151. China's Regional Inequality in Innovation Capability, 1995-2004

Abstract:
Relying on a recently developed decomposition framework, this paper explores spatial distribution of innovation capability in China. It is found that at the regional level, China's inequality in innovation capability increased from 1995 to 2004. At the provincial level, the inequality decreased from1995 to 2000, but increased from 2000 to 2004. Location, industrialization and urbanization, human capital, and openness (foreign direct investment) are significant contributors to the inequality in innovation capability. Unbalanced development in high-tech parks exerts a growing explanatory power in driving innovation disparity, which implies that institutional factor plays a direct role.

152. Poverty Reduction in China: Trends and Causes

Abstract:
Applying the Shapley decomposition to unit-record household survey data, this paper investigates the trends and causes of poverty in China in the 1990s. The changes in poverty trends are attributed to two proximate causes; income growth and shifts in relative income distribution. The Foster-Greer-Thorbecke measures are computed and decomposed, with different datasets and alternative assumptions about poverty lines and equivalence. Among the robust results are: (i) both income growth and favourable distributional changes can explain China's remarkable achievement in combating poverty in rural areas in the first half of the 1990s; (2) in the second half of the 1990s, both rural and urban China suffered from rapidly rising inequality and stagnant income growth, leading to a slow-down in poverty reduction, even reversal of poverty trend.

153. Concentration among the Rich

Abstract:
The aim of this paper is to examine the concentration of wealth among the group of top wealth holders, defined as those with wealth in excess of a high cut off. The paper begins by considering the definition of this cut off, analogous to the definition of a poverty line at the other end of the distribution. It then considers what can be learned about the proportion classified as 'rich' and about the concentration among the rich from four non-survey sources: journalists' lists, estate data, wealth tax data, and investment income tax data. It starts off from the world's billionaires in 2006, but is particularly concerned with changes over time within countries, taking France, Germany, the UK, and the USA, to illustrate the different sources.

Does the existence of formal title to land and real estate matter for the distribution of wealth? This paper reviews the empirical literature on the economic impact of land and real estate administration systems across countries. This paper argues that a functioning credit market for secured credit is necessary to realize the full benefits of legal title to private real estate. This paper also reviews quantitative economic theory on wealth distribution to assess the likely impact of different land registration systems on wealth inequality. The implication of current theory is that poor land administration systems may sometimes lead to lower levels of wealth inequality than better land registration systems.

Abstract:
The design of policies towards countries where major conflicts have ended is becoming a major issue in the development agenda partly because of the numbers of countries where such policy is relevant and partly because their situation tends to be among the most desperate. This paper is concerned with one major requirement in reconstruction policies that is often overlooked: that is to design policies which will reduce the horizontal inequalities which are often a major source of conflict. If they do not, there will be a danger of renewed mobilization around them and a further outbreak of violence. The paper reviews the range of policies which would contribute to reducing horizontal inequalities. It also considers some political issues surrounding such policies, including potential political risks which can arise in adopting these types of policy.

Abstract:
Since existing injustices and the quest for justice are seen to be the main causes for violent clashes, it is often claimed that the restoration of justice must be the most important goal of post-conflict reconstruction. However, the current policy approaches, social movements and theoretical models for conflict resolution tend to look at justice from merely technical point of view, as a rapid fix to overcome war and violence. This relates the notion of 'peace' to 'security' and replaces the concept of 'justice' with the concepts of 'law and order'. Restoration of justice, however, does not merely mean requirement of impartiality. This paper presents an ethical analysis on the relationship between the rule of law, social justice, the principle of impartiality and social cohesion in a post-conflict society by examining the problems of the social contract approach through communitarian and feminist critiques. The aim of the paper is to map out the ethical dilemmas involved in peace negations based on 'constructing' or 'restoring' justice in a society, and to guide a way towards more a comprehensive framework of ethics of justice for post-conflict reconstruction.

157. The Coherence of Democratic Peace-Building

Abstract:
Recent attention has focused on the difficulties of establishing 'coherence' between humanitarian relief aid in complex emergencies and the objective of ending violent conflict. This paper introduces a parallel problem: absence of total synergy between making peace and building democracy. A widely held assumption in the international community is that in post-conflict situations peace-building and democratization are virtually synonymous; creating the conditions for the one does so for both, the two processes will be reciprocal and mutually supportive. This suggests the policy issues will be simple. But the reality could be very different. Choices have to be addressed between requisites for peace and conditions for democracy; over the different implications for peace of competing designs for democracy; and over the kind of 'democracy' and its relation to other essential developments like state-building Institutional crafting is important; but matters concerning civil society and political culture must be addressed too. Governance and welfare considerations will bear on both peace and democracy but not necessarily in identical ways. There are temporal choices to address as well; the order of passage from peace to stable democracy may be as significant as the rites of passage. The belief that the well-known theory of a democratic peace in international relations has its complement in a democratic domestic peace looks plausible, but 'getting there' after conflict will be challenging. Issues of strategy and policy are most problematic where peace, prosperity and democracy have all been deficient—a situation common to many societies.

158. Gender Wage Differentials in China's Urban Labour Market

Abstract:
This paper describes and decomposes wage differences between female and male workers. The results indicate that females receive low wages because of unequal pay within sectors, and that the wage gap caused by the difference in sectoral attainment is small. The results also reveal that a lion's share of the wage differential between females and males is attributable to discrimination rather than to the human capital difference between the genders. Eliminating discriminations against females with a focus on intra-sectoral inequality is crucial for reducing female/male wage differentials.

159. Asset Portfolios in Africa: Evidence from Rural Ethiopia

This paper considers asset holdings in rural Ethiopia. It shows that households own mostly non-financial assets and that the composition of asset portfolios varies significantly with the household's overall wealth and its exposure to uncertainty. As regards the distribution of assets, inequality is lowest for land holdings and much higher for all other assets. More generally, asset inequality is higher than consumption inequality but, somewhat surprisingly, lower than income inequality. Less surprising is the finding that asset holdings are positively correlated with income and consumption. An analysis of how asset holdings vary with key demographic variables shows that assets increase with the size of the household and the education of the household head. Finally, the paper concludes by exploring the role that assets play in marriage markets in rural Ethiopia.

160. Marketable Wealth in a Poor African Country: Using an index of consumer durables to investigate wealth accumulation by households in Ghana

The study uses an asset index of consumer durables to track changes in household wealth in Ghana during the recent period of strong growth. Using the Ghana Living Standards Survey of 1998 that contains both wealth data and consumer durable data, the authors demonstrate that the asset index approximate marketable wealth adequately. Although asset index estimates of wealth cannot match the precision of wealth surveys, this approach can provide useful information on marketable wealth in countries where more appropriate sources are not available. The asset index analysis with the three demographic and health surveys for 1993, 1998 and 2003 suggests that the solid economic growth seen over this period has been accompanied by a strong rise in the average asset index scores.
