11. Can you tackle poverty without taking on place?

Abstract:
Earlier this month, House Republicans released a new plan to fight poverty and help Americans move up the economic ladder. The plan begins and ends with the premise that “The American Dream is the idea that, no matter who you are or where you come from, if you work hard and give it your all, you will succeed.” In between, however, there is scant mention of the role that place (i.e., where you come from) plays in perpetuating poverty or shaping economic opportunity. This is a glaring omission, especially in light of the plan’s insistence on grounding poverty-reduction policies in the best available evidence. The evidence shows that geography plays a powerful role in determining life outcomes in the United States. Better understanding the mechanisms by which zip codes determine destiny and identifying effective strategies to sever the connection between poverty and place should be central to any federal antipoverty plan.

12. Without improved public service delivery, women in developing countries can’t take advantage of economic opportunity

An estimated 1.5 billion people live on less than $1 per day—the majority of whom are women. The “the feminization of poverty,” the worldwide gap between women and men trapped in poverty, has grown during the past decade. As developing countries continue to urbanize, uneven access to public services prevents women from taking full advantage of the newly available economic opportunities. Despite women’s improved overall labor force participation, they often end up with lower paying, precarious jobs—often in the informal economy. In Pakistan for instance, three-quarters of women engaged in non-agriculture jobs work in the informal economy without laws or public policies to protect them. That’s an estimated 8.5 million domestic workers. Governments typically clamp down on informal establishments by shutting them down or simply ignore their existence. The lack of appropriate legal or regulatory systems further increases women’s vulnerability to exploitation through low wages or lack of employment protections. Women are seldom viewed as productive economic agents as they are outside the tax net.

13. How can developing cities provide better water to their residents?

Abstract:
The world’s urban population is projected to add 2.5 billion people by 2050, with nearly 90 percent of the increase concentrated in Asia and Africa. The provision of safe, clean drinking water in urban settings is a high priority for international development, and justifiably so. Drinking water that is protected from contamination improves health, education, and economic growth, yet roughly 150 million urban dwellers do not have access, with numbers on the rise. Fortunately, the problem has not gone unrecognized. An expansive body of work explores the causes of water market failures and the policy interventions national governments can use to mitigate them. This body of work, however, has paid less heed to local governments’ role in implementing those policies, a critical link in the chain of service provision.

14. A more comprehensive picture of local public spending in global health and education

As we approach this year’s deadline for achieving the UN’s Millennium Development Goals, the global development community is trying to decide how to make the new targets for 2030 more responsive and appropriate to local needs. An important piece of this debate concerns the role of local governments, and how local spending on public services such as health care and education could promote human welfare. A growing body of research explores this relationship, but so far the focus of most studies has been limited to spending by elected local governments, with the assumption that this type of local spending is the only type that matters. Yet many local entities responsible for service delivery in the developing world are not elected. Excluding resources provided directly by central government ministries or their local administrative arms ignores a rich and complicated story of how different levels of government interact to provide basic services.

Abstract:
Thank you for inviting me to testify today at this hearing on extension of the incentives for savings and investment that are scheduled to expire in the next few years. Major tax incentives enacted in 2001 and 2003 that are scheduled to expire and that the Congress may consider renewing include the special lower tax rates for capital gains and dividend income enacted in 2003, and the increase in the annual deduction amount for qualified section 179 property, the savers credit, and the above the line deduction for qualified post-secondary education expenses, all enacted in 2001. The education deduction and the increase in the section 179 deduction expire at the end of this year, the savers credit expires at the end of 2006, and the lower tax rates for capital gains and dividends expire at end of 2008.

A decade after the beginning of the transition to democracy in Eastern Europe and the Soviet Union it is clear that the nonprofit sector has developed remarkably in many countries in the region. Progress is especially striking in Eastern Europe (EE); on the other hand, development has been notably limited in most countries of the Commonwealth of Independent States (CIS) where liberal democracy has had little chance to take root (Anheier and Seibel 1998; Hyatt, Cooper, and Knight 1998; Kuti 1999; Nowicki 2000; Quigley 2000). When Russia's housing allowance program, the country's first means-tested program, was introduced in 1994, it was truly innovative. But there were difficulties from the start, many arising from the division of authority for setting program parameters among different levels of government and the potential for variation in the treatment of similar households in different cities. In 1996, the program's original simple basis for benefit determination was seriously impaired by the introduction of different principles for very low-income households. Moreover, local governments have exhibited a willingness to vary benefits from year-to-year, depending on political and budgetary considerations. The analysis presented here documents the impact of these variations on participation rates in a sample of Russian cities. Large inequities are obviously present in the treatment of similar households from city to city. Indeed, it is questionable whether the program as currently configured is fulfilling the social safety net function envisioned for it in the original legislation.

18. Russia's Winter Woes: Tariff Setting for Local Utilities in a Transition Economy

During the past two winters, breakdowns in district heating services in Russia have grabbed international headlines. In Russia these services and water and sewerage services are the responsibility of municipal governments; these governments set the tariffs for these services. This article examines the tariff-setting process during 1997–2001 for these two services with particular emphasis on the decision process for considering tariff increases. We find that little progress has been made during the transition period in developing the legal base for rational tariff-setting procedures. Overall, tariff increases have been substantially less than the rate of inflation. Statistical analysis confirms that decisionmaking is highly politicized and that in times of extreme inflation tariff increases lag even further behind inflation, with the sector being used as a kind of shock absorber to cushion the full impacts of inflation on the population. There is an obvious acute need for leadership at the national level to address these problems.

19. Mortgage Default Insurance in the U.S.: Implications for Russia

Abstract:
The objective of this paper is to introduce the concept of mortgage default insurance as developed in the United States into the context of Russian mortgage lending. The first part of the paper discusses the broad principles and operations of mortgage default insurance offered by private companies as it works in the United States. The pricing of this product and the preconditions for offering such insurance are highlighted. The second section outlines the operation of the U.S. government-supported default insurance offered by the Federal Housing Administration (FHA). The final part applies the foregoing information to the situation in Russia today and concludes that the conditions necessary for launching mortgage default insurance do not currently exist in the country. Nevertheless, there are a number of essential actions that can and should be taken over the next several months to put Russia on the road to establishing such insurance in a few years. The paper finishes with a possible action plan for the next two years.

Small cities and towns are rapidly being recognized as key actors on the road to sustained economic development in the countries of Eastern Europe. Whether they are able to execute this central role will depend on their being able to undertake essential investments—which in turn requires the availability of finance and the strengthening of local administrative capacity.
