1. Bytes beyond Borders: Strengthening Transboundary Information Sharing on Wildlife Crime through the Wildlife Enforcement Monitoring System (WEMS) Initiative

Abstract:
The multi-billion dollar illegal wildlife trade is a global crisis that not only threatens the conservation of protected species but also has deep implications for peace and security in nations across the world. As wildlife trafficking becomes more organized and illegal trade of wildlife continues to flourish on the ground and in cyberspace, there is an urgent need for a concerted international effort to gather and share wildlife crime information among law enforcement and policymakers, empowering them to stem the tide of wildlife trafficking. There are several good examples out of such efforts, primarily by the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) and INTERPOL, to combat wildlife poaching and transboundary illegal wildlife trade. At a policy level, the formation of the International Consortium on Combating Wildlife Crime (ICCWC) can be considered as one of the major achievements in recent times, where CITES, INTERPOL, World Bank, UN Office on Drugs and Crimes (UNODC) and World Customs Organization have come together as one unit to address the issue. The good work done by civil society, including WWF, TRAFFIC, International Fund for Animal Welfare (IFAW), Environmental Investigation Agency (EIA) and member organizations of the International Union for Conservation of Nature (IUCN) and Species Survival Network (SSN) including grass root NGOs, is noteworthy as well. Yet, combating wildlife crime remains a big challenge. The collective efforts of the conservation community and governments are still unable to check the behaviour of poaching syndicates and organized criminals. We remain far behind in finding an adequate response to the crisis.

Notions of development have varied over time, and so an account of the international organizations concerned with its advancement must be accordingly elastic. The roots of international organizations concerned with development lie in two aspects of global inter-connectedness. The first is the propagation and management of a nascent technology for the global good. Thus were born the International Telegraph Union (ITU, now the International Telecommunication Union) in 1865 and the General Postal Union (GPU, now the Universal Postal Union) in 1874.

3. Reasoning about a distributed probabilistic system

Abstract:
Reasoning about a distributed system that exhibits a combination of probabilistic and temporal behaviour does not seem to be easy with current techniques. The reason is the interaction between probability and abstraction, made worse by remote synchronisation. In this paper the recently proposed language ptsc (for probability, time and shared-variable concurrency) is extended by constructs for interleaving and local block. Both enhance a designer's ability to modularise a design; the latter also permits a design to be compared with its more abstract specification, by concealing appropriately chosen design variables. Laws of the extended language are studied and applied in a case study consisting of a faulty register-transfer-level design.

4. The Rise of the Southern Economies: Implications for the WTO-Multilateral Trading System

Abstract:
The rise of the emerging southern economies – China, India, Brazil, and South Africa (CIBS) – as both economic and political actors, is having significant and far-reaching impact on the world economy. Notwithstanding the increasing amount of study and research, there are still important knowledge-gaps with respect to a range of likely consequences of the dynamism of the Southern Economies. One of these gaps concerns the implications for the WTO-multilateral trading system. The present paper proposes a review of the southern participation in the multilateral integration process and suggests a methodology to assess the impact of CIBS' rise on the future of the WTO system. Through the analysis of the trajectories of 'impact' of the trade channel, the paper draws some suggestive remarks.

World hunger is prevalent yet receives relatively less attention compared to poverty. The MDGs have taken a step to address this with the resolution of halving the number of starving people in the world by 2015. A substantial and sustainable reduction in hunger will also greatly improve the chances of meeting the MDGs related to poverty reduction, education, child mortality, maternal health, and disease. Hunger though is not a straightforward problem of producing enough to feed the world's population; it has many cross-cutting dimensions. This study addresses a combination of economic, social, and political perspectives, drawing upon academic research of the economic factors and the experiences of international organizations and civil society.

Abstract:
For international actors seeking to consolidate peace and democracy in disrupted states, the importance of establishing the rule of law is well-recognised. Yet this goal has proven frustratingly elusive. In the hostile intervention environment of the post-conflict disrupted state, international actors in the UN system and elsewhere have struggled to build legitimate state structures to redress disputes peacefully. They have found it even more challenging to instil principles of governance that promote accountability to the law, protect against abuse and generate trust in the state. This brief examines the difficulties faced by UN peace operations in attempting to build the rule of law, with reference to UN transitional administrations in Cambodia, Kosovo and East Timor.

7. Prolonged Use and Conditionality Failure: Investigating IMF Responsibility

Since the 1970s, prolonged use of resources by the IMF has consistently expanded, among both low- and middle-income countries. Overall, this phenomenon suggests a lack of effectiveness of Fund supported programmes. In the literature conditional lending failure has been explained by looking both at the characteristics of the borrowing countries (demand-side factors) and at the possible influence of IMF specific interests (supply-side factors). Among the latter it has been suggested that non- compliance with conditionality might be attributed to the lack of credibility of the IMF threat of interrupting financial assistance in case of policy slippages. In this paper we critically review this literature and we propose a novel explanation, according to which it is the repeated nature of the IMF involvement, together with the fact that the Fund acts simultaneously as a lender and as a monitor (and as an advisor) of economic reforms, that weakens the credibility of the IMF threat. Therefore, we claim that prolonged use of IMF resources is not only a consequence of a lack of effectiveness of conditional lending but it might itself be a determinant of conditionality failure.

8. The Ethical Challenges of International Human Rights NGOs

International human rights and humanitarian nongovernmental organizations (INGOs) are major players on the world stage. They fund human rights projects, actively participate in human rights and humanitarian work, and criticize human rights violations in foreign lands. They work in cooperative networks with each other, with local NGOs, and with international organizations. They consult and lobby governments and international organizations, sometimes participating in high level negotiations and diplomacy for global policy development. They cooperate and negotiate with economic and political organizations in the field for the implementation of their projects, whether this be monitoring or assistance. In short, they are generating a new type of political power, the purpose of which is to secure the vital interests of human beings on an international scale, regardless of state boundaries.

9. The Characteristics of Macroeconomic Shocks in the CFA Franc Zone

In this paper we fit a VECM in output and prices to data from ten countries of the CFA Franc Zone. This model allows for various cross-country interactions in both the short run and the long run. The VECM parameters are used to estimate persistence profiles of different kinds, in order to identify the degree of homogeneity in the way in which the countries respond to macroeconomic shocks. In this way we can shed light on questions about the likely size of the costs incurred from these countries' membership of a monetary union.

10. Monetary Policy in the Franc Zone: Estimating Interest Rate Rules for the BCEAO

Abstract:
This paper examines to what extent the central bank for the West African Economic and Monetary Union (BCEAO) has used interest rate policy in response to domestic economic developments. We show that while in the long run the BCEAO matches changes in French (Eurozone) interest rates one for one, in the short run it retains freedom to react to domestic economic variables, such as inflation, the output gap, its foreign exchange position and government borrowing.
