Abstract:
Pakistan is facing a serious crisis today and despite the proclivity of the nation's elites to blame external forces, the wounds are largely self-inflicted. India is not the biggest danger Pakistan faces today. It is the extremist groups that the security establishment has nurtured over the years that have turned against the Pakistani state. The Pakistani army has yet to reconcile itself to the idea that Afghanistan should be something other than its strategic backyard, under the control of its proxies such as the Taliban, and continues to struggle with its paranoia that India is encroaching on Afghanistan to encircle its old enemy. As a result, Pakistan is unable to take corrective measures that can bring some semblance of stability to a conflict-ridden nation.

Abstract:
Are long-standing allies drifting apart? In the US, struggling with budget deficits, questions such as “Is current US security strategy not stimulating free-riding by allies and friends?”, or “NATO: what is in it for us? “, and even “Should the US not withdraw from NATO's military command structure?”1, are more than ever coming to the fore. In Europe on the other hand, even if some worry about the effects of the “the US pivot to Asia”, many are still looking to the US to take ultimate responsibility for crisis management operations. The effect of the post-Iraq/post-Afghanistan context in the US and the real meaning of “leadership from behind” are not that well understood in Europe. The message that at times it will be up to Europeans to take responsibility has not come across. Consequently, so far Europeans have not achieved more coherence in defence capabilities, let alone more integration – barely some limited cooperation and minimal savings. Persistent shortfalls in military capabilities are not being met, quite the contrary.

303. Electoral Offensive: Taliban Planning for Afghanistan's 2014 National Elections

Abstract:
The Taliban have more resources and are better organized to disrupt Afghanistan's 2014 national elections than was the case in any of the country's last four elections. Still, there are disagreements between insurgent leaders about carrying out a campaign of violence and intimidation. One group, led by Akhtar Mansur and tied to the Quetta Shura, favored, at least for some time, a more conciliatory approach and in the spring met informally with Afghan government officials to discuss allowing the polls to go forward. Another Group, led by Taliban military commander Zakir and the Peshawar Shura, favors disrupting the election. These upper-level divisions may have little consequence on the ground since rank-and-file fighters are either vowing to carry out attacks regardless or, as has happened in the past, may strike local deals with political entities to look the other way and allow voting to take place.

Abstract:
The constitution of Afghanistan, though formally enshrining the internationally recognized standards of a “free, universal, secret, and direct vote” for elected institutions, is a flawed document with respect to many aspects of the electoral process. Deficiencies in the electoral legislation have been addressed. For the first time, the legislation governing the polls has been adopted by parliament rather than issued by decree. In addition, the commissioners for both the Independent Election Commission of Afghanistan (IEC) and the Electoral Complaints Commission (ECC) are appointed through a consultative process involving the legislature and judiciary, and not simply by presidential appointment as was the case previously.

306. Banking on Growth: U.S. Support for Small and Medium Enterprises in Least-Developed Countries

Abstract:
The United States has made economic development a central tenet of its national security policy, alongside defense and diplomacy. One of the best and most cost-effective avenues for furthering economic development is investing in locally owned businesses, and yet the United States currently has no means for effectively and efficiently doing so. Small and medium enterprises (SMEs) have shown great potential in spurring economies, but their owners—especially women—are often unable to acquire the skills, resources, and support necessary to grow and sustain their businesses. Promoting local programs and global initiatives that encourage investments in SMEs and women entrepreneurs in lower-income countries will strengthen growth engines, diversify economies, improve communal well-being, stabilize societies, and accelerate progress toward international development goals. All of these results are in the interest of the United States, and could be achieved more quickly with the creation of an American development bank that aims to invest in and direct technical assistance to entrepreneurs in lower-income nations—the next-generation emerging markets. This can be done by expanding on the work already under way at the Overseas Private Investment Corporation (OPIC). Though several multilateral organizations have tackled pieces of this work, the United States has a unique role to play: investing in entrepreneurialism that creates jobs, bolsters the middle class, and spurs economic growth.

Abstract:
Afghanistan forced NATO to undergo a long adaptive process to be able to operate in an unprecedented and harsh strategic theater. It differed fundamentally from NATO's previous peacekeeping missions in the Balkans because the traditional division of labor between civilian and military efforts could not be maintained in practice. The UN state building agenda (Afghanistan Compact) tied NATO specifically to the security pillar throughout the country, which proved to be a gross underestimation of the actual resources required for such an effort. NATO contributors initially preferred a "light footprint" approach with a limited number of boots on the ground to avoid repeating the Soviet Union's negative experience. It proved inefficient, however, and warlords and power brokers did not demobilize and arbitrate disputes through Western-style elections and centralized institutions.

308. The Norwegian Approach to Afghanistan: Civilian-Military Segregation

In a way, one could consider Norway a typical example of a small International Security Assistance Force (ISAF) partner in Afghanistan, with 400 troops at its disposal and responsible for one of the 26 provincial reconstruction teams (PRT). Norway is a signatory to the Atlantic Pact and a staunch North Atlantic Treaty Organization (NATO) member. At the same time, the people and the government of Norway — like those in many European countries — share reservations about the extraterritorial use of military force. They consider Norway to be a "peace-nation," a small state without strategic global interests. Norwegian foreign policy favors the multilateral institutional approach, providing stability and predictability through the United Nations (UN). The government of Norway has to balance military needs with civilian demands for humanitarian aid and the support of human rights — in particular women's rights. In Afghanistan, Norwegian civilian aid priorities included the strengthening of Afghan governance capacities, rule of law, education, and rural development.

Abstract:
Turkey and Russia have succeeded in developing a constructive dialogue since the Cold War era. The roots of this dialogue go back to the 1920s. Following the Bolshevik Revolution, throughout the Turkish War for Independence and the establishment of the Turkish Republic, and up until 1936 the two countries had cooperated in several areas. During the Cold War, Turkey and Russia (in the form of the USSR) were in opposite blocs, but being located in the same geography, both countries found various ways to keep dialogue channels open.

310. Crisis Stability and Nuclear Exchange Risks on the Subcontinent: Major Trends and the Iran Factor

Abstract:
Crisis stability—the probability that political tensions and low-level conflict will not erupt into a major war between India and Pakistan—is less certain in 2013 than at any time since their sequential nuclear weapons tests of 1998. India's vast and growing spending on large conventional military forces, at least in part as a means to dissuade Pakistan's tolerance of (or support for) insurgent and terrorist activity against India, coupled with Pakistan's post-2006 accelerated pursuit of tactical nuclear weapons as a means to offset this Indian initiative, have greatly increased the risk of a future Indo-Pakistani military clash or terrorist incident escalating to nuclear exchange. America's limited abilities to prevent the escalation of an Indo-Pakistani crisis toward major war are best served by continuing a significant military and political presence in Afghanistan and diplomatic and military-to-military dialogue with Pakistan well beyond 2014.
