Abstract:
Cynthia Barmore builds on primary survey research conducted in Bosnia and Herzegovina to offer new explanations of the constraints placed on farmers by an unreformed land system. Natasha Geber addresses an underexplored policy area, looking at Russia’s geopolitical ambitions in the Arctic and offering a perspective on the chances of international cooperation on Arctic issues. Abby McCartney pulls together two seemingly disparate policies, seeing an opportunity for New Jersey to expand its successful drug court program using provisions of the Affordable Care Act. Emily Wiseman looks at how women and girls still tend to be excluded from post-disaster relief efforts, even though almost all implementers understand that this exclusion exacerbates gender inequality and retards reconstruction. Jordan Dantas analyzes the drop in piracy off the Somali coast, and finds private sector success where military solutions failed. Stephanie Leutert offers a clear-eyed perspective on the divergent narratives about the Obama Administration’s deportation policies, and analyzes how those policies have impacted immigrant communities. Lauren Dunn looks at two programs for using mobile phones to provide basic banking services—a success and a failure—and offers lessons for how the regulatory environment and existing institutions must shape program design.

Abstract:
Within the last five years, the global population reached a critical turning point, making the demographic shift from rural to urban; for the first time in history, the majority of the world's people now live in cities. Over the next two decades the number of city dwellers will soar to nearly five billion, 60 percent of the world's population. Virtually all of this urban growth is occurring in cities of the developing world, overwhelming ecosystems and placing tremendous pressure on the capacity of local governments to provide necessary infrastructure and services.

Abstract:
The nine articles in this volume were chosen from over 150 submissions through a blind-selection process in Princeton. After individually reading a large number of submissions, attending editors first voted for their favorite papers via secret ballot, and we then facilitated an open debate to winnow down these choices to the cream of the crop. In the intervening months before publication, editors in Princeton from relevant policy areas worked with the authors to fact-check their work and fine-tune their arguments. While their geographic foci and policy subjects are multifarious, all the authors in this edition share a passion for changing the world through better policy. Whether it is women’s health issues in Tanzania, banking regulation in the European Union, diplomacy with Iran over its nuclear ambitions, or immigration policy in the United States, the authors implore global policymakers to change course in order to remedy contemporary problems in public affairs. This dedication to making the world a better place through public policy, in addition to demonstrating first-rate scholarship, make us proud to showcase these articles.

Abstract:
The European sovereign debt crisis is surprisingly persistent in defying any solution. Germany would be a natural candidate to lead the implementation of measures to stop the crisis. However, Germany has shown only limited effort in doing so, although it benefits significantly from the Euro. Germany is often accused of weak leadership and questionable economic assumptions by the media. Instead, this paper will argue that Germany has acted rationally and benefits from a delay of the crisis. The analysis of the current situation, which is based on a game-theoretic model, offers evidence that some countries maximize their benefits by delaying the crisis. The crisis stimulates exports due to an undervalued Euro and significantly decreases interest rates for safe sovereign bonds. The delay of the crisis introduces a high risk that the monetary union will break up, even if all countries would individually prefer to keep the monetary union. This risk is created by the structure of the decision making process, which has an inherent tendency towards the delaying of a solution. A different decision making process based on majority rule would increase the likelihood that a solution to the crisis would be developed more quickly. Alternatively, concessions by countries suffering from a delay of the crisis to countries like Germany can compensate for any foregone benefits.

Abstract:
A December 2010 poll by the Kaiser Family Foundation reports that 54 percent of Americans are delaying medical care or treatments due to cost, and that 36 percent of Americans living in households with an income below $40,000 are having trouble paying their medical bills (Kaiser Survey 2010, 5). As the unemployment rate lingers in the double digits, these numbers may worsen as families spend down their savings. For workers who do have steady jobs, the portion of employers offering their employees health insurance continues to decline.

It is with great pleasure that we present the 2009 edition of the Journal of Public and International Affairs (JPIA). This is a special issue as it marks the 20th anniversary of JPIA. To celebrate this occasion, the editorial team of JPIA has updated several features of the Journal: most importantly, JPIA got a new cover design. In addition, the scope of JPIA submissions has been broadened to include policy essays and book reviews. We think that this new format allows for more flexibility for our contributors and more variety for our readers.

Abstract:
Andrew Bacevich is angry. He has tirelessly criticized a war that has raged on longer than World War II. As a self-proclaimed conservative and Vietnam veteran, his anti-Iraq War activism is uniquely cogent. On the campus of Boston University, where he teaches International Relations, Bacevich is a folk hero, lending his unimpeachable credentials to the left-leaning inclinations of his students. But his activism has not stopped the war. It didn't stop his son, Army First Lieutenant Andrew Bacevich, Jr., from being deployed to Iraq. And it didn't stop 27-year-old Andrew from being killed-in-action in May of 2007. Andrew Bacevich is angry. As he well should be.

Abstract:
In the past decade, the People's Republic of China has made dramatic inroads on the African continent. Many believe China's recent activities in Africa to be the most significant dynamic in international affairs on the continent since the end of the Cold War. Although China has a centuries long history of ties with Africa, in the decades immediately following the founding of the People's Republic in 1949 these ties were largely motivated by ideology as China moved to support African anti-colonial liberation movements and leaders. In contrast, today's re-emergence of Chinese activities in Africa is driven by economic and political interests.

On September 16, 2007, violent gunfire erupted in Nisoor Square, Baghdad. When the smoke cleared, officials confirmed that 28 innocent Iraqi civilians had died in the incident. Guns had been fired – not by coalition troops, nor by insurgents – but by employees of Blackwater, a private company selling military services.
