182. India's Strategic Defense Transformation: Expanding Global Relationships

- Abstract:
- Following India's independence in 1947, then Prime Minister Jawaharlal Nehru embarked on a foreign policy that was based on principles of socialism and remaining noncommittal to the emerging struggle between the Soviet Union and the countries forming the North Atlantic Treaty Organization (NATO) in the post-World War II period. Eventually, this policy led to India becoming one of the founding members of the Non-Aligned Movement (NAM) in 1955. In practical terms, it placed India in a position of securing bilateral international commitments only in situations that were clearly neutral in nature or in cases of lastresort. The basic principles of nonalignment also governed the military relationships of the Indian defense establishment, resulting in limited military-tomilitary contacts, usually through United Nations (UN) peacekeeping missions or training at foreign military schools. These practices were generally followed by his successors until the early 1990s when a changing geopolitical structure and an internal economic crisis began to challenge these principles.

- Abstract:
- Because strategic performance must involve the ability to decide, to command, and to lead, as well as the capacity to understand, there are practical limits to what is feasible and useful by way of formal education in strategy. The soldier who best comprehends what Sun-tzu, Clausewitz, and Thucydides intended to say, is not necessarily the soldier best fitted to strategic high command. It is important to distinguish between intellect and character/personality. The superior strategist is ever uniquely a product of nature/biology, personality/psychology, and experience/opportunity. Nonetheless, formal education has its place.

- The purpose of the Army's Ethic is stated clearly in Field Manual (FM) 1, The Army . It is “to maintain [the Army's] effectiveness.” The implication is as clear as it is true—without such an ethic, the Army cannot be effective at what it does. As is well-documented in the literature of professions, their ethics provide the primary means of social direction and control over their members as they perform their expert duties, often under chaotic conditions. For the Army profession, its evolving expert knowledge in the moral-ethical domain is what enables the profession to develop individual professionals—Soldiers and their leaders—to fight battles and campaigns “effectively and rightly,” as expected by the client the profession serves. Without such good, right, and just application of its expertise, the Army will lose its lifeblood—the trust of the American people.

- North Korean ballistic missiles are a direct threat to Northeast Asian security, and North Korean missile proliferation poses a threat to other regions, particularly the Middle East and South Asia. North Korea is an isolated and authoritarian one-party state; the political system is based upon an extraordinary personality cult that idolizes current leader, Kim Jong Il (Kim Chŏng-il), and his deceased father, Kim Il Sung (Kim Il-sŏng). Several factors have contributed to Pyongyang's chronic insecurity including national division, the Korean War, the international politics of the Cold War, and doubts about the commitments of its alliance partners.

- Emerging analysis of the American interagency and intergovernmental processes has underscored the nation's inability to respond effectively and coherently to contemporary national security demands. Modifications to various organizations and the overall interagency process have been recommended. These are clearly required, but there has not been sufficient attention focused on the nonmilitary human capital required to meet the challenges of the 21st century. Specifically, the Federal Government lacks a comprehensive process to ensure the recruitment, development, and retention of leaders capable of effectively integrating the contributions of specialized government agencies on behalf of larger national security interests. This new security environment requires people who are not only substantively qualified and knowledgeable of policy issues, but also possess the leadership abilities to direct large complex organizations.

189. Transforming to Effects-Based Operations: Lessons from the United Kingdom Experience

- The author examines the extent to which the United Kingdom (UK) has transitioned to effects-based operations to ascertain: (1) Areas where the U.S. Army could draw lessons from UK policies; (2) Areas where the U.S. Army and the British Ministry of Defence could develop integrated or complementary approaches and doctrines towards transformation for future alliance/coalition operations; and (3) Implications for the U.S. Army for working with the UK. This monograph is subdivided into four parts. Section 1 is a review of the evolution of British defence policy since the end of the Cold War and evaluates the degree to which it has adopted an effects based approach. Section 2 examines the British operational experience since the end of the Cold War including an analysis of the lessons learned and its experiences of working with allies. Section 3 analyses the UK's capability development through its doctrine and acquisition strategies. Section 4 evaluates the implications of these findings for the U.S. Army and makes 17 main recommendations.

- This paper will seek to show how social, political, cultural, and environmental factors have combined to impede Iraqi police development in ways that are predictable, understandable, and, with external help, resolvable. The corruption and abuse found in the Iraqi police services cannot simply be explained by poor leadership, the actions of a few corrupt individuals, or even the competing agendas of the various militias that are fighting for influence in post-Saddam Iraq. Rather, one must explain why such practices occur despite the fact they are unacceptable according to Iraqi cultural norms.
