1. Challenges Await Oman’s New Sultan as Mourning Period Ends

Abstract:
Sultan Haitham will now be free to put his own stamp on the country's government and foreign policy, and a recent dust-up on the Yemeni border could provide the first indicator of his approach. On February 20, Oman will begin its next era in earnest. The new sultan, Haitham bin Tariq al-Said, was officially sworn in on January 11, but he has remained quiet and mostly out of sight during the forty-day mourning period that followed the death of his cousin, Sultan Qaboos. Now that this period is drawing to a close, he is free to put his stamp on Omani policy. Notably, U.S. Secretary of State Mike Pompeo will lead the first international delegation to see Sultan Haitham in the post-mourning period. When the meeting was first scheduled, the secretary likely saw it as a chance to get to know the new leader, and also as a symbolic visit to make up for sending such a low-level delegation to offer condolences. Yet the two may have more to talk about now. Earlier this week, a flare-up occurred between Saudi forces and Omani-backed locals in the Yemeni border province of al-Mahra. The confrontation may be Sultan Haitham’s first regional test, and identifying the actors who help him get through it could help Washington discern future power centers within Oman’s often opaque government.

The conservative Gulf Arab states are functioning more cohesively again after a year of diplomatic tensions, but questions persist about political reform, economic integration, and demographic issues. The thirty-fifth annual Gulf Cooperation Council summit, held December 10 in Qatar, was probably the most efficient meeting the group has ever held. With the diplomatic schism between Qatar and Saudi Arabia, the United Arab Emirates, and Bahrain papered over three weeks earlier, Emir Tamim bin Hamad al-Thani hosted the rulers of Kuwait and Bahrain, as well as senior substitutes for the ailing leaders of Saudi Arabia, the UAE, and Oman.

As the Iran deadline approaches, violence flares up in Jerusalem, and respective election cycles ebb and flow, U.S. and Israeli officials will need to work harder than ever to manage bilateral tensions. In the coming weeks, a number of foreign and domestic developments will affect U.S. and Israeli policy, with each potentially testing the already tense bilateral relationship. One key date is November 24, the deadline for negotiations over Iran's nuclear program. President Obama has publicly said there is a "big gap" between the parties, making the prospects of a breakthrough unclear, but high-level U.S., EU, and Iranian envoys have completed two days of talks in Oman in a bid to reach such a breakthrough. If a deal is in fact made and the terms are not to Israel's liking, then the war of words with Washington may resume on this very sensitive issue.

The death of Sultan Qaboos with no clear successor would jeopardize U.S.-Iran diplomatic contacts, the latest of which will be the meeting tomorrow in Muscat between Secretary of State John Kerry and Iranian foreign minister Mohammad Javad Zarif. On November 5, the Omani state television channel broadcast a video of seventy-three-year-old Sultan Qaboos bin Said, currently undergoing medical treatment in Germany. He greeted Omanis in anticipation of their national day, November 18, and expressed regret that he would not be back in Oman for the celebrations. No information has been given on what is wrong with the ruler but, though his voice was strong, he looked emaciated and frail. An unnamed diplomat in Muscat, the Omani capital, had been quoted in August as saying Qaboos has colon cancer.

Tomorrow, around 400,000 Omani men and women are expected to vote in elections for eighty-five seats on the nation\'s Majlis al-Shura, or Consultative Council. Among the conservative Arab states of the Persian Gulf region, Oman -- a key U.S. ally and exporter of oil and gas, strategically positioned opposite Iran -- is often considered to be the most politically progressive, perhaps even evolving slowly toward a constitutional monarchy. But the country remains dominated by its ruler, Sultan Qaboos bin Said, and for now, the council is limited to advice on public services and infrastructure.

On June 20, 2005, Kuwait's first female cabinet minister, Massouma al-Mubarak, was sworn in, taking responsibility for the planning portfolio. Six months earlier, a woman was appointed minister of economy and planning in the United Arab Emirates (UAE). Women have assumed ministerial posts in Bahrain and Oman as well. And in Kuwait, Bahrain, Qatar, and Oman, women now have the right to vote. Indeed, women's political rights, previously nonexistent in the conservative Arab Gulf states, have undergone extraordinary growth in recent years. Yet, how much progress has there really been, given that women's representation in this region is still poor even compared with the rest of the Arab world? In particular, can the United States, which actively encourages enhanced rights for women, do anything about Saudi Arabia's anomalous lack of such progress?

When Secretary of State Colin Powell and former President George Bush touch down in Kuwait on Sunday, celebrations scheduled to commemorate the expulsion of Saddam Husayn's forces ten years ago will also—albeit less explicitly—recognize the more robust state of Gulf militaries. A decade after Operation Desert Storm, each of the six states comprising the Gulf Cooperation Council (GCC)—Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates (UAE)—possess armed forces that are not just more modern, but larger than ever before.
