1. Strategic Littorals: Connectivity and Heritage in Northern UAE and Oman

Abstract:
Differently from neighbouring Abu Dhabi, Dubai or Qatar, the northern emirates of the UAE (Ajman, Umm al-Quwain, Ras al Khaimah and Fujairah) and the Sultanate of Oman form a critical sub-region which has entered globalized modernization at a later stage. In the eyes of the ruling elites, current urban development projects, logistical infrastructures, port expansion and tourism should consolidate economic growth, reduce social inequalities (in the northern emirates of the UAE), and design sustainable post-oil paths (in Oman). Trying to balance continuity and change, the northern emirates of the UAE and Oman are renewing their maritime traditions in the context of state transformations that combine national heritage (as trade culture) and connectivity (infrastructures, urban areas, industrial poles) thanks to national “Visions” and the “project-ization of identities”. In fact, new projects do not only aim at attracting investments and create job opportunities, but also at promoting top-down recalibrated values of the new citizenship which in the eyes of the governments, should be business-oriented and community-serving. Tracing the evolution of the northern Emirati and Omani sub-region, which risks to be affected now by the consequences of the US-Iran escalation, this analysis aims to assess economic transformation trends, emerging security issues and geopolitical implications.

2. The Lingering Stalemate: Qatar’s Blockade Awaits a Mediation Exit

On June 6, 2020, the Qatari crisis entered its fourth year with two parallel political discourses, which have endured the complexity of issues between Qatar and the Quartet [Saudi Arabia, Emirates, Bahrain and Egypt] since early June 2017: a) diplomatic hopes in the U.S.-backed Kuwaiti mediation amidst several gestures of rapprochement between the Qataris and the Saudis; and b) disparity of positions by the disputing parties while maintaining status quo politics. The Trump administration has urged the Quartet capitals to reopen their airspace for Qatari airlines as a step toward ending the open-ended blockade. The Wall Street Journal quoted U.S. officials saying "there is a greater sense of urgency to resolve the airspace issue. It's an ongoing irritation for us that money goes into Iran's coffers due to Qatar Airways overflights." (1) The Trump White House has been irritated by the so-called "overfly fees" that Qatar pays to Iran to use its airspace. There is growing hope Washington’s call will trigger momentum for lifting the land and sea blockade imposed on Qatar as well. Qatar’s foreign minister Mohammed bin Abdulrahman Al Thani hopes “the initiative will produce results, we are open to dialogue and ready to meet each step forward with 10 steps from our side.” (2) Unlike the Saudis, the Emiratis have maintained the 2017 demands, and UAE Foreign Minister Anwar Gargash insists “this issue will stay with us, and we have to manage it in a better way until we reach a future stage.” He has often characterized the blockade as “a result of Doha's interference policies," and argued "the solution for this crisis should be based on dealing with the causes of it." (3) As a result, the three-year blockade is causing a hurting stalemate for both sides of the Gulf conflict. In his new book “Qatar and the Gulf Crisis”, Kristian C. Ulrichsen argues the blockade has become “stuck at a political level where the Saudi and Emirati leadership—and especially Crown Prince Mohammed bin Salman and Mohammed bin Zayed—appear reluctant to make the first move to offer concessions or progress to a negotiated compromise.” (4) This paper examines some major narrative turns of the Quartet-Qatar showdown and the transformation of Trump’s position. It traces the possibility of a de-escalation shift along Washington’s pursuit of mediation in the framework of the Kuwaiti diplomacy; and weighs on the future of the Gulf Cooperation Council (GCC), as a counterbalance of the Arab Gulf strategic (dis)unity and common existentialism in a turbulent region.

3. How to Counter Terrorism by Supporting Civil Society in the United Arab Emirates

President Obama recently made a series of commendable declarations supporting civil society and affirming its importance to securing stability and fighting extremism. At the White House’s Summit on Countering Violent Extremism in February 2015 he announced, “When people are oppressed, and human rights are denied—particularly along sectarian lines or ethnic lines—when dissent is silenced, it feeds violent extremism. It creates an environment that is ripe for terrorists to exploit. When peaceful, democratic change is impossible, it feeds into the terrorist propaganda that violence is the only answer available.” The President added, “[W]e must recognize that lasting stability and real security require democracy. That means free elections where people can choose their own future, and independent judiciaries that uphold the rule of law, and police and security forces that respect human rights, and free speech and freedom for civil society groups.” That same month he said, “My argument to any partner that we have is that you are better off if you've got a strong civil society and you've got democratic legitimacy and you are respectful of human rights.” In April 2015, speaking specifically about the six U.S. allies that comprise the Gulf Cooperation Council (GCC)—Bahrain, Kuwait, Qatar, Oman, Saudi Arabia, and the United Arab Emirates (UAE)—he noted, “The biggest threats that they face may not be coming from Iran invading,” and warned of “populations that, in some cases, are alienated, youth that are underemployed, an ideology that is destructive and nihilistic, and in some cases, just a belief that there are no legitimate political outlets for grievances.” A lack of peaceful outlets for political grievances does indeed drive extremism and instability, but the Obama Administration continues to provide seemingly unconditional political and military support for GCC countries that have actually increased their repression against civil society in recent years. This contradiction at the heart of U.S. policy must be confronted and resolved, especially because it has a direct bearing on counterterrorism cooperation and U.S. national security interests. The president promised to have a “tough conversation” with the GCC leaders about their destructive policies. The \ White House and Camp David meetings with GCC leaders on May 13-14, 2015 provides the perfect opportunity to develop that conversation. Human Rights First produced blueprints in 2015 for how the United States can support civil society in Bahrain and Saudi Arabia to encourage reform and respect for human rights—advances that would help bring stability to a volatile region and align with the administration’s stated policy goals. This report extends that series to an analysis of the repression of another U.S. security partner in the Gulf: the United Arab Emirates. It examines the UAE’s relations with the United States and what Washington can do to support a besieged Emirati civil society. Strong, functioning civil societies across the world—including in the UAE—are, as President Obama rightly identified, “a matter of national security” for the United States. This report is based on research conducted during a Human Rights First fact-finding trip to the UAE in April 2015, including dozens of discussions with human rights defenders, civil society activists, journalists, academics, lawyers, independent experts, officials from the United States and other governments, and others. Some groups within Nepal have advocated for a federal system of governance based on ethnic divisions. The authors argue that ethnic federalism is not a suitable solution for the country. Instead, they recommend a model of federalism based on inclusiveness and cooperation that would guarantee the mutually beneficial coexistence of Nepalis.

Abstract:
Late on November 25, just before the start of the Islamic Eid festival and, coincidentally, Thanksgiving in the United States, Dubai's flagship investment company Dubai World announced that it would be requesting a six-month delay on paying its debts. Within hours, Dubai's reputation was being rewritten, and its ambition to be a financial center, building on its historic reputation as a focal point for regional trade, was being recast. Uncertainty continued on November 30, when the Dubai government said that it would not guarantee Dubai World's debt. In any event, the larger story has been the nervousness of world financial markets, which are now also evincing worry about the debt of countries like Greece or Ireland. Within the Middle East, the focus is on the extent of support that Dubai will receive from Abu Dhabi, the neighboring -- and richer -- member sheikhdom of the United Arab Emirates (UAE), whether other city-states like Bahrain and Qatar are also at risk, and whether Dubai's links with Iran will change as a result of its financial situation.

The November 2 death of Sheikh Zayed bin Sultan al-Nahyan -- president of the United Arab Emirates (UAE) and ruler of its largest emirate, Abu Dhabi -- had been widely anticipated, and the succession of his eldest son, Khalifa, to both positions has been smooth and faster than expected. Yet, filling the gap left by the man whom local newspapers describe as "visionary" and "sage of the Arab world" is likely to challenge both the al-Nahyan family and its relations with the ruling families in the other emirates.
