For nearly a decade, the Afghan military has been promoted as the cornerstone of counterinsurgency in the country. Billed as a rare success story in a conflict with few bright spots, the Afghan armed forces will undoubtedly prove pivotal to stabilising Afghanistan. Yet nine years after the fall of the Taliban, there appears to be little agreement between the government of President Hamid Karzai and its international backers on what kind of army the country needs, how to build it or which elements of the insurgency the Afghan army should be fighting. Persistent structural flaws meanwhile have undermined the military's ability to operate independently. Ethnic frictions and political factionalism among high-level players in the Ministry of Defence (MOD) and the general staff have also stunted the army's growth. As a result, the army is a fragmented force, serving disparate interests, and far from attaining the unified national character needed to confront numerous security threats. There is a strong need to strengthen civilian input into military development, confront corruption and factionalism within the MOD and general staff and to place sustainability of the armed forces at the forefront of Afghanistan's national security strategy.

As a fragile democracy grows in Iraq, as U.S. forces in Afghanistan try to reform governance in Kabul, and as Mexico threatens to devolve into a narco-state, we hear a strident, intensifying refrain: crime and corruption must be stamped out. But if the chorus is in harmony on the pernicious effects of these plagues— poverty, war, lack of development, poor governance—it has offered little in the way of remedy. Moreover, given how interwoven and insidious these problems often are, just which should be tackled first?

686. High Times on the Silk Road: The Central Asian Paradox

In medieval times, traders carried jewels, spices, perfumes, and fabulous fabrics along the legendary Silk Route through Central Asia. Today, the goods are just as valuable, but infinitely more dangerous. Weapons and equipment for American troops in Afghanistan travel from west to east, along the vital lifeline of the Northern Supply Route. In the other direction, an unadvertised, but no less deadly product travels along the same roads, generating billions of dollars in illicit profits. As much as 25 percent of Afghanistan's heroin production is exported through the former Soviet states of Central Asia, and the UN's drug experts express grave concerns. Antonio Maria Costa, head of the UN's Office of Drugs and Crime (UNODC), claims that the “Silk Route, turned into a heroin route, is carving out a path of death and violence through one of the world's most strategic, yet volatile regions.” A report from his office asserts that there is a “perfect storm spiraling into Central Asia” with drug trafficking funding terrorist groups and insurgency, fostering instability and conflict, and leaving a host of health problems behind. This should be a wake-up call to Central Asian governments. Yet, oddly, nobody seems to care very much.

Shortly after he assumed command of all U.S. and NATO troops in Afghanistan, Lt. Gen. Stanley McChrystal provided his soldiers with operational guidance for fighting insurgent Taliban forces. McChrystal's words directly reflect the Pentagon's new model of U.S. warfare and inform the philosophy behind the current U.S. military escalation in Afghanistan: “The ongoing insurgency must be met with a counterinsurgency campaign adapted to the unique conditions in each area that: protects the Afghan people, allowing them to choose a future they can be proud of; provides a secure environment allowing good government and economic development to undercut the causes and advocates of insurgency.”

On May 6, Britain went to the polls to elect a new government, producing no clear result but forcing the resignation of Labor Party leader Gordon Brown. Within hours of taking over as prime minister, Conservative Party leader David Cameron had created a new body, a British national security council, whose first meeting focused on "discuss[ing] the situation in Afghanistan and Pakistan, and review[ing] the terrorist threat to the UK." Apart from Britain's economic problems, these issues and Middle East policy in general will likely dominate the new government's agenda -- and its relations with Washington.

689. Combining Realism with Vision Options for NATO's new Strategic Concept

Elaborating a Strategic Concept is a delicate undertaking which implies a good deal of resolve, far - sightedness, and realism. Allies should neither search for a new North Star nor give in to the temptation of de facto acceptance of the status quo as the optimal solution. Instead, they should make choices reflecting a synthesis, not just a list, of their security priorities. In particular, they should consider the future of the allied deterrence and defence strategies in a security environment characterised by significant political and technological changes, including by thinking about steps towards withdrawing US nuclear weapons in Europe and creating an integrated missile defence system; learn the lessons from the Balkans and Afghanistan and accord greater priority to stabilisation than to rapid reaction capabilities; recognise that compromises will be inevitable if they are serious about considering Russia as a partner, and start by pausing for a while with enlargement. Allies should also make it clear that they have no ambition of turning NATO into a world gendarme and shift towards cooperative crisis management.

In recent decades, international peacebuilding and reconstruction after civil wars have managed to promote stability and contain conflict in many regions around the world, ending violence and enabling communities to rebuild their lives and societies. However, the peacebuilding record indicates that there are problems related to the effectiveness and legitimacy of peacebuilding, especially related to the promotion of liberal democracy, market reform and state institutions. This brief considers these limitations and argues that a new human security-based approach may offer insights for a more sustainable form of peacebuilding.
