Abstract:
The most consequential regional competition for influence in Afghanistan is the contest between India and Pakistan. Indian leaders strive to cultivate Afghanistan as a natural partner and reliable bulwark against Islamic militants, including Pakistan-backed groups, while Islamabad seeks to counter what it regards as an Indo-Afghan nexus to encircle and weaken Pakistan. This report examines the interests and strategies of both countries in Afghanistan within the context of peace negotiations and developments in Kashmir.

In its 2017 strategy for South Asia, the Trump administration called on Pakistan to reduce support for the Taliban and encourage them to enter into peace negotiations. Yet as crucial as Pakistan will be to peace in Afghanistan, a similarly persuasive argument can be made for Afghanistan’s northern neighbors—the Central Asian republics of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. Pakistan’s 2018 elections marked just the second time in history that power transferred peacefully from one civilian government to another after a full term in office. Although the initial months of campaigning were relatively free of violence, the two weeks before polling were dangerous for campaigners and voters alike, and the elections provided a platform for some parties to incite violence, particularly against Pakistan’s minority sects. This report provides a deep examination of how exposure to political violence in Pakistan’s largest city affects political behavior, including willingness to vote and faith in the democratic process.

Shortly after entering office at the end of 2014, Afghan President Ashraf Ghani embarked on a bold but controversial policy of sustained conciliation toward Pakistan, with the goal of securing greater cooperation in securing a comprehensive peace with the Afghan Taliban and integrating Afghanistan into the regional economies. Though an agreement was signed in 2010 to strengthen trade relations and facilitate Afghan transit trade through Pakistan, implementation has been mixed, with many on both sides of the border complaining of continued barriers to exchange. Both nations need to improve trade facilitation through streamlined payments settlement and improved insurance mechanisms, the use of bonded carriers, visa issuance, trade financing, tax collection, and documentation.

Abstract:
Pakistan passed the Anti-Terrorism Act in 1997 in response to the rising threat of terrorism within its borders. The law was designed to help law enforcement combat terrorism. Instead, conceptual difficulties within the law and procedural problems in implementing it have led to an alarmingly high number of acquittals. This report examines the weaknesses in the Anti-Terrorism Act and suggests ways to improve the law and its application to better fight terrorism in Pakistan.
