confined to serious crimes such as racketeering, the global drug trade, or human trafficking. For many developing countries and fragile states, powerful transnational criminal networks constitute a direct threat to the state itself, not through open confrontation but by penetrating state institutions through bribery and corruption and by subverting or undermining them from within. Governments that lack the capacity to counter such penetration, or that acquiesce in it, run the risk of becoming criminalized or “captured” states. This paper examines whether Kenya faces such a threat.

30. Guinea: Reforming the Army

After decades of bad governance and misuse, the armed forces are a potential source of instability which could still throw Guinea and the region into chaos. At the very least, if not reformed thoroughly, they will continue to pose a threat to democratic civilian rule. The recent establishment of a transitional government and the ongoing, although fragile, electoral process are a significant opportunity. Getting army reform wrong could have disastrous consequences for the country's political future. Getting it right entails numerous technical challenges, redefining the relationship of the armed forces with civilian power and addressing the critical issue of military financing, in order to create disciplined, effective and affordable armed forces. The suspension of the second round of the presidential elections, originally scheduled for 19 September, has heightened tension. Though the army has remained neutral, fears remain that if the election is not completed successfully and without excessive delay, it may seize the opportunity to intervene again. This would be a major setback to any prospect of medium-term reform, which requires respect for civilian rule and oversight. The army's well-deserved reputation for indiscipline and resistance to democratic civilian rule is a product of its troubled past. The country's first two presidents both manipulated the armed forces to their own political ends, allowing insubordination to develop, and bought off senior ranks with patronage opportunities. Mutinies over poor conditions, and waves of irregular recruitment characterised the last years of President Lansana Conté. The junta that took over on his death in December 2008 further exacerbated the situation in the military. Its leader, Dadis Camara, used the army against political opponents, fostered tension between the junta and the rest of the armed forces and recruited ethnic militia.
