Abstract:: Release of Canada's first-ever National Security Policy (NSP) in 2004, followed by the International (Foreign) Policy Statement and Defence Policy Review in 2005, has publicly articulated Canada's principal security interests for the post-September 11, 2001 (9/11), world. Nevertheless, the realities of Canada's present engagement in Afghanistan have highlighted a gap between stated national security and foreign policy goals on one hand, and the Canadian military, diplomatic, and development effort in theater, on the other. National interests and values, articulated within the NSP and the International Policy Statement, are insufficient to frame the context for such a complex endeavor. Only a clearly defined strategy based upon rigorous analysis of ends, ways, and means and assessment of risk can enable informed national and political debate, provide the required guidance for campaign planning among government departments, and determine Canada's preferred stake in the wider international arena, including the Global War on Terrorism (GWOT). Recommendations are provided with respect to resolving Canada's strategy gap in both the immediate and longer term.

Abstract:: This monograph serves multiple purposes, the most important of which is to contribute to the thought process of dealing with the Fuerzas Armadas Revolucionarias of Cuba (FAR). Change is inevitable in Cuba. Both Fidel Castro and his brother Raul are aging. Their passing will trigger either a succession or a transition. With that change, Cuba's security requirements will change as well. This monograph analyzes security requirements that the new Cuba will face and proposes what missions and structure the Cuban security forces might have after a transition.

Abstract:: Preemption has been, and remains, a leading concept of this decade. But despite its ubiquity in public discourse and its policy relevance, it is a source of great confusion. The term is misused, in some cases deliberately one suspects, but it must be admitted that strategic theorists have offered very little worthwhile reading on the subject. This monograph clarifies the meaning of preemption and distinguishes it from prevention and precaution. It critically reviews the principal charges levelled against preventive warfare and uses that analysis to provide at least the bare bones of strategic theory, more strictly of an alternative to theory relevant to such warfare. The analysis concludes with a set of policy and strategy relevant implications for the United States.

Abstract:: For most of its existence as a newly-independent state in Eastern Europe, Belarus enjoyed a dubious reputation of being the continent's last dictatorship. The regime established by the country's president, Alyaksandr Lukashenka, has a solid domestic base. Nevertheless, the continuous political, economic, and diplomatic support provided to Lukashenka's Belarus by its Eastern neighbor, the Russian Federation, greatly contributed to the overall stability and smoothness with which the Belarus leader accumulated power, institutionalized his autocratic rule, and fended off both internal and external challenges.

Abstract:: Ukraine's geopolitical location positioning it firmly between North Atlantic Treaty Organization (NATO) allies to the west and Russia to the east has demanded that its foreign and security policy take into account its interests in the east and the west. The pro-reform forces in power since the Orange Revolution would like to move Ukraine squarely into the Euro-Atlantic community with only limited deference to Russia in matters where Ukrainian dependency remains unavoidable. Political forces favoring a more neutral stance between east and west or openly in favor of leaning eastward remain formidable. Russia's astute deployment of its national instruments of power in support of these forces will loom large into the indefinite future.

Abstract:: The September 11, 2001, attacks and Operations ENDURING FREEDOM and IRAQI FREEDOM revived the idea that insurgency is a significant threat to the United States. In response, the American military and defense communities began to rethink insurgency. Much of this valuable work, though, viewed contemporary insurgency as more closely related to Cold War era insurgencies than to the complex conflicts which characterized the post-Cold War period. This suggests that the most basic way that the military and defense communities think about insurgency must be rethought.
