Abstract:
When Harry Truman became president in April 1945, he had not thought deeply about the exact form a Jewish national home in historic Palestine would or should take. Following his landmark decision to recognize the state of Israel in May 1948, he would suggest that his support for such a development had been unwavering, and that his decisions had come easily. Yet the record shows otherwise. Between Truman's first days as president and Israel's formation, his approach to the idea of a Jewish state evolved significantly, at times seeming to change in response to the last person with whom he met. Although he ultimately made the historic decision, a Jewish state had never been, in his mind, a foregone conclusion.

Abstract:
This week, in a striking symbol of improved U.S.-Libyan relations and Tripoli's reengagement with the international community, Libyan leader Muammar Qadhafi is set to address the UN General Assembly. Previously, Qadhafi refused to visit the UN headquarters because it was located within the borders of "an enemy of humanity." Although the dynamic has changed, in the aftermath of the release of Abdel Basset al-Megrahi, the convicted perpetrator of the Lockerbie bombing, few have high expectations for Qadhafi's UN visit. Nevertheless, the Libyan leader could capitalize on his visit to draw closer to the Obama administration, although it is impossible to know how Libyan domestic considerations or other factors will impact Qadhafi's behavior in New York. These may eventually dictate a more inflammatory path.

Mr. Jehl, currently with the New York Times' Washington bureau, served as the Times' Cairo bureau chief from 1995 to 2000 and, prior to that, as a White House correspondent for the paper. Mr. Abu Toameh is the West Bank and Gaza correspondent of the Jerusalem Post; previously, he served as a special correspondent for U.S. News and World Report, a senior writer for the Jerusalem Report, and a correspondent for Al Fajr. Abstract:
Ansar al-Islam, an al-Qaeda affiliate active in Iraqi Kurdistan since September 2001, is a prototype of America's enemies in the "war on terror." The group serves as a testament to the global spread of al-Qaeda affiliates, achieved through exploitation of weak central authorities and a utilitarian willingness to work with seemingly differing ideologies for a common cause. Lengthy reports on Ansar have appeared in the New York Times, Washington Post, and Los Angeles Times, and Kurdish leaders have given Washington a plethora of intelligence on the group. Nevertheless, Ansar has yet to appear on official U.S. terrorism lists. Meanwhile, political complexities would make military action against the group difficult, at best. Hence, this small force of 650 fighters is a textbook example of the ongoing challenges posed by the war on terror.

Following preparatory meetings on Palestinian reform between Deputy Assistant Secretary of State Elizabeth Cheney and European officials, the Quartet (the United States, the European Union [EU], the UN, and Russia) met this week in New York. The Quartet established an International Task Force on Palestinian Reform with seven subcommittees, which are to meet quarterly. As talks about Palestinian political reform progress, the donors intend to find an acceptable means enabling the group to begin disbursing $1.2 billion in donor funds to the Palestinians.

In the most significant Bush administration pronouncement on Arab-Israeli issues since President George W. Bush's landmark June 24 speech, Secretary of State Colin Powell joined with leaders from the United Nations (UN), the European Union (EU), and Russia in issuing a "joint statement" on Middle East policy in New York yesterday. In characterizing the meeting of "Quartet" diplomats that produced the statement, much of today's media reportage highlighted the contrast between Secretary Powell's fealty to the president's security-first approach and the preference of the other Quartet members for pursuing security, political, and humanitarian objectives simultaneously. Yet, a close reading of the Quartet's statement shows a different trend — namely, a disquieting resurrection of pre-June 24 prescriptions for Israeli-Palestinian peacemaking, as well as acquiescence by U.S. participants in subtle yet meaningful backtracking in key areas of policy.

The day after a devastating suicide attack on the Israeli town of Netanya killed some twenty people celebrating the Passover Seder, Maria Rosa Menocal published an op-ed in the New York Times entitled "A Golden Age of Tolerance." In it, she reminded readers that "a thousand years ago on the Iberian Peninsula, an enlightened vision of Islam had created the most advanced culture in Europe. . . . [W]hat strikes us today about Al Andalus is that it was a chapter of European history during which Jews, Christians, and Muslims lived side by side, and despite intractable differences and enduring hostilities, nourished a culture of tolerance."

On February 17, Crown Prince Abdullah bin Abdul Aziz of Saudi Arabia was quoted by New York Times columnist Thomas L. Friedman as saying that he had drafted a speech ready for delivery before next month's Arab summit, offering the "idea" of "full normalization of relations" with Israel in exchange for "full withdrawal from all the occupied territory, in accordance with U.N. resolutions, including in Jerusalem." As Friedman's column was headlined, this was an "intriguing signal" from the Saudi heir. Is it an important one, too?

10. Arafat's Vision of Peace: A Textual Analysis

On February 3, the New York Times published an op-ed by Palestinian leader Yasir Arafat titled "The Palestinian Vision of Peace." The timing of this op-ed is not coincidental. It appeared after several weeks of worsening U.S.-Palestinian ties, during which President George W. Bush registered his deep "disappointment" with the Palestinian leadership and U.S. officials contemplated cutting diplomatic ties with the Palestine Liberation Organization (PLO). Coming just days before visits to Washington by Israel's prime minister and defense minister, and just days after those Israeli leaders met with Palestinian interlocutors frequently cited as political successors to Arafat, this op-ed clearly sought to achieve several objectives: (1) to begin the process of repairing bilateral U.S.-Palestinian relations by spotlighting Arafat's peacemaking credentials; (2) to remind American audiences that Arafat — and not his subordinates and would-be successors — determines Palestinian strategy; and (3) to reorder the U.S.-Israel agenda this week to focus more on diplomacy and less on pressuring Arafat on terrorism and the investigation of the Karine-Aweapons-smuggling effort.
