931. After the Arab Spring: How the Media Trashed the Transitions

Abstract:
The media played a key role in mobilizing the Arab uprisings of 2010-11, but played a far more negative role in the transitions which ensued. Rather than constituting new public spheres for the negotiation of new identities and institutions, or acting as watchdogs on the emergent regimes, the media in most Arab states contributed to social polarization, popular discontent, and the resurgence of old regimes. While the potentially destructive role of media can be found in all attempted democratic transitions, the Arab cases had several unique characteristics, including the prominent role of transnational broadcasting, the new social media environment, and divisive questions about Islamist movements. This article traces the role of the media in the Arab transitions across three distinct levels: transnational broadcasting, domestic public and private broadcasting, and social media. All three played destructive roles, with transnational television becoming a weapon for proxy wars by regional powers, national media being captured by old elites and private interests, and social media encouraging polarization and informational clustering. Very similar patterns emerge in Egypt and Tunisia, the two key potential democratic transitions following the Arab uprisings.

Abstract:
In the early part of the twentieth century, the small group of revolutionaries who became the Russian Bolsheviks developed an alternative theory of civil society. Burke, Tocqueville, and even Russian intellectuals believed that civil society was fundamental to democracy; Lenin believed that the destruction of civil society was crucial to totalitarian dictatorship. But by attempting to control every aspect of society, totalitarian regimes would eventually turn every aspect of society into a potential source of dissent, as in the cases of Czechoslovakia and Poland. Yet in many other societies heavily influenced by Soviet ideology—those in Belarus, Central Asia, China, Cuba, parts of Africa, and much of the Arab world—those in power remain attached to the old Bolshevik idea that independent civic institutions are a threat to the state.

Abstract:
Reflecting upon the ambiguous relationship between international civil servants and international law in both theory and practice, this review essay examines several recent books that address the life and legacy of Dag Hammarskjöld, the second Secretary-General of the United Nations. Drawing upon recent theoretical work regarding international organizations, the essay argues that the authority of international civil servants should be understood as operating through three distinct yet interconnected modalities of discourse and practice: legal, moral and expert. Moreover, a comprehensive account of the authority exercised by international civil servants must take account of how they respond to any tensions that arise between their bases of authority as well as of their shifting relations with other ‘global governors’. The essay considers the depiction of Hammarskjöld by each of the books under review, highlighting the sometimes overlooked interconnections between the different sources of authority upon which he drew and suggesting some starting points for an alternative, integrated account of his thought and practice.

934. The Modern Practice of Intervention by Invitation in Africa and Its Implications for the Prohibition of the Use of Force

Abstract:
This article examines how two prominent criteria for permissible military intervention by invitation as developed in doctrine are currently implemented by states as well as how this impacts the prohibition of the use of force. Controversies concern, in particular, the determination of the authority entitled to extend the invitation, as recently illustrated by the Russian claim that its military intervention in the Crimea was based on the invitation of (former) President Yanukovych. Does the inviting authority need to enjoy democratic legitimacy and/or be in de facto control of a state’s territory? Furthermore, it remains highly contentious whether an invitation for forcible intervention may be extended during a civil war. By analysing modern state practice in Africa – where most of the contemporary invitations for military assistance occur – and comparing it with recent developments in other regions, the author concludes that effective control rather than democratic legitimacy is (still) the point of departure for determining the legitimate government of a state. Once recognized, incumbent governments enjoy a large discretion when inviting military assistance from foreign governments. They seem to retain the right to military assistance even in situations of civil war and while exercising limited control over the territory.

Abstract:
This article presents a critical engagement with the issue of force and intervention undertaken with the consent of the state in whose territory it ultimately occurs and offers a critical assessment of Erika de Wet’s article ‘The Modern Practice of Intervention by Invitation in Africa and Its Implication for the Prohibition of the Use of Force’. It considers the different interpretative approaches suggested for consent and the Charter of the United Nations’ prohibition of force as well as the principle or principles that have come to govern the issuing of valid consent in international law. The contribution turns to some of the methodological positions taken in exploring the continuing validity of the so-called ‘effective control principle’ in modern African practice, and, as it does so, it probes the utility of questions for the jus ad bellum of ‘other’ international law (such as developments within the jus in bello and the law on self-determination).

Abstract:
Gender equality is an international norm that stipulates the equal right of women, men and gender minorities to access opportunities and resources, regardless of the sex with which they were born and the gender with which they identify. In the context of the security sector, this means that women and men should have equal opportunities to participate in the provision, management and oversight of security services, and that the security needs of women, men, boys and girls should be equally considered and effectively responded to. While ECOWAS recommends that the specific security and justice needs of men and women, boys and girls are fully integrated into all reform processes and governance mechanisms applicable to the security sector, the transition from theory to practice often proves challenging. Tool 8 of the Toolkit for Security Sector Reform and Governance in West Africa is designed to provide practitioners with action-oriented guidance for tackling this challenge. It may be most useful to national actors involved in the governance of security institutions and to those who partake in democratic oversight. This Tool aims to facilitate the identification of effective entry points for integrating the aims of gender equality in national legislation, strategies and budgets for security; in the management of security institutions; in the delivery of justice and security services and in national defence; as well as at all stages of internal and external oversight of the security sector.

938. Why Are Indian Children So Short?

Abstract:
India's child stunting rate is among the highest in the world, exceeding that of many poorer African countries. In this paper, we analyze data for over 174,000 Indian and Sub-Saharan African children to show that Indian firstborns are taller than African firstborns; the Indian height disadvantage emerges with the second child and then increases with birth order. This pattern persists when we compare height between siblings, and also holds for health inputs such as vaccinations. Three patterns in the data indicate that India's culture of eldest son preference plays a key role in explaining the steeper birth order gradient among Indian children and, consequently, the overall height deficit. First, the Indian firstborn height advantage only exists for sons. Second, an Indian son with an older sibling is taller than his African counterpart if and only if he is the eldest son. Third, the India-Africa height deficit is largest for daughters with no older brothers, which reflects that fact that their families are those most likely to exceed their desired fertility in order to have a son.

Abstract:
The publication of this issue is foreshadowed by the tragic drowning of hundreds of migrants, including Africans, in the Mediterranean Sea (BBC News 2015, Rosen 2015, Walsh, Almasy and Botelho 2015, Traynor 2015, Fottrell 2015). The sheer size of these drownings have once again caused popular horror and contemplation on causes and consequences of migration. The projection by the International Organization for Migration (IOM) that these deaths could increase to over 30,000 just in 2015 is anxiety provoking and shocking (AlJazeera News 2015, Brian and Laczko 2014). The drownings have also caused increased focus on the policies of popular destination countries and regions and critiques of the harshness of these regimes as well as calls for more humane migration policies, research and documentation of the root causes of migration, and heartrending accounts of migrants’ motives and harrowing experiences (Clegg 2015, Barker 2014, Kassam 2014). As well, they have caused intensified media attention to the circumstances that propel migration from various African countries and the choice of destinations in Europe. These conditions and circumstances are hardly new. Neither are the tales of woe that attend the serious decision to abandon familiar misery of migrants’ homelands in hopes of somehow experiencing the miracle of success in unknown climes (Sy 2006, Ndege 2006, Morris 2005, Bailey 2005, Travis August, Kingsley 2015).

Abstract:
The economic outcomes of a minority group may be adversely affected by the cultural differences between it and the majority group. On the other hand, cultural differences may lead a minority group to concentrate in enclaves, which can offset to some extent the negative effect of cultural discrimination. We examine how the relative size of a minority group and cultural differences between groups can affect economic outcomes. We begin by specifying a simple theoretical framework and then characterize an economy with four ethnic groups that differ culturally and in size. We then test the effect of these differences on economic outcomes. The results indicate that the difference in earnings between native Jews and Ethiopian immigrants and between native Jews and Israeli Arabs is due to taste-based discrimination.
