Abstract:
On July 5, Mexicans elected the five hundred members of the Chamber of Deputies (the lower house of Congress), six governors, and hundreds of mayors and local legislators throughout the country. At the midpoint of President Felipe Calderón's term, the opposition Institutional Revolutionary Party (PRI) made important gains in the Chamber of Deputies, as well as in gubernatorial and local elections. The election results carry important implications for pending domestic reforms and for the 2012 presidential elections.

Our economies and societies are deeply interwoven and what happens on one side of our shared border inevitably affects the other side. As the United States seeks to redefine its role in the world, it is vital to start at home, with our neighbors.

Abstract:
On September 11th, 2006, just over a year after the passing of John Garang, and 18 months after the signing of the Comprehensive Peace Agreement (CPA) on January 9, 2005, the Woodrow Wilson International Center for Scholars and the National Defense University convened a conference to assess the progress that had been made in implementing Sudan's landmark CPA. The conference brought together experts and policymakers to discuss the state of CPA implementation, the relationship between the CPA and political developments elsewhere in Sudan, notably in Darfur, and the ways in which the international community might assist in building a sustainable peace in Sudan.

Abstract:
Because of the significance of Nigeria to the entire African continent, and because of growing concern that the United States had paid insufficient attention to the signs of growing tensions and instability within Nigeria on the lead-up to the 2007 national elections, a consortium of primarily Washington-based institutions (the Wilson Center, the Center for Strategic and International Studies, the Africa Program at John Hopkins' School for Advanced and International Studies, and the Council on Foreign Relations) organized a series of programs designed to engage both Nigerian and American policymakers in an examination of “The Pending Nigerian Elections: A Step Toward Democratic Consolidation or Descent into Chaos?” Three of these programs were held prior to the elections, and focused on “Nigeria's Political Outlook: The 2007 Elections and Beyond,” “The Niger Delta: Prospects for Elections and the Future Reform Agenda,” and “Nigeria: On the Eve of National Elections.” This paper reports on the fourth program, “A Post- Elections Assessment,” which was hosted by the Wilson Center.

25. Angolan Progress and Prospects: A Conference on Development and Reconstruction

Abstract:
On May 9, 2007, a conference and celebration were held honoring Angola Day. The organizers and supporters were the Africa Program of the Woodrow Wilson International Center for Scholars (WWICS), the Angolan Embassy, the United States Agency for International Development (USAID) and the U.S.-Angola Chamber of Commerce, with further sponsorship by an array of Angolan and international companies. The conference sought to share progress, challenges and opportunities facing Angola, now in its fifth year of peace following a brutal 27-year civil war. The celebratory nature of the event was not limited to the reception and cultural entertainment which took place at the WWICS that day, but also reflected the social, economic and political progress in Angola over these five years. For example, panelists in the conference shared information regarding an ambitious rehabilitation program of social infrastructure, steady economic growth, stabilizing political institutions and improved security conditions. They further cited specific opportunities for partnership with the United States, through international cooperation, private investment and increased trade. Scheduled to hold their first legislative and presidential elections since the end of the civil war in 2002, Angola is poised to become “a model of post-conflict democratic transition, and has the resources—human capital and natural endowments—to be a regional and global leader in world affairs” (Jendayi Frazer, U.S. Assistant Secretary of State for African Affairs.

26. U.S. Energy Security and Oil Revenue Transparency

Abstract:
A diverse set of panelists addressed the challenges and opportunities presented by the growing importance of energy security as a central element of the U.S. foreign policy debate. The first panel featured speakers from the non-profit, private and financial sectors discussing the links between U.S. energy security and oil revenue transparency. All panelists focused on how a lack of transparency in energy transactions can contribute to both national instability in oil-rich nations and energy insecurity in oil-importing countries. Revenue transparency was seen by all as a critical first step in combating corruption. Panelists also noted the importance of conceiving of transparency in the broadest terms, to encompass budget transparency, contract transparency, reserves transparency, and transparency of concessions.

In 1979, Egyptian President Anwar Sadat said: “The only matter that could take Egypt to war again is water.” In 1988 then-Egyptian Foreign Minister Boutros Boutros-Ghali, who later became the United Nations' Secretary-General, predicted that the next war in the Middle East would be fought over the waters of the Nile, not politics. Rather than accept these frightening predictions, we must examine them within the context of the Nile River basin and the relationships forged among the states that share its waters.

It is impossible to understand the developmental constraints of Africa without grasping the significance of water resources, particularly groundwater. Southern Africa faces potentially severe groundwater shortages, which not only imperil the lives of those directly dependent on it, but also the continued development of the economic engines of the region—South Africa, Botswana, Namibia, and Zimbabwe—all of which face significant constraints on their future economic growth due to the insecurity of water supply. In addition, groundwater resources are the foundation of rural water supplies, which sustain livelihoods for the poorest of the poor communities.

Abstract:
There are four words that summarize the U.S. Mexico collaboration in the area of education: asymmetric, fragmented, aimless, and “institution-less”. This paper, drawing, from the recent history and policies in the education relationship will document this status of education in the bilateral relationship. The paper is organized in three sections. Section one refers to the U.S. – Mexico asymmetries in almost every single area of comparison from competitiveness to wellness and from education to research and development. The asymmetrical relationship (both, in sheer economic, competitiveness and wellness indicators on the one hand, and institutional governmental agencies, on the other) will be given as an assumption of the difficulties of forward bilateral collaboration in all areas including education and knowledge. Section two will depart from the asymmetrical institutional relationship and will refer to the overall bilateral education relationship between the two countries. The lack of an institutional framework and binational institutions in the educational collaborative realm will entice me to a third section of proposals for policy makers.
