This paper provides an analysis of the ongoing stabilization and state-building process in Afghanistan with a focus on rule of law. It has two aims: first, to situate rule of law reform within the framework of the broader stabilization and state-building effort in Afghanistan. Second, to analyze if and how the internationally-supported and implemented strategies for rule of law reform are contributing to the promotion of rule of law in Afghanistan.
This paper presents an analysis of the so-called "Af-Pak" strategy and what it means for the NATO and its International Security Assistance Force (ISAF) mission. Because the role of NATO in the Pakistan portion of the strategy is extremely limited, this paper focuses on the elements directed toward efforts in Afghanistan. It is based completely upon open-source materials. The primary sources are three key documents: the White House press release on what's new in the strategy, President Obama's remarks announcing the strategy, and an interagency white paper that was released simultaneously. These are complemented by published interviews with and newspaper quotes from key individuals such as General David Petraeus, the commanding general of US Central Command and head of the American combatant command responsible for US military efforts in Afghanistan.

Over the last few years, Afghanistan has become less stable and less secure. There were more than 2,000 civilian casualties in 2008 - more than in any other year since the Taliban regime was overthrown in 2001, and an increase by 40% in comparison to 2007. Coalition forces suffered 294 casualties in 2008, also the highest number so far. This is the direct consequence of a rise in Taliban and insurgent activity, mostly in eastern and southern Afghanistan.

Operations in Afghanistan pose a strategic challenge for NATO, not only because it is the largest and longest duration combat operation in the history of the Alliance, but also because of the fissures that the International Security Assistance Force (ISAF) has exposed among NATO members. These difference include questions on how to characterize and approach the violence in Afghanistan and the relative military contributions by member states to the first and thus far only operation conducted by NATO under Article V. Allegations that some members have not been carrying their fair share of the burden have raised the specter of a "two-tier" alliance.

Afghanistan has recently embarked on the process of joining the World Trade Organisation (WTO). While increased trade can help lift countries out of poverty, the experience of countries at similar levels of development to Afghanistan's which have joined the WTO suggests that, unless great care is exercised, the terms of that member ship may adversely affect poverty reduction. This paper seeks to identify how Afghanistan can give itself the best possible chance of achieving a WTO accession package that supports its efforts to develop sustainably and to reduce poverty.
This paper outlines urgent action necessary to address immediate challenges in Afghanistan and to avert humanitarian disaster. It does not seek to address all issues of concern but focuses on essential policy change in development and humanitarian spheres. While aid has contributed to progress in Afghanistan, especially in social and economic infrastructure – and whilst more aid is needed – the development process has to date been too centralised, top-heavy and insufficient. It is has been prescriptive and supply-driven, rather than indigenous and responding to Afghan needs. As a result millions of Afghans, particularly in rural areas, still face severe hardship comparable with sub-Saharan Africa. Conditions of persistent poverty have been a significant factor in the spread of insecurity.
Existing measures to promote peace in Afghanistan are not succeeding. This is not only due to the revival of the Taliban, but also because little has been done to try to ensure that families, communities, and tribes - the fundamental units of Afghan society - get on better with each other. War has fractured the social fabric of the country and, in the context of severe and persistent poverty, local disputes have the potential to turn violent and to exacerbate the wider conflict. But there is no effective strategy to help Afghans deal with disputes in a peaceful and constructive way.

Increasing insecurity and criminality is jeopardising progress in Afghanistan. With low government revenues, international assistance constitutes around 90% of all public expenditure in the country, thus how it is spent has an enormous impact on the lives of almost all Afghans and will determine the success of reconstruction and development. Given the links between development and security, the effectiveness of aid also has a major impact on peace and stability in the country. Yet thus far aid has been insufficient and in many cases wasteful or ineffective. There is therefore no time to lose: donors must take urgent steps to increase and improve their assistance to Afghanistan.
Sunni Islamist movements are gradually emerging as a significant part of Lebanon's power scene. The Lebanese army's three-month military campaign against one such movement, Fateh al-Islam, in the Nahr al-Bared Palestinian refugee camp in North Lebanon, which ended in early September, triggered a fierce debate about these groups and their political and social agendas. Until recently, Islamist arguments did not resonate with the majority of Lebanon's Sunni Muslims. However, turbulent events and an incoming tide of public opinion following the wars in Afghanistan and Iraq, the assassination of former prime minister Rafi q al-Hariri in February 2005, a rising tide of sectarianism across the region, and the Israeli war against Hizbollah and Lebanon in July 2006 have all given Islamists a framework for advancing their agenda among Lebanon's Sunna. They are no longer an irrelevant political force.
