Abstract:
This compendium resulted from a request by Colonel Michele Putko for sponsorship of a “Women in Combat Study” as a multistudent elective alternative. Dr. Douglas Johnson agreed to sponsor the project on the condition that the perspectives of male officers who had commanded units with women in them be specifically included, as their views might provide a different evaluation of performance. As the editing of the original papers extended into the following student year, Colonel Mark Lindon's paper filled an obvious gap, that of documenting the progressive change in public opinion. 192. Pakistan's Nuclear Future: Worries Beyond War

Abstract:
Raise the issue of Pakistan's nuclear program before almost any group of Western security analysts, and they are likely to throw up their hands. What might happen if the current Pakistani government is taken over by radicalized political forces sympathetic to the Taliban? Such a government, they fear, might share Pakistan's nuclear weapons materials and know-how with others, including terrorist organizations. Then there is the possibility that a more radical government might pick a war again with India. Could Pakistan prevail against India's superior conventional forces without threatening to resort to nuclear arms? If not, what, if anything, might persuade Pakistan to stand its nuclear forces down? There are no good answers to these questions and even fewer near or mid-term fixes against such contingencies. This, in turn, encourages a kind of policy fatalism with regard to Pakistan.

Abstract:
One of the most important and longstanding strategic relationships for the United States within the Arab World has been with Jordan. The value of this relationship has increased significantly since 2003 as the result of ongoing U.S. difficulties in Iraq and the wider Middle East. Jordan's longstanding ties with the West, ongoing counterterrorism efforts, and moderate policies toward Iraq and Israel suggest that it may become a central target of violent extremism in coming years. Moreover, Jordan's strategic location within the Middle East (bordering Israel, Syria, Saudi Arabia, Iraq, and the Palestinian West Bank territory) make it an especially attractive target for any revolutionary group with region-wide aspirations.

The Strategic Studies Institute of the U.S. Army War College and the Atlantic Council of the United States conducted a colloquium entitled “The Evolution of U.S.-Turkish Relations in a Transatlantic Context” on March 25, 2007. Additional support for this conference was provided by the Washington Delegation of the European Commission and the Heinrich-Boell Foundation. The colloquium brought together serving and retired academics, diplomats, and military officers from the United States, Europe, and Turkey.

On September 28, 2007, more than 60 leading experts on China's People's Liberation Army (PLA) convened at Carlisle Barracks, Pennsylvania, for a 2-day discussion on “The 'People' in the PLA: Re¬cruitment, Training, and Education in China's 80-Year-Old Military.” The 2007 PLA Conference, conducted by The National Bureau of Asian Research and the Strategic Studies Institute of the U.S. Army War College, sought to investigate the 80-year-old military's human infrastructure, identifying trends in PLA recruitment, education and training, demographics, and historical perspectives.

Another kind of war within the context of a “clash of civilizations” is being waged in various parts of the Americas, Africa, Asia, Europe, the Middle East, and elsewhere around the world. Some of the main protagonists are those who have come to be designated as first-, second-, and third-generation street gangs, as well as their various possible allies such as traditional Transnational Criminal Organizations (TCOs). In this new type of war, national security and sovereignty of affected countries is being impinged every day, and gangs' illicit commercial motives are, in fact, becoming an ominous political agenda.

In a dangerous world, we need to think very carefully about how military force is used. Game theory can serve us in such analyses by providing a framework for probing the inextricable connections between our adversaries' decision problems and our own. To illustrate the power of game theory, the author focuses on a vital question that confronts American policymakers today: What determines why an application of military force, which was intended to deter potential adversaries, sometimes instead stimulates them to more militant reactions against us? When we feel that force is necessary, what can we do to minimize the risk of such adverse reactions?

Abstract:
Increasingly, the armed forces and a vision of security as emphasizing hard rather than soft security have come to the fore in Moscow's national security policy process. Due to this institutionally-driven vision, Russia sees itself facing increasing military-political and strategic threats all along its frontiers. Recent Russian policies reflect that perception and Moscow's adaptation to it. We may think this threat perception to be misguided, even bizarrely misconceived, given our own beliefs about what American policy is and what its goals are. Nevertheless, the strongest forces in the Russian policy community have bought into that vision and have made policy accordingly.

200. The Global War on Terrorism: A Religious War?

Abstract:
The United States has been actively engaged in prosecuting the Global War on Terrorism (GWOT) since September 2001. However, after 5 years of national effort that has included the loss of over 3,000 service members in combat operations, many question whether the U.S. strategy is working, and whether the United States understands how to combat an enemy motivated by a radical revolutionary religious ideology. The author reviews the pertinent cultural history and background of Islam and then posits three root causes of this conflict: the lack of wealth-sharing in Islamic countries, resentment of Western exploitation of Islamic countries, and a U.S. credibility gap within the Islamic community. Following this discussion of root causes, this analysis compares the Ends, Ways and Means of the U.S. Strategy for Combating Terrorism with that of terrorist organizations such as al-Qai'da. The author concludes that the United States is not achieving its long-term strategic objectives in the GWOT. He then recommends that U.S. strategy focus on the root causes of Islamic hostility. Accordingly, the United States should combat radical Islam from within the Islamic community by consistently supporting the efforts of moderate Islamic nations to build democratic institutions that are acceptable in Islamic terms.
