111. Confidence Building in Cyberspace: A Comparison of Territorial and Weapons-Based Regimes

Abstract:
An analysis of weapons-based confidence-building measures shows how academics can work together to self-police their research for national security implications, socialize new members of the academic community into the importance of considering security issues, and develop and disseminate norms regarding what is and is not a moral and ethical use of these technologies. It may be possible for academics and policymakers to come together to work for a ban or build-down on cyber weapons patterned on international efforts to ban chemical and biological weapons and implement export regimes to control the export of code which may form the components of cyber weapons. If we conceptualize cyberspace as territory, we can also learn from the example of territorially-based confidence-building measures such as those implemented along the Indo-Pakistan border. This approach stresses the importance of developing notification procedures to prevent misperceptions and the escalation spiral, as well as communicating regularly to establish trust between all parties. The case studies presented here illustrate the promises and pitfalls of each approach and offer valuable warnings to policymakers seeking to implement such measures in cyberspace. They show what happens when not everyone in a regime is equally committed to a specific outcome by illustrating the difficulties of monitoring compliance in confidence-building regimes, and show the ways in which doctrines and confidence-building measures may not be perfectly aligned.

Abstract:
The strategic calculus changed in Europe with the 2014 Russian seizure of Crimea and its ongoing war against Ukraine. Compounding the dilemma of an aggressive Russia, is the application of ambiguity to create a clock of uncertainty that prevents a decisive response to counter its destabilizing activities. However, this application of ambiguity is easily defeated, if nations are willing to take concerted efforts now to preempt and deter further Russian aggression. Project 1704 provides an honest assessment of the tenuous strategic environment that now envelopes Eastern Europe and offers specific recommendations on how to continue the 70 years of unparalleled peace that most of Europe has enjoyed.

Abstract:
The implosion of the Soviet Union on the eve of December 25, 1991, has been heralded by pundits and Sovietologists as an unprecedented event in world history. No one expected the powerful Union of Soviet Socialist Republics (USSR) to come to an end as uneventfully as it did. The implosion of the Soviet Union sent shockwaves throughout the world. Not only did the Soviet Union cease to exist on that Christmas night, but it also lost half of its territory and half of its population. Furthermore, the Soviets came to find out the morning after that most of its weapons of mass destruction were now in the hands of the newly independent states—former members of the USSR. But, perhaps most importantly, the United States would soon realize that it had lost a common enemy. Russia, since its inception, has been trying to find its place among the civilized nations of the world. Is Russia a superpower? Or, is Russia an emerging power?

This monograph, completed ahead of the November 2014 deadline, examines some of the underlying factors which will be constant in dealing with a nuclear capable Iran under President Hassan Rouhani, and which will help determine the success or failure of talks in 2015. It analyzes Rouhani's eventful first year in office in order to provide pointers to what may be possible—and to some key limiting factors—for Iran under his leadership. During that time, Rouhani has been forced to balance his own progressive instincts with the instinctual caution of more conservative elements of the Iranian ruling elite. As a result, foreign hopes for his influence on Iran’s place in the world have moved from initial optimism to a more sober assessment of the options available to him. The Nordic states, just as other regions of Europe which neighbor Russia, are engaged in an urgent reexamination of their security and defense posture. Events in Ukraine in early-2014 threw into sharp focus a local lack of capability following decades of drawdowns and focus on crisis management operations instead of territorial defense. After an unpleasant awakening, countries in the region have turned their attention to the heightened security risks they face and their lack of preparedness for them.

Abstract:
Untruthfulness is surprisingly common in the U.S. military even though members of the profession are loath to admit it. Further, much of the deception and dishonesty that occurs in the profession of arms is actually encouraged and sanctioned by the military institution. The end result is a profession whose members often hold and propagate a false sense of integrity that prevents the profession from addressing—or even acknowledging—the duplicity and deceit throughout the formation. It takes remarkable courage and candor for leaders to admit the gritty shortcomings and embarrassing frailties of the military as an organization in order to better the military as a profession. Such a discussion, however, is both essential and necessary for the health of the military profession.

The United States Military Academy (USMA) Senior Conference is run annually by the Department of Social Sciences at the USMA on behalf of the Superintendent. This event allows distinguished representatives from the private sector, government, academia, the think-tank community, and the joint military services to discuss important national security topics. Senior Conference 2014, the 50th iteration of this event, explored emerging trends and their implications for the Army’s strategic contribution to national security. As policymakers strive to rebalance U.S. national security investments in a fiscally constrained environment, debates about the future roles and missions of the armed services have intensified. Though many questions related to the future role of military power remain unsettled, the Army will undoubtedly have an important role to play.

Abstract:
American Landpower is a strategic instrument of state policy and needs to be considered as such. This monograph explores and explains the nature of Landpower, both in general terms and also with particular regard to the American case. The monograph argues that: (1) Landpower is unique in the character of the quality it brings to the American joint team for national security; (2) the U.S. has a permanent need for the human quality in Landpower that this element provides inherently; (3) Landpower is always and, indeed, necessarily strategic in its meaning and implications—it is a quintessentially strategic instrument of state policy and politics; (4) strategic Landpower is unavoidably and beneficially joint in its functioning, this simply is so much the contemporary character of American strategic Landpower that we should consider jointness integral to its permanent nature; and, (5) notwithstanding the nuclear context since 1945, Landpower retained, indeed retains, most of the strategic utility it has possessed through all of history: this is a prudent judgment resting empirically on the evidence of 70 years’ experience. In short, the strategic Landpower maintained today safely can be assumed to be necessary for security long into the future. No matter how familiar the concept of strategic Landpower is when identified and expressed thus, it is a physical and psychological reality that has persisted to strategic effect through all of the strategic history to which we have access.

120. Assessing Egyptian Public Support for Security Crackdowns in the Sinai

Abstract:
This monograph examines the terrorist groups in Egypt emanating from the Sinai and assesses the level of Egyptian public support for the government's security crackdown. These terrorist groups have not only targeted Egyptian security personnel and foreign tourists in the Sinai Peninsula but have attacked government installations and personnel in the Egyptian mainland. Because most Egyptians desire stability, want terrorism to end, and want their moribund economy to grow, and because they have few family ties to the Bedouin inhabitants of the Sinai, they have given the government wide berth to carry out a heavy-handed crackdown there. However, some of Egypt's draconian security policies (such as punishing whole Bedouin villages) can be counterproductive, often making more terrorist recruits out of disaffected Bedouin youth than would otherwise be the case. The monograph recommends enhanced U.S. counterterrorism assistance to the Egyptian military, with specialized courses for Egyptian military officers attending professional military education institutions in the United States and the training of whole Egyptian counterterrorism units either in the United States or in a friendly Arab country. The monograph also recommends the resumption of a U.S.-Egyptian strategic dialogue, to include U.S. Army officers and their Egyptian counterparts, where effective counterterrorism policies can be discussed frankly in a closed-door setting. In addition, the monograph advocates for new and enhanced social and economic policies in the Sinai that would aim to dissuade Beduion youth from assisting and joining the terrorist groups. These policies would involve recruiting properly vetted Bedouin youth into the local police forces, and a major jobs training program, with U.S. financial and administrative support, for these youth to prepare them for eventual employment in tourism and other legitimate economic sectors.
