1. "Cross-Country Analysis of the Effects of Urbanization, Improved Drinking-Water and Improved Sanitation on Cholera"

Abstract:
Demand for adequate provision of drinking-water and sanitation facilities to promote public health and economic growth is increasing in the rapidly urbanizing countries of the developing world. Using panel data and probit estimation, this paper investigates the inter- relationships between the occurrence of cholera outbreaks, urbanization, drinking-water and sanitation facilities, and other economic and environmental-geographic variables. The imputation of missing data is found to be an important consideration. Significant effects are found for environmental-geographic variables and varied effects for sanitation, drinking-water, and urbanization. On balance, the evidence suggest s drinking-water levels and urbanization are stronger predictors of cholera outbreaks than sanitation levels.

2. "Removing Barriers to Land Security in Haiti"

Abstract:
Haiti continues to experience overwhelming urban population growth and scarcity of land, causing increasing numbers of people to live and work in high-risk, low-potential or marginal urban environments. The land tends to be characterized as unplanned and sprawling, on public lands without proper municipal control, or on private land with informal ownership. Over time these settlements become inadequate, lacking infrastructure and direct access. Settlements tend to be situated precariously in inaccessible locations, such as on steep slopes or on outer city rubbish dumps (Overseas Development Institute, 2010). These lands are most attractive because the land rents tend to be much lower, or land is cheaper for people to build their homes – usually illegally. The informal status of housing for many of the urban poor can inhibit productivity, and the fear of eviction prevents people's willingness to invest in their homes.

3. Land Titling as Women's Empowerment: Critical Observations from Recife Brazil

Abstract:
Development literature overwhelmingly argues in favor of formal property ownership (titling) as a practical intervention for poor women's empowerment and to address urban poverty. In this body of literature empowerment is equated with financial, social and politic al gains but it lacks a rigorous definition. Luke's three-dimensional power framework provides a methodology for critical assessment of empowerment. The chapter structures Luke's analysis around a case study from a center city slum in Recife, Brazil. Ultimately the chapter demonstrates how a critical definition of empowerment can move thinking and practice towards re-engineering titling process for gender equity in urban land markets.

Abstract:
Urban health tends to be perceived as measures ensuring access to fresh food, parks, sidewalks and good air quality. In the last decade, donors such as The California Endowment have initiated place-based plans to “build healthy communities” through participatory action planning. While these endeavors are steps in the right direction, the overall approach to healthy urban development tends to narrowly focus on the physical and built environment, and does not pay adequate attention to the social determinants of health, or what the World Health Organization calls “causes behind the causes” of health (WHO 2008). In part, the challenge lies in the difficulty of understanding the complexity of social reality and the diverse social constructions of health and poverty that exist in multi-cultural cities throughout the world. To control for such complexity, planners tend to favor quantitative, standardized approaches to research whereby they can generalize impacts and solutions to a wider population. However, by overly de-contextualizing urban health research, planners miss the opportunity of obtaining deeper understanding and insight into the age-old problems that have plagued cities from the beginning of the planning profession; namely, inequity and inequality (Hall 2002).

5. Angolan Progress and Prospects: A Conference on Development and Reconstruction

Abstract:
On May 9, 2007, a conference and celebration were held honoring Angola Day. The organizers and supporters were the Africa Program of the Woodrow Wilson International Center for Scholars (WWICS), the Angolan Embassy, the United States Agency for International Development (USAID) and the U.S.-Angola Chamber of Commerce, with further sponsorship by an array of Angolan and international companies. The conference sought to share progress, challenges and opportunities facing Angola, now in its fifth year of peace following a brutal 27-year civil war. The celebratory nature of the event was not limited to the reception and cultural entertainment which took place at the WWICS that day, but also reflected the social, economic and political progress in Angola over these five years. For example, panelists in the conference shared information regarding an ambitious rehabilitation program of social infrastructure, steady economic growth, stabilizing political institutions and improved security conditions. They further cited specific opportunities for partnership with the United States, through international cooperation, private investment and increased trade. Scheduled to hold their first legislative and presidential elections since the end of the civil war in 2002, Angola is poised to become “a model of post-conflict democratic transition, and has the resources—human capital and natural endowments—to be a regional and global leader in world affairs” (Jendayi Frazer, U.S. Assistant Secretary of State for African Affairs.

In 1979, Egyptian President Anwar Sadat said: “The only matter that could take Egypt to war again is water.” In 1988 then-Egyptian Foreign Minister Boutros Boutros-Ghali, who later became the United Nations' Secretary-General, predicted that the next war in the Middle East would be fought over the waters of the Nile, not politics. Rather than accept these frightening predictions, we must examine them within the context of the Nile River basin and the relationships forged among the states that share its waters.

It is impossible to understand the developmental constraints of Africa without grasping the significance of water resources, particularly groundwater. Southern Africa faces potentially severe groundwater shortages, which not only imperil the lives of those directly dependent on it, but also the continued development of the economic engines of the region—South Africa, Botswana, Namibia, and Zimbabwe—all of which face significant constraints on their future economic growth due to the insecurity of water supply. In addition, groundwater resources are the foundation of rural water supplies, which sustain livelihoods for the poorest of the poor communities.

While the world focuses on war, authors in ECSP Report 12 argue that we should not miss the quiet—yet often more lethal—conflicts for shrinking resources, which are increasingly depleted by population growth, environmental degradation, poverty, and over-consumption. Eight African leaders and scholars—including Nobel Peace Prize-winner Wangari Maathai—describe their continent's struggle with resource conflict. Population and health are also linked to conflict and fragile states, say Report authors. But efforts to promote sustainability—and use natural resources as peacebuilding tools—could help turn deadly environments into safe, sustainable neighborhoods.

Abstract:
Amid the talk of looming “water wars,” a less dramatic—but more immediate—link between water and violence is often ignored: the violence engendered by poor governance of water resources. Policies to expand water supplies, develop hydroelectric power, alter freshwater ecosystems, or change the terms of access to water can have devastating impacts on the livelihoods, cultures, and human rights of local communities. As these communities learn to voice their grievances, build networks across borders, and connect with human rights and environmental activists, once-local conflicts become international disputes. As a result, policymakers at all levels are being forced to rethink water's role in development. To ensure water security in the 21st century, social conflicts over water must be managed in ways that accommodate the full range of people affected by water development projects.

Abstract:
“Water wars are coming!” the newspaper headlines scream. It seems obvious—rivalries over water have been the source of disputes since humans settled down to cultivate food. Even our language reflects these ancient roots: “rivalry” comes from the Latin rivalis, or “one using the same river as another.” Countries or provinces bordering the same river (known as “riparians”) are often rivals for the water they share. As the number of international river basins (and impact of water scarcity) has grown so do the warnings that these countries will take up arms to ensure their access to water. In 1995, for example, World Bank Vice President Ismail Serageldin claimed that “the wars of the next century will be about water.”
