The Obama administration spent nearly a year reviewing the situation in Afghanistan and vetting war options amid protracted interagency deliberation and partisan debate. By the end of 2009, President Obama affirmed his administration's commitment to degrading the capabilities of terrorist groups ensconced in Afghanistan and Pakistan and announced that, by the end of July 2011, the US would begin a conditions-based transfer of responsibility to the Afghan government and security forces, enabling the United States to diminish its kinetic military activities in favour of a more "typical" presence with Washington continuing to providing development and economic assistance, plus training for military and civilian personnel. Thus the counter-insurgency mantra of "clear, hold and build" became, under Obama, "clear, hold, build and transfer." This paper evaluates the viability of the "clear, hold, build and transfer" approach in light of the structural challenges to each element and the pressure to deliver results in a short time-frame amid difficult security conditions.

Abstract:
An initiative by the Ministry of Public Health in Afghanistan to expand health services throughout the country, including rural communities, and supported by donors including USAID, has vastly expanded access to primary health care services, significantly reduced child mortality, and increased the capacity of the Afghan government to provide an essential service to its people. The program is based on principles of equity, national ownership, community engagement, and women's equality, and it warrants continued development. Many challenges remain, not least expanding services in insecure areas, and a more stable environment could better enable the Ministry of Public Health to achieve its goals. The U.S. military has supported health services development for the Afghan army and also offers significant emergency care services to civilians in insecure regions, training for health workers, construction of health facilities and other health-related programs. The military's civilian health initiatives, largely disconnected from the Ministry of Public Health, are short term, ad hoc, and unsustainable, and to date have lacked a consistent rationale or strategy, and have not been subject to evaluation. U.S. counterinsurgency strategy seeks to mesh development and security objectives through activities that enhance the legitimacy of the Afghan government in the eyes of its people. In the field of health, there are considerable tensions between counterinsurgency and development strategies, which must be addressed to increase the capacity of the government and meet health needs of the people.

Abstract:
Since the fall of the Taliban in 2001, the Afghan media sector has experienced dramatic growth in all areas: television, radio, print, internet, mobile phones. As such, the sector holds tremendous potential for making significant contributions to peacebuilding in the country. However, the media sector also confronts numerous challenges that impede its ability to realize this potential – which can only be addressed through the combined efforts and attention of international and domestic stakeholders alike. Among the most pressing challenges is resolving the tension between information operations and counterinsurgency, on the one hand, and developing a viable, credible media sector on the other. All too often efforts to counter extremist messages through expanded military and government access to the airwaves (via purchased air time and proliferating “radio in a box” broadcasts from military outposts) have had a negative impact on both media market economics and media credibility. Sustainability is also a significant issue. A glut of media outlets has arisen that are privately licensed yet sustained by international donor funds and strategic communications money. This has had a deleterious effect on the perception of media, and its effectiveness as a guardian of public interests. The shortcomings of state-owned RTA as a public broadcaster further contribute to this, leading many experts to call for greater investment in long-term training and mentoring as well as regulatory reform to limit government manipulation of the airwaves. Other significant areas for improvement: greater emphasis on quality and diversity of programming (including a need for more Pashto language programs), enhanced efforts to provide security for media practitioners, more professional communications training for Afghan government officials, and more extensive research and understanding of Afghan media consumers themselves.

For nearly a decade, the Afghan military has been promoted as the cornerstone of counterinsurgency in the country. Billed as a rare success story in a conflict with few bright spots, the Afghan armed forces will undoubtedly prove pivotal to stabilising Afghanistan. Yet nine years after the fall of the Taliban, there appears to be little agreement between the government of President Hamid Karzai and its international backers on what kind of army the country needs, how to build it or which elements of the insurgency the Afghan army should be fighting. Persistent structural flaws meanwhile have undermined the military's ability to operate independently. Ethnic frictions and political factionalism among high-level players in the Ministry of Defence (MOD) and the general staff have also stunted the army's growth. As a result, the army is a fragmented force, serving disparate interests, and far from attaining the unified national character needed to confront numerous security threats. There is a strong need to strengthen civilian input into military development, confront corruption and factionalism within the MOD and general staff and to place sustainability of the armed forces at the forefront of Afghanistan's national security strategy.

Counterterrorism has, in the last ten years, come to the fore of international relations, and remains in the news almost daily. This is due in large part to the ongoing conflicts in Afghanistan, Iraq, and Pakistan, which in turn have also prompted something of a backlash against such military or “hard” approaches to countering terrorism. Partly in response, states and civil society have sought out softer, often preventive, measures to deal with violent extremism, many of which have been deemed more successful than military approaches and less likely to foment a new generation of violent extremists. However, problems remain.

Abstract:
The tone of the conference was set by the leitmotiv of LISD's Afghanistan project work since 2001: “by, for, and with the Afghans and Afghanistan.” Most importantly this focuses on Afghan ownership and Afghan sovereignty, and the capability to determine the nation's destiny. However, the atmosphere and attitudes in and around Afghanistan seem to have noticeably shifted in the last eighteen months, especially with regard to the growing trust deficit between Afghans and the international community. Various actors within Afghanistan and within the region are now realigning their policies, motivated mainly by the perception of an impending draw down of international forces in Afghanistan. The possible heightening of tensions with Afghanistan's western neighbor, Iran, over its nuclear ambitions further complicates the West's calculus of involvement in the region.

Abstract:
On 18th July 2010, in one of the deadliest single terrorist strikes in Iraq this year, nearly forty three persons were killed and many were left seriously injured. The prime target of the latest terror strike were the members of the so called 'Sunni Awakening' Movement, consisting of motley groups of Sunni tribesmen of Iraq who have been recruited and used by the US army and the Iraqi administration as vigilante groups to target the insurgency groups and Al Qaeda operatives within the country since 2006. Similar Shiite vigilante groups have also been propped up in Iraq primarily to target Shiite insurgency groups like the Al Mahdi. Though such terror strikes in conflict ridden Iraq and Afghanistan have almost become incidents of everyday occurrence, the recent attack signifies another ominous trend- the American efforts to extend their version of a privatized counterinsurgency war, oblivious to the associated dangers and long term implications in areas where such strategy is being implemented.

These and similar statements have rightly refocused counterinsurgency doctrine and popular thinking away from purely military solutions to the conflicts in Iraq and Afghanistan. Yet these catchphrases have become substitutes for deeper consideration of the role of security in the current conflicts and in insurgency in general, hiding some important points and leading to assumptions that are an insufficient basis for policy.

Abstract:
In addition to the problems of building and maintaining an effective civilian presence in Afghanistan and Iraq is the matter of developing institutional knowledge in the civilian agencies—what works and what does not work in the field. The task is all the more daunting because civilian agencies do not have a core mission to maintain expertise in stabilizing war-torn countries, particularly those experiencing major counterinsurgency and counterterrorist operations. Yet the Department of State, U.S. Agency for International Development, Departments of Agriculture, Justice, Commerce, Treasury, Homeland Security, Health and Human Services, Transportation, Energy, and other agencies have been sending personnel to Afghanistan, Iraq, and other fragile states for several years now. The agencies have relied on a combination of direct hires, temporary hires, and contractors, but nearly all of them have been plagued by relatively short tours and rapid turnarounds, making it difficult to establish enduring relationships on the ground and institutional knowledge in the agencies. The constant coming and going of personnel has led to the refrain heard more and more frequently that the United States has not been fighting the war in Afghanistan for 8 years, but rather for just 1 year, eight times in a row.
