931. Cyprus: Reversing the Drift to Partition

Abstract:
One more major effort, strongly encouraged by the UN and European Union (EU), should be made in 2008 to resolve the long-running dispute between ethnic Greeks and Turks on Cyprus and achieve a comprehensive settlement to reunify the island. All sides have much to gain from such a settlement. For the Greek Cypriots, it would end lingering insecurity, give them access to the Turkish economy, the most dynamic in the region, and increase their service industry's value as an eastern Mediterranean hub. For Turkish Cypriots, it will mean being able to enjoy the benefits of EU citizenship of which they are presently largely deprived. For the EU, the unresolved Cyprus problem now hampers its functioning on issues as diverse as cooperation with NATO in Afghanistan and Chinese shoe imports. And for Turkey a settlement would overcome a major obstacle to its convergence with the EU.

Abstract:
This article addresses the difficult Afghan situation, which is characterized by ethnic rivalries, the emergence of religious radicalisms and the presence of interests from other international actors. All this hinders the achievement of what should be the immediate goal: that Afghanistan becomes a State (which truly functions as such). In fact, lately the situation has deteriorated. This analysis poses a framework for action that assumes that complex conflicts require complex solutions. It is not valid to allude to individual military, economic, political or ideological tracks. The solution goes through integrating these and other aspects in a unique, polyhedral type of scenario.   En este artículo se aborda la difícil situación afgana, caracterizada por las rivalidades étnicas, por la aparición de radicalismos religiosos y por la presencia de intereses de otros actores internacionales. Todo ello dificulta el logro del que debería ser el primer objetivo: que Afganistán llegue a ser un Estado (que verdaderamente funcione como tal). De hecho, últimamente la situación se ha deteriorado. Este análisis plantea un marco para la acción que asume que los conflictos complejos requieren de soluciones complejas. No vale aludir a vías militares, económicas, políticas o ideológicas. La solución pasa por integrar esos y otros aspectos en un escenario único, de tipo poliédrico.

Beijing welcomed the new Fukuda government and Japan's new prime minister made clear his commitment to improving Japan's relations with its Asian neighbors and building the strategic relationship with China. However, the new government in Tokyo soon became preoccupied with the passage of a new antiterrorism special measures law to reauthorize Japan's refueling operations in support of UN operations in Afghanistan, Defense Ministry scandals, and the continuing pension fund imbroglio.

Abstract:
The NATO allies are now being required to face the possibility that they may not prevail in Afghanistan. Facing new challenges from Taliban and Al Qaeda fighters, the Afghan government and the International Security Assistance Force (ISAF) are by no means certain of success. Equally at risk are economic, political, and social developments to give the average Afghan a sense that supporting the government in Kabul and its ISAF allies is the best bet for the long haul. Militarily, NATO commanders have made it clear that they need more troops - at least two more combat brigades - and more helicopters. But they also need greater flexibility in the use of those forces that are available, and limitations here are posing difficulties at least as troubling as shortfalls in numbers.

Abstract:
Conflicting dynamics and power calculations within the Bush administration have given rise to contradictory signals coming from Washington regarding how best to deal with the Iranian puzzle. The situation indicates a lack of strategic coherence that could tip the balance toward a military showdown with Iran. If anything, the 2001 and 2003 wars in Afghanistan and Iraq, which have essentially altered the balance of power to Iran's advantage, represent a total disregard for the ensuing negative consequences for the region. Under such circumstances, the absence of serious, direct talks with Iran have the potential to lead to greater momentum for war. In this paper, we set out to examine the internal and regional consequences of a U.S. attack on Iran, while asserting that the benefits of cooperation outweigh the costs of military confrontation. Negotiating with Iran is the only reasonable solution to the crisis confronting these two powers, and U.S.-Iran rapprochement can have a stabilizing impact on the entire region. Conversely, the implications of confrontation will be horrendously costly and profound.

Afghanistan is at a crucial stage of transition. The Taliban, with sanctuaries and a support base in the tribal areas, has grown stronger, relying on a wide network of foreign fighters and Pakistani extremists who operate freely across the Afghan- Pakistani border. Present trends raise serious doubts about whether military solutions alone can defeat the insurgency and stem the expansion of terrorism. In short, reconciliation must also be a key element of comprehensive stabilization in Afghanistan. A multitude of factors suggest that the time is ripe for a reconciliatory process. The Taliban and the Hekmatyar Group will be key challenges to any reconciliation process as long as they enjoy sanctuaries and support outside of Afghanistan. An examination of past attempts at reconciliation with the Taliban reveals that the process has lacked consistency. The Afghan government and its international partners have offered conflicting messages, and there has been no consensual policy framework through which to pursue reconciliation in a cohesive manner. The goal of reconciliation in Afghanistan must be to achieve peace and long-term stability under the Afghan Constitution with full respect for the rule of law, social justice, and human rights. To successfully meet this goal, Afghanistan's reconciliation program must be carefully targeted and guided by a clear set of principles. A comprehensive and coordinated political reconciliation process must be started. At the same time, significant progress must be made on the security front and on the international (regional) front. Without security and stability or cooperation from Afghanistan's neighbors, reconciliation will not occur.

Abstract:
The development of media in post-Taliban Afghanistan has been relatively successful (compared with both the Taliban regime and other countries subject to international intervention) in establishing free and responsible expression despite the lack of electricity, harsh terrain, absence of viable media outlets during the Taliban regime, and a conservative religious society that subordinates women. However, Afghanistan's media development remains incomplete. Since it still faces many challenges, the international community must continue to assist and support it.
