1. Women’s Education and Professionalism in Post-Conflict Liberia

Abstract:
Liberia presents a unique case study in the constant evolution of gender roles in post-conflict African States. Seizing upon the social transformation of the post-conflict environment, Liberian women built upon their peacebuilding roles in an attempt to leverage their newly expanded presence in the public sphere into broader professional and political representation. Though women’s renewed civic engagement and the election of Ellen Johnson Sirleaf seemed to solidify women’s gains, Liberia remains a largely patriarchal society where women continue to be defined through an essentialist perspective – as wives, mothers, and peacemakers. Instead of fighting against this perception and the patriarchal status quo, women have largely played into this, understanding that it is an entry point by which they can justify their space in the decision-making process. Playing into this essentialism has been fruitful for several women’s peacebuilding organizations in the reconstruction era and has afforded them access to financing from international organizations eager to support their own simplified notions of gender mainstreaming. However, the inability of this approach to meaningfully shift the status quo is apparent when analyzing the struggles that professional women continue to face even as they attain an education and attempt to enter political life. This paper argues that while the essentialist approach to increasing women’s representation may appear to be an effective strategy initially, it continues to limit meaningful change in gender equality in the long-run. This paper concludes by making recommendations for policymakers and international organizations interested in furthering women’s political representation and participation in more meaningful and sustainable ways.

Abstract:
In the first issue of our 20th volume, the cooperative and conflictual nature of climate change in international relations is explored. Rafael Leal-Arcas analyzes the necessity of a symbiotic relationship between bottom-up and top-down negotiations to implement clean energy consumption. Following, Caitlin Werrell and Francesco Femia begin this issue's dialogue on climate change and security. Carmel Davis discusses the effects of climate change on Sub-Saharan Africa's ability to develop and subsequently mitigate conflict. Similarly, Ziad Al Achkar outlines the economic, environmental, and security threats in the Arctic as its ice continues to melt. Zhao Ang then discusses China's ability and incentives to pursuing a greener economy. Following, Buddikha Jayamaha, Jahara Matisek, William Reno, and Molly Jahn discuss the security and development of climate change implications in the Sahel region. The main portion of this issue proudly concludes with the Journal's interview with former Swiss Ambassador Therese Adam on climate change negotiations and the great potential for civil society engagement. Following the climate change portion of this issue, we feature a special sup-topic: Africa Rising. Here, Peter Schraeder discusses the effects of President Donald Trump's foreign policy in Africa. Juan Macías-Amoretti analyzes the role of Islam in Moroccan politics, while Karim Bejjit concludes with a discussion on Morocco's growing relationship with the AU.

Abstract:
Changing weather patterns increasingly shape battlefield dynamics in civil wars. Civil wars have complex origins and once violence erupts, local, regional, and global drivers, including changing weather patterns, shape the processes of conflict.1 As one study published in Nature indicated, the “stability of modern societies relates strongly to the global climate.” Others have shown that climate change undermines ‘human security’ and that warming temperatures lead to an increase in crime. Some contend that climate change research has overdramatized the causes of certain wars while downplaying important pre-war cleavages. Finally, some studies show the difficulty of drawing a direct causal link between climate change, statistically significant changes in weather patterns due to anthropogenic activity, and civil war on-set. Our field research provides further clarity and greater nuance on these debates and studies by investigating various processes and variables involved with local-level violence, environmental changes, and weather shifts. Additionally, there has been a change in the character of battlespaces, fragile food systems, and food (in)security, which highlights how changing weather patterns directly impact the formation of new battlespace dynamics and the processes of violence in the Sahel. Indeed, there is significant evidence that links temperature and rainfall shifts with decreases in political stability in the Sahel (see Figure 1). For the purposes of this article, we restrict our analysis to the central portion of the Sahel, specifically the Lake Chad Basin (LCB) area, which is bordered by Chad, Cameroon, Niger, and Nigeria. Already, there is substantial evidence linking temperature and rainfall shifts with decreases in local and regional political stability across the Sahel (see Figure 1). While some research finds “limited support for viewing climate change as an important influence on armed conflict,” our field work and research into the LCB illustrates how weather is impacting it specifically regarding new dynamics of violence.

4. Implications of Climate Change for Security in Sub-Saharan Africa: Increased Conflict and Fragmentation

Abstract:
What are the implications of climate change for security in low-income countries? As global warming approaches and passes 1.5°C, climate change will reduce income, disrupt social relations, and fragment authority. I focus on Sub-Saharan Africa (SSA) because its large agricultural sector is sensitive to climate change and will likely see effects earlier than in other regions. The first section discusses climate change, particularly on the large agricultural sector in SSA. The next two sections analyze two channels by which climate change will affect SSA. First, a survey of quantitative analyses demonstrates a correlation between the level and growth of income and the outbreak of civil wars; climate change will likely decease income in the agricultural sector so the frequency of civil war outbreak will likely increase. Second, climate change will reduce the salience of then-current qualitative strategies of survival and increase the salience of new ones, which will likely increase social disruption and reduce government authority. The last sections discuss adaptation and conclude that a major effect of climate change will be fragmented authority and increased disorder in low-income areas.

Abstract:
Observers familiar with Moroccan political affairs realize that foreign policy remains largely a reserved domain of the king who, in concert with his own advisors, not only defines the strategic vision and sets up the priorities, but also takes an active role in implementing such policies.4 In recent years, this proactive disposition has involved frequent and extended official visits to scores of countries including several that for decades had uneasy relations with Morocco. The cornerstone in the royal agenda as far as the African continent is concerned is building strong economic partnerships and enabling both the governmental and private sectors to invest in projects that have a clear structural impact on the national economies of African countries such as agriculture, energy, industry, tourism, telecommunication, banking, and Human Resources. As much as it seeks to establish solid and lasting frameworks of profitable cooperation, this economic orientation goes a long way toward consolidating political rapprochement and helps create a suitable environment for other forms of cooperation at the regional and international levels.

Abstract:
One of the key factors to understanding contemporary politics in North Africa is the ideological use of Islam in the political sphere.1 Understood as a main foundation of North African cultural background and political identity, Islam has been present in the political discourse since the very emergence of the National states in the post-colonial era. Predating self-government in the form of sovereign states in the mid-1950s, Islam and Islamic law were also used by colonial forces to deal with the local elites and to legitimate their political rule and their economic and military administration. In any case, Islamic history has provided a powerful element of unity to North African societies in the form of Sunni and Mālikī trend, thus contributing to the social, political, and juridical order. Despite the diverse trends and symbolic representations of Islam in the cultural and spiritual fields in North Africa, there is little doubt about the centrality of the Islamic discourse in contemporary politics as it can be stated that Islam is one of the main power resources in the political competition among elites. The case of the ‘Alawī Kingdom of Morocco is especially relevant.

Abstract:
This article explores what Donald J. Trump’s victory in the 2016 presidential elections has meant for U.S. foreign policy toward Africa. It is devoted to answering a simple question: What do the policies associated with “Making America Great Again” mean for an African continent in the midst of profound transformations that this special issue of The Journal of Diplomacy and International Relations has referred to as “Africa rising”? Despite expectations that a successful businessman would usher in a new era of U.S. trade and investment, the reality of U.S.-Africa relations has been a period of continued White House neglect, intensified by unfilled Africa-related posts throughout the national security bureaucracies and especially the State Department. The Trump administration has instead pursued a militarybased, counter-terrorism approach originally set in place by the George W. Bush and largely continued under the Barack Obama administrations. Other broad foreign policies, especially those related to immigration, have had negative repercussions on the African continent. Africanists have been particularly dismayed by racist, Africa-related statements, most notably by President Trump. The net result has been the exact opposite of “Making America Great Again,” at least within the context of U.S.-Africa relations. The Trump administration has instead marginalized a rising Africa within the regional hierarchy of U.S. foreign policy, in essence ceding the field of maneuver for the immediate future not only to U.S. allies, such as France and Great Britain, but U.S. competitors, most notably a rising China and a resurgent Russia.

Abstract:
For the Journal’s 19th issue, we explore modern populism across the world. Richard Aidoo looks at the landscape of anti-Chinese populism in the context of Africa’s resource scramble, while Alexander B. Makulilo takes an in depth look at the siren song of populism in Tanzania. Marten Brienen and Carlos de la Torre hone in on populism in Latin America, exploring its early 21st Century evolution and its relationship with democracy respectively. Additionally, the Journal is proud to publish an interview with Ron Boquier and Raul Castillo, both of whom are active supporters of human rights in Venezuela, a county was a harbinger of recent global populist sentiment. Outgoing editor Joel Martinez speaks with Boquier and Castillo on the roles of the United Nations and United States in helping to advance democratic reform in the country.

Abstract:
From Mao Zedong’s Great Leap Forward to Deng Xiaoping’s Opening Up, through Jiang Zemin’s Going Out (also known as the Going Global strategy) to Xi Jinping’s recent Chinese Dream, China has pursued diverse diplomatic engagements with African countries within these broad development visions. These engagements have evolved along with Africa’s changing political and economic circumstances, as well as China’s resurgence as a global economic power. Most significantly, in large parts of the developing world (including Africa), China has shifted away from its support for the struggle for ideological identity to assume geopolitical and geo-economic weight, as anti-imperialism rhetoric and support have given way to its business-is-business mantra, and noninterference diplomacy. In other words, from the late 1970s, Africa encountered Beijing’s gradual shift away from an ideological proselytizer to a global economic adventurer. After the Cold War, Chinese influence in Africa has grown significantly as it has traded, invested, and constructed its way to the most relevant economic partner to African economies. Chinese capital, aid, expertise, and diplomacy have brought increasing numbers of Chinese to the continent to serve as expatriate workers as they heed the call to “go out” and enhance the national ambitions and seek personal fortunes. In the past two decades, it has been remarkably evident that the relationship between China and Africa has entered into a different phase. Contrary to the rather simplistic and unilinear account of China’s scramble of the African continent, current engagements are rather complex with China as a pragmatic economic actor with both complementary and competitive impacts that draw different reactions from African populations – from the often reported embrace to intense local anger in certain parts. Along with a political independent and largely democratically governed Africa, China is also currently engaging mostly empowered African populations who will readily assert and preserve their sovereignties, political rights and civil liberties through public protests, pronouncements and political competitions like elections, and referendums. So, in spite of Beijing’s touted African embrace as the partner-in-development option for African states, some growing popular resentment for “most things Chinese” in some parts of Africa is confronting China as it deals with a continent in transition. Alternatively, though the effectiveness of popular African reactions towards the Chinese in African countries may be shaped by factors such as regime type, and economic status of the state in question,3 sustainability and longterm impacts of these people centered movements depend on more than any visceral efforts. Consequently, how will Beijing’s motives and strategies in Africa be impacted by popular reactions as African populations look to the past and present?

10. Against Foreign Capital?: The Populist Temptation in Tanzania

Abstract:
Populism has always been a contested concept. However, its core message across definitions is simply in defense of the “common people” who are often regarded as marginalized. Hence, as a movement, it claims to seek for “inclusion.” In this regard, its core assumption is just doing away with elites and establishes a more direct democracy thereby reducing inequality and exclusion. As a leader, a populist is associated with “a strongly personalistic leadership style; outsiderism, or the claim that the new leader does not originate from among the existing political class; an anti-system, antiinstitutions and anti-organisations rhetoric, often targeting political parties and political corruption; a call for restoring ‘the power of the people.’” This indicates that an individual leader becomes the center of politics in a polity thereby undermining political institutions. This, in turn, suggests “decisionism” and lack of predictability in the political system. As such, a populist leader tends to free himself from any kind of institutional control hence promoting institutional decay. As such, populism is “anti-party, antielite, anti-establishment, anti-political.” Indeed, populists are hostile to the rich, to finance capital, and to big corporations.
