Abstract:
U.S. Defense Secretary Robert M. Gates has said that the ability of the United States and Russia to cooperate in Afghanistan will be a solid test of their reset in relations. That proposition is the thesis of this monograph. Many analysts in both countries would agree with this assessment, but a significant number of them believe a fruitful reset is implausible.

Abstract:
Since 2006, when Mexican president Felipe Calderon declared war on the drug cartels, there has been a rise in the number of Mexican nationals seeking political asylum in the United States to escape the ongoing drug cartel violence in their home country. Political asylum cases in general are claimed by those who are targeted for their political beliefs or ethnicity in countries that are repressive or failing. Mexico is neither. Nonetheless, if the health of the Mexican state declines because criminal violence continues, increases, or spreads, U.S. communities will feel an even greater burden on their systems of public safety and public health from “narco refugees.” Given the ever-increas¬ing brutality of the cartels, the question is whether and how the United States Government should begin to prepare for what could be a new wave of migrants coming from Mexico.

Abstract:
From the Peace of Westphalia in 1648 to the end of World War II and beyond the Cold War period, the prevailing assumption was that interstate warfare would continue to be the dominant threat to global peace and prosperity. Today's wars, by contrast, are intrastate conflicts that take place mainly within—not across—national borders. As a consequence, the disease of intrastate conflict has been allowed to rage relatively unchecked across large areas of the world, and has devastated the lives of millions of human beings. At the same time, indirect and implicit unmet needs (e.g., poverty) lead people into greater and greater personal and collective insecurity.

Abstract:
When four luminaries of U.S. policymaking—Cold Warriors, all—penned a 2007 op-ed calling for global nuclear disarmament, a shock wave emanated through the policy community in Washington and abroad. Had age or the stress of public life finally taken its toll on these elder statesmen? How could the goal of disarmament be practically achieved? Was their plea, in fact, a cynical ploy to strengthen a conventionally dominant United States? Were not communist sympathizers, naïve world government types, or a periodically randy anti-nuclear movement the only ones who took disarmament seriously? Perhaps most important, did their statement reflect a convergence of sentiment in the United States in favor of abolition? Might the United States abolish nuclear weapons in our lifetime?

Abstract:
As of November 2010, the so-called “New START (Strategic Arms Reduction Treaty)” treaty between the United States and Russia that was signed in Prague, Czech Republic, on April 8, 2010, awaits a ratification vote in the Senate. Regardless of the arguments pro and con that have emerged since it was signed, it is clear that the outcome of the ratification vote will not only materially affect the Obama administration's reset policy towards Russia, but also the strategic nuclear forces of both signatories. Indeed, throughout the Cold War, both sides built up their forces based on what each was thought to have or be building. Although the Bush administration (2001-09) rhetorically announced its intention to sever this mutual hostage relationship, it failed in that regard. As a result, critical aspects of that relationship still survive in Russia's orientation to the United States and in the language of the treaty, especially in its preamble, which explicitly affirms a link between nuclear offense and defense.

Abstract:
Failing and failed states are not able to provide equitable safety, security, and justice to their people through the traditional state mechanisms of police, judiciary, courts, and penitentiaries. In such situations, state mechanisms are ineffective, predatory, or absent. Security sector reform, commonly referred to as SSR, emerged as an activity in the 1990s in recognition of the changing international security environment and the limitations of reform approaches among interveners working in failing and failed states. SSR is a relatively new discipline in the context of peace and stability operations, whether these operations are United Nations (UN)-led or otherwise managed and supported. The coherence of strategies is improving, but the 1990s and 2000s have been witness to unsustainable and inconsistent security sector reforms in places like Kosovo, Liberia, and Haiti, among others. As time passes, the meta-narratives of legitimacy, accountability, efficiency, and effectiveness influence SSR activities within the international community of states involved with such reforms.

Abstract:
Since the end of the Cold War, members of the international community have undertaken more than 20 major operations to stabilize post-conflict societies, yielding mixed results. Stability operations are tremendously complex and demand successful direction of multiple, simultaneous transitions that range from transforming violent conflict to a sustainable, peaceful environment, to the process of forging sustainable governing institutions from fragile or nonexistent infrastructure. Yet, the very notion of transition eludes policymakers, professionals, and scholars because the concept lacks precise meaning, and its application varies according to context and conditions. At no other time has understanding transition been more critical, especially as “clear, hold, build, transition” becomes the dominant theme for ongoing operations in Iraq and Afghanistan. Together, professionals and academics share the challenge and opportunity to improve how the international community conducts stability operations—through the comprehensive understanding and implementation of transition.

Abstract:
Current trends in defense thinking show signs of being influenced by the notion that preparing for one form of war has brought about another. We find evidence of this notion in a number of official speeches, the 2008 National Defense Strategy, and the 2010 Quadrennial Defense Review Report. It is captured in the almost routine claim that America's superiority in conventional warfare is so great that it is driving our adversaries toward irregular methods. All of these examples share the basic assumption that we are now fighting (and will likely continue to fight) conflicts for which we have not prepared—precisely because we have not prepared for them. Thus, the modern complement—a preparation paradox—to the old Latin adage “If you want peace, prepare for war,” might well be “If you want one kind of war, prepare for another.”
