- Sudan's upcoming elections in 2009 raise hopes and concerns for the country's future. According to the Comprehensive Peace Agreement (CPA), signed in 2005 between the ruling National Congress Party (NCP) and the Sudan People's Liberation Movement (SPLM), Sudan is scheduled to hold national and state level elections in 2009. (Elections are to take place for president of the Government of National Unity, president of the Government of Southern Sudan, members of the National Assembly and the South Sudan Legislative Assembly, and governors and state legislatures in all of Sudan's 25 states.) However, delays in each phase of electoral preparation — including the passage of the electoral law, the appointment of the nine National Election Commission members responsible for overseeing elections, and the census — have raised doubts about whether the elections will be held within the timeframe outlined in the CPA.

43. Securing Afghanistan

- More than seven years after U.S. forces entered Afghanistan, important gains made in bringing stability and democracy to Afghanistan are imperiled. While there have been some positive developments in such areas as economic growth, the Taliban and other insurgent groups have gained some ground in the country and in neighboring Pakistan, the drug trade remains a significant problem, and corruption has worsened in the Afghan government. According to United Nations data, insurgent incidents have increased every year since the 2001 overthrow of the Taliban regime. The situation in parts of Afghanistan's south and east is particularly concerning because of the twin menace of insurgent and criminal activity. Despite these challenges, the insurgency remains deeply fractured among a range of groups, and most have little support among the Afghan population. This presents an opportunity for Afghans and the international community to turn the situation around.

44. Conflict-Business Dynamics in the Democratic Republic of Congo

- Democratic Republic of Congo (DRC) has enormous economic potential thanks to its rich mineral deposits and vast tracts of arable land. Historically, these resources have been exploited by predatory leaders and a host of subregional actors. The time is now ripe for the DRC to put years of war and economic underdevelopment behind it. The business community has an important part to play in promoting sustainable peace in the DRC. Business communities in Bukavu and Lubumbashi have managed to remain profitable in the very trying years following the signing of the 1999 Lusaka peace accord by showing great resilience and versatility, primarily outside formal channels. Congolese businesses face serious obstacles, including poor infrastructure, high taxes, extortion, and market distortions. However, respondents expressed relatively little concern about insecurity and violence, suggesting that these costs have been internalized or that other obstacles impose much greater costs. DRC businesses neither want nor expect handouts. Respondents would prefer assistance in removing barriers to trade, improving infrastructure, and reducing corruption. Respondents are broadly optimistic about the future and their economic prospects, and have a strong sense of being stakeholders in shaping society. This bodes well for the future of the DRC, provided public policy can harness this energy and not impede it.

- The stabilization and reconstruction of states emerging from conflict has gained increasing attention in U.S. foreign policy as means to promote well-governed states, avoid future conflict and alleviate the enduring human suffering from war. Over the last two decades, stabilization and reconstruction initiatives supported by the United States and other donors have sometimes included investments in re-establishing – or in some cases, establishing for the first time – a system of health services for the population. Despite the knowledge generated and the encouraging outcomes of many of these programs, however, and the increasing attention to and financial commitments to global health in U.S. foreign assistance, the place and priority of health reconstruction as part of post-conflict U.S. stabilization initiatives remain undefined.

- Improving economic management after almost two decades of violent conflict and civil unrest has been a top priority of Liberian President Ellen Johnson Sirleaf's reform agenda since her January 2006 inauguration. In April 2008, her administration could point to appreciable improvements in fiscal performance and economic progress, signs that the desired enhancements in economic management may have started to materialize. Many observers speculate whether these developments could be attributed to the country's multi-stakeholder Governance and Economic Management Assistance Program (GEMAP). If so, what lessons could be learned for other post-conflict countries? At an April 9, 2008 USIP event on the subject, the Liberian Finance Minister, the Honorable Antoinette Sayeh, reflected on GEMAP's impact, highlighted some challenges and discussed its applicability as a model for other countries. While recognizing the program's contributions, she emphasized that it is only one component of a much broader framework of reforms initiated since 2006. Sayeh also underscored the vital leadership role that President Sirleaf has played in the design and implementation of Liberia's public expenditure reform program.

- More than twelve years after the Dayton Agreement ended the war in Bosnia-Herzegovina, the stagnant, divided country is about to enter a potentially transformative process. On June 16, Bosnia will sign a Stabilization and Association Agreement (SAA) with the European Union, cementing the country's relationship and identifying it as a prospective EU member. The SAA not only launches a process of sweeping institutional reform, but also makes Bosnia eligible for new categories of financial assistance and imposes new responsibilities on Bosnia's leaders. Advocates believe that the "sink or swim" approach of the European Commission (EC, the EU entity that traditionally leads SAA implementation) will finally wean Bosnia from dependence on international authority toward genuine cross-ethnic cooperation over a shared goal.
