41. What Works in Preventing Election Violence: Evidence from Liberia and Kenya

Abstract:
Drawing on extensive field research in Kenya and Liberia around the 2017 elections in those countries, this report uses local survey data to evaluate the effectiveness of seven prevention measures thought to reduce the risk of election violence. Its recommendations, directed primarily to the international community but offering utility for regional and national agencies, offer ways to strengthen existing practices or address shortcomings and gaps in programming and enhance their ability to shape environments conducive to peaceful elections.

Abstract:
Since the demise of its military dictatorship in the late 1990s, Nigeria has made remarkable democratic progress. Still, widespread corruption bedevils the country—which in many respects presents its biggest policy challenge and its biggest threat to stability and development. Drawing on a workshop held in Abuja as well as on in-depth interviews with civil society leaders and others, this report analyzes the undercelebrated but unique contributions of an emerging movement for transparency and accountability, the scope of international funding and training, and how this support affects the effectiveness of civil society efforts.

The backdrop: a security rivalry between India and Pakistan in place since the 1947 partition of British India. The risk: nuclear catastrophe. Because the consequences of such an outcome are so dire, even the small chance of a nuclear conflict is worth trying to minimize. This report assesses whether satellite imagery and remote sensing technology, administered by a trusted third party, could ease the pressures and thus lessen the risk of disaster on the subcontinent.

Abstract:
The final report of the National Defense Strategy Commission is a compilation of the assessments of the National Defense Strategy and recommendations based on its analysis related not just to defense strategy, but also to the larger geopolitical environment in which that strategy must be executed. They consulted with civilian and military leaders in the Department of Defense, representatives of other U.S. government departments and agencies, allied diplomats and military officials, and independent experts. This publication is the consensus report of the Commission. The Commission argues that America confronts a grave crisis of national security and national defense, as U.S. military advantages erode and the strategic landscape becomes steadily more threatening. If the United States does not show greater urgency and seriousness in responding to this crisis and does not take decisive steps to rebuild its military advantages now, the damage to American security and influence could be devastating.

Burma’s natural resource economy is inextricably tied to the ongoing armed conflict within the country. Questions of who has what ownership rights over what resources and how these resources can be more equitably shared with the wider population loom large. This report focuses on Burma’s resource-rich ethnic states and territories near the borders with China and Thailand and suggests that a more robust, accountable, and equitable system for managing the country’s resource wealth can help lay down the pathways to peace.

Since the outbreak of civil war in December 2013, South Sudan has endured one of the worst humanitarian crises in modern times. Still, amid the constant threat of war-related violence and economic hardship, South Sudanese activists are managing to launch and sustain nonviolent movements to address the social, political, and economic grievances that have fueled the country’s ongoing conflicts. Based on extensive interviews with South Sudanese civil society leaders, religious leaders, activists, and members of the diaspora, this report focuses on South Sudanese experience using nonviolent tactics and the formidable challenges they face to build large-scale nonviolent civic campaigns and movements to achieve a just and lasting peace.

Awarding the 2018 Nobel Peace Prize to advocates for survivors of wartime sexual violence, Dr. Denis Mukwege and Nadia Murad, indicates that the issue of sexual abuse has gained international recognition. This comes ten years after the adoption of the UN Security Council Resolution 1820, which declared that conflict-related sexual violence constitutes a war crime and a crime against humanity.
